Fulfillment of duty

Two Harijans lost their lives while cleaning a collapsed drain in a colony of the capital. This drain had been blocked for many days and its dirty water kept overflowing. But there was a dispute between the Municipal Committee and the Improvement Trust about who would take the responsibility of cleaning it and finally it was decided that the Municipal Committee would have to get this work done. Initially, one Harijan entered the drain, but so much gas had been produced in the drain that he immediately fainted. After some time, one by one two more Harijans entered the drain and they too met the same fate i.e. they fell unconscious inside the drain. A citizen risked his life and pulled these Harijans out of the dirty drain, but two of them reached the mouth of death and only one is expected to survive.

In today’s era, the value of human life is underestimated. Today only we read that a high ranking officer of the Indian Army was shot dead by a police officer. He was a Colonel, who was travelling from Amritsar to Delhi and was murdered and thrown out of the train in its first class compartment. This incident got prominent coverage in the newspapers because it was related to a person who was considered to have a high position in the society. However pathetic the incident of the death of these two Harijans while cleaning a dirty drain was, it could not attract the attention of the newspapers or the newspaper readers to the extent that the death of the army officer did. The explanation given by the officer of the health department of the Municipal Committee for the accident also smells of some heartlessness. He has said that Harijans have been instructed to keep the mouths of the drains open from two places while entering them. The unfortunate Harijans must not have followed this instruction and hence they had to lose their lives. But the municipal inspector was also present at the scene of the incident. If Harijans ignored this instruction due to illiteracy, it can be considered forgivable, but why did the municipal inspector not pay heed to it?

राजधानी की एक बस्ती में जमींदोज नाली की सफाई करते हुए दो हरिजनों को जीवन से हाथ धोना पड़ा। यह नाली कई दिनों से रुकी पड़ी थी और उसका गन्दा पानी ऊपर बहता रहता था। किन्तु उसकी सफाई की जिम्मेदारी कौन उठाये, इस बारे में म्युनिसिपल कमेटी और इम्प्रूवमेंट ट्रस्ट के बीच विवाद चलता रहा और अंत में यह तय पाया गया कि म्युनिसिपल कमेटी को यह काम करवाना होगा। शुरू में एक हरिजन नाली के भीतर घुसा, पर नाली में इतनी गैस पैदा हो गई थी कि वह फौरन बेहोश हो गया। थोड़ी-थोड़ी देर में एक-एक करके दो हरिजन और नाली में दाखिल हुए और उनकी भी वही दशा हुई अर्थात बेहोश होकर नाली के भीतर पड़ गये। एक नागरिक ने अपने प्राणों को जोखिम में डालकर इन हरिजनों को गन्दी नाली से बाहर निकाला, किन्तु उनमें से दो मौत के मुंह में पहुंच गये और केवल एक के बच जाने की आशा की जाती है।

आज के युग में मनुष्य के जीवन का मूल्य बहुत कम आंका जाता है। आज ही हमने पढ़ा कि भारतीय सेना के एक उच्च अफसर को जो ले. कर्नल थे, अमृतसर से दिल्ली की यात्रा करते हुए रेलगाड़ी के पहले दर्जे के डिब्बे में कत्ल करके बाहर फेंक दिया गया। इस घटना को समाचारपत्रों में प्रमुख स्थान मिला, क्योंकि उसका संबंध ऐसे व्यक्ति से था, जिसका समाज में ऊंचा स्थान माना जाता है। गन्दी नाली की सफाई करते हुए इन दो हरिजनों की मौत की घटना कितनी ही करुणाजनक क्यों न हो, वह न समाचारपत्रों और न समाचारपत्र पाठक का ध्यान उस हद तक अपनी ओर खींच पाई, जिस हद तक फौजी अधिकारी की मृत्यु ने खींचा। म्युनिसिपल कमेटी के स्वास्थ्य विभाग के अफसर ने दुर्घटना की जो सफाई दी है, उसमें भी हमको कुछ हृदयहीनता की गन्ध आती है। उन्होंने कहा है कि हरिजनों को नालियों के भीतर घुसते समय नालियों के मुंह दो जगह से खुले रखने की हिदायत है। अभागे हरिजनों ने इस हिदायत का पालन नहीं किया होगा और इसलिए उन्हें अपनी जान से हाथ धो लेना पड़ा। किन्तु घटनास्थल पर म्युनिसिपल दारोगा भी तो मौजूद थे। अशिक्षा के कारण यदि हरिजनों ने इस हिदायत की उपेक्षा की तो वह क्षम्तव्य समझी जा सकती है, किन्तु म्युनिसिपल दारोगा ने इसका क्यों नहीं ध्यान रखा
