वैश्विक मंच पर एक नया तूफान मच गया है, जिसके केंद्र में हैं- अमेरिकी राष्ट्रपति * डोनाल्ड ट्रंप। उनकी आक्रामक व्यापार नीतियों ने विश्व-व्यवस्था को झकझोर दिया है। 26 अगस्त को सोशल मीडिया के जरिये दी गई एक सख्त चेतावनी में उन्होंने उन देशों को कड़े परिणाम भुगतने की धमकी दी, जो अमेरिकी टेक कंपनियों पर डिजिटल सर्विस टैक्स (डीएसटी) या अन्य प्रतिबंधात्मक नियम लागू करते हैं। भारत और ब्राजील जैसी उभरती आर्थिक ताकतों को वह विशेष तौर पर निशाना बना रहे हैं। भारत पर 27 अगस्त से 50 प्रतिशत का सीमा-शुल्क इसकी तस्दीक करता है।

ट्रंप अपनी ‘अमेरिका प्रथम’ नीति के अनुरूप व्यवहार कर रहे हैं, जिसके जवाब में भारतीय प्रधानमंत्री ने उचित ही ‘आत्मनिर्भर भारत’ को आगे बढ़ाने की बात कही है। यह एक प्रेरणादायक नीति है। इससे न केवल भारत आर्थिक रूप से मजबूत बनेगा, बल्कि विश्व व्यापार में एक सशक्त और सम्मानित शक्ति के रूप में स्थापित होगा। ट्रंप के भारी-भरकम टैरिफ के कारण भारत ने वैकल्पिक बाजारों की खोज तेज कर दी है और ब्रिक्स जैसे मंचों के माध्यम से अपनी स्थिति को और सुदृढ़ कर लिया है। यह बताता है कि भारत न केवल दवाव का जवाब देने में सक्षम है, बल्कि वह वैश्विक अर्थव्यवस्था में एक निर्णायक ताकत के रूप में भी उभरने की क्षमता रखता है। इतना ही नहीं, चुनौतियों को अवसरों में बदलने की कला में भी माहिर है।

भारत ने डिजिटल सर्विस टैक्स को हटाकर इस बात का प्रमाण दिया है कि वह वैश्विक व्यापार के नियमों का सम्मान करता है और अनावश्यक टकराव से बचने के लिए रचनात्मक कदम उठाने को भी तैयार है। फिर भी, ट्रंप टैरिफ बढ़ाने की नीति अपना रहे हैं। यह एक अन्यायपूर्ण नाजुक ढलानों और बाढ़-प्रवण घाटियों में निर्माण गतिविधियों के प्रति सावधान करती हैं। साफ है, इन इलाकों में एक ऐसा तंत्र तैयार होना चाहिए, जो एक साथ भारी वर्षा, भूस्खलन, हिमझीलों के टूटने, पर्माफ्रॉस्ट के पिघलने से पैदा होने वाले जोखिमों का म और उनकी जटिल अंतः क्रियाओं पर भी कि

By removing the digital service tax, India has proved that it respects the rules of global trade and is also ready to take constructive steps to avoid unnecessary confrontation. Clearly, a mechanism should be developed in these areas, which simultaneously takes into account the risks arising from heavy rainfall, landslides, breaking of glaciers, melting of permafrost and their complex interactions.

The glaciers of the Hindu Kush Himalayas are melting terribly. Due to this, the rivers of these areas are also changing.
