Some times we may want to add new users from command line instead of using the UI. For example, if we have to add some 100 users, using a script will save lot of time and manual effort. Windows provides net user command for this purpose. This command works on Windows 2000, Windows XP/2003, Vista and Windows 7.
To add a new user account on the local computer:
net user username password /ADD
Example: To add a new user account with the loginid John and with password fadf24as
net user John fadf24as /ADD
If you do not want the password to be visible while adding new user account, you can use ‘*’ as shown below.
C:\>net user /add John * Type a password for the user: Retype the password to confirm: The command completed successfully. C:\>
net user username password /ADD /DOMAIN
Note that the command does not include the domain name.
net user John fadf24as /ADD /DOMAIN
Net use command does not have any switches to rename a user account. But we can do that using wmic commands. Please check this – Rename user accounts on Windows
To set user full name while creating the user account
net user username password /ADD /FULLNAME:"User_Fullname"
To allow user to change password:
net user username password /ADD /PASSWORDCHG:Yes
To restrict user not to change the password:
net user username userpasswd /ADD /PASSWORDCHG:NO
To set account expiry time we can use /EXPIRES switch. This can also be used to set that the account never expires.

How to create a new administrator account?
An administrator account can’t be created directly. We first need to create a user account and then add the user to the administrators group.
C:\>net user John /add System error 5 has occurred. Access is denied. C:\>
C:\>net user testuser testpassword /ADD /DOMAIN The request will be processed at a domain controller for domain mydomain.com. System error 1355 has occurred. The specified domain either does not exist or could not be contacted.

Controversy embroiled Facebook revealed this week that the company snoops on your Messenger conversations— including text chats, pictures, and links—to make sure that you comply with their rules.
CEO Mark Zuckerberg talking to Vox, gave an example of the Rohingya crisis in Myanmar and explained that the company’s systems “detect what’s going on” when people try to send sensational messages via Messenger, and Facebook “stops those message from going through.”
The company later talking to Bloomberg said that in order to prevent the misuse of the app, it processes the content of the messages the same way it scrutinises the content on social media arm. Messages that are flagged for violating Facebook’s community standards are read by moderators, who can then block or take them down if needed.
“For example, on Messenger, when you send a photo, our automated systems scan it using photo matching technology to detect known child exploitation imagery or when you send a link, we scan it for malware or viruses. Facebook designed these automated tools so we can rapidly stop abusive behaviour on our platform,” said a spokesperson.
The revelation may irk some of its users who otherwise thought their messages were not being read by someone else in the middle.
However, the company clarified in a blog post on Wednesday that it does not collect the content neither shares it with its advertisers.
“Call and text history is part of an opt-in feature for people using Messenger or Facebook Lite on Android. This means we can surface the people you most frequently connect with at the top of your contact list,” Mike Schroepfer, Chief Technology Officer of Facebook said.
“We’ve reviewed this feature to confirm that Facebook does not collect the content of messages — and will delete all logs older than one year. In the future, the client will only upload to our servers the information needed to offer this feature — not broader data such as the time of calls.”
Facebook revealed on Wednesday that about 87 million users could have been affected in the Cambridge Analytica data breach.

Driving Licence Renewal
One of the momentous milestones in life is when you get your very own Driver’s License. The euphoria of freedom to drive around your own vehicle and go wherever you wish to is definitely a joy to thrive on. Though you might grow out of this or even take it for granted in time, the difficulties in procuring one is not easily forgotten. Having a license alone is not enough- there is also the matter of timely renewal of said driving licence. These renewals are devised to ensure that your eligibility to keep on driving isn’t hampered by advancing age or any other foreseen/unexpected conditions. Just because one was fit enough to acquire a license 20 years ago, need not mean he/ she is fit now. And yes, driving around with an expired license is as good as doing the same without one, and may be a potential problem for you, other drivers and pedestrians. Hence the licence needs to be renewed after a stipulated term.
As per the Indian Motor Vehicles Act, 1988, it is mandatory for drivers of any vehicle to hold a valid driving licence to drive a vehicle on the road. A Driving licence is an official document issued by the government, which authorises an individual to drive a category of vehicle for which he holds a licence. This document is also acknowledged as a valid identity proof.It is a must to renew your DL after its expiry because as per the law nobody in India can drive any vehicle without a valid DL. As per Section 177 of the Motor Act, 1988, if a person is driving a vehicle without a valid DL (i.e an expired DL), is a punishable offence by law. Violators of the same are liable to be fined.
An expired driving licence is valid only for a month (i.e 30 days) post expiration and can needs to be renewed within that grace period. If your driving licence has expired more than 30 days ago, you can renew the same by paying a penalty. This holds true if only the application requesting a renewed DL is made within a time span of five years from the date of expiry. If the licence has been initially obtained from another state, then the applicant should furnish a No Objection Certificate (N.O.C.) and confirmation of driving licence issued by the original licensing authority.
Duly filled application form with the set of required documents to renew your DL needs to be submitted to Assistant R.T.O. at the Driving Licence Branch in your state. Your DL will be renewed for 5 years if it is for a Non-Transport Vehicle, and for 3 years if it being renewed for a transport vehicles. One can get the renewed driving licence on the same evening, that is if the licence is procured in the same office. It needs a period of 20 days after the application has been submitted, if the case is any different from the one mentioned above. The latter takes longer as it involves a process of verification and correspondence.
As the name implies, a Driving Licence Renewal Form is utilised as the KYC document when the concerned vehicle owner is looking to update/renew his/her licence, and the Road Transport Office (RTO) needs to understand the specifics of the current licence. This simple document can be easily downloaded from the concerned RTO’s website, or can be picked up as a physical copy from the local RTO office.
Form 9- Form of Application for the Renewal of the Driving Licence is a simple document involving a small number of informational queries. Of course, a large part of this communication concerns the applicant’s current DL with space for appropriate authenticators and signatures. The completion of this form must be followed up with the attachment of the requisite documents (see next section) before the procedures of the renewal of driving licence can be put into action.

The police in Parbhani district of Maharashtra are issuing warnings to `admins’ of chat groups on the messaging app WhatsApp that they should ensure that no objectionable content is circulated on the group.
Admins or administrators are the ones who control who can be part of a WhatsApp chat group. Multiple persons can be admins for one group.
“We have issued a letter to all police stations, asking them to summon WhatsApp group admins in their areas in person, and tell them that they should avoid such content in the group,” Parbhani Sub Divisional Police Officer Sanjay Pardeshi told PTI over phone today.
“We are asking group admins to monitor the content the members post,” he said.
Posts on WhatsApp groups should not have any derogatory content — text, pictures or audio and video clips — about iconic or historical figures, places of worship, anything that may hurt religious sentiments, or anything promoting “sedition” or social disharmony, says the letter sent by the authorities to police stations in the district. If any admin finds such a post on the group, it should be reported to police, Pardeshi said.
District Superintendent of Police Dilip Zalke told PTI that police took this step after incidents of defamatory content going viral through WhatsApp were reported recently.
“Even to forward such a content is a crime,” he said.
If any objectionable content is found to be circulated on a WhatsApp group, offences under the IPC as well as the Information Technology Act will be registered, he said.

New Delhi: Companies may restructure the reimbursement component of employees’ salary to make sure that the said part does not attract Goods and Services Tax (GST), a financial daily has reported.
The Economic Times has said that these reimbursements components may include those on “home rentals, telephone charges beyond a certain limit, medical premiums for extra coverage, health check-ups, transportation” among other benefits that could come under the GST ambit.
ET quoting tax experts said that the move may be necessitated in the wake of the recent Authority of Advance Ruling (AAR) ruling that the GST will be levied on recovery of food expenses from employees for canteen services.
The Kerala bench of the AAR in its order last week said that recovery of food expenses from the employees for canteen services provided by a company are taxable as a supply of service under the Goods and Services Tax (GST).
The ruling was given by the AAR on an application filed by Malappuram-based Caltech Polymers. The company approached the AAR to seek advance ruling on whether recovery of food expenses from employees for canteen services would come under definition of outward supplies and attract the GST.
“… recovery of food expenses from the employees for the canteen services provided by company would come under the definition of ‘outward supply’ as defined in Section 2(83) of the Act, 2017, and therefore, taxable as a supply of service under GST,” said the AAR order.
Under the Factories Act, 1948, any factory employing more than 250 workers is required to provide canteen facility to its employees.
Levying of GST on canteen services provided by employers to employees would increase the compliance burden of companies, PwC Partner and Leader Indirect Tax Pratik Jain told PTI.
The government, Jain said, should either provide some guidance on such aspects or consider providing an exemption from GST on such recoveries.
He further said that it was not clear whether GST would be levied at 5 per cent (without input credit) as canteen shall apply on all such recoveries from employees or a residual rate of 18 per cent will be applicable, treating it as outdoor catering services.
In the first week of this month, the finance ministry had clarified that a 5 percent GST will be levied on food and drinks supplied by the Indian Railways or IRCTC in trains, platforms or stations.
This was done to bring uniformity in the rate of GST applicable to supply of food and drinks made available in trains, platforms or stations.
