Construction is also needed on the mountains

पहाड़ों पर भी निर्माण की जरूरत

क्या आपको पता है, पहाड़ों के गांव बीरान क्यों हो रहे हैं। उन इलाकों में, जहां कभी चहल-पहल रहा करती थी, अब सन्नाटा क्यों पसरा रहता है? खेत-खलिहान, पराडडियों पर खिलखिलाता बचपन और गांव की चौपालों पर होती लंबी-लंबी चचर्चाएं आखिर क्यों यादों में सिमटकर रह गई हैं? इन सबकी वजह सिर्फ एक है, और वह है-विस्थापन। लोग यहां से बाहर निकल गए। कोई रोजी-रोटी के लिए निकला, तो कोई बेहतर पढ़ाई-लिखाई के लिए। नतीजतन, गांव के गांव खाली हो गए। ये खाली होते भी क्यों नहीं, जब लोगों को आपात चिकित्सा की जरूरत होती थी, तो उन्हें आनन-फानन में शहर भागना पड़ता था। जब उन्हें कहीं जाना होता था, तो पगडंडियों से गुजरना मजबूरी होती थी। पानी, मुश्किलों के बीच जीवन गुजर रहा था, जिस कारण उनहोंने पलायन करना ही उफित समझा।

आज जो लोग पहाड़ में होने वाले निर्माण कार्यों को कोस रहे हैं, उन्हें पहले पहाड़ी जीवन को एक बार जी लेना चाहिए। ये वही लोग हैं, जो बड़े-बड़े शहरों में एसी कमरों में रहते हैं और पहाड़ों पर सिर्फ छुट्टियां मनाने आते हैं। उन्हें यह पता ही नहीं कि पहाड़ों पर बुनियादी जरूरतों को पूरा करना कितना दुस्कर काम है। यही कारण है कि पहाड़ों पर निर्माण कार्य का विरोध उचित नहीं जान पड़ता। क्या पहाड़ो लोगों को अच्छी सड़कें नहीं चाहिए? क्या उन तक यातायात के आधुनिकतम साधन नहीं पहुंचने चाहिए? क्या उनके दरवाजे तक डॉक्टरी सुविधा उपलब्ध नहीं होनी चाहिए? क्या वे मैदानी इलाकों से कम टैक्स चुकाते हैं, जो सरकारों को उनकी नरूरतों की अनदेखी कर देनी चाहिए ? कहने का अर्थ यह है कि अगर हम वाकई पहाड़ को जिंदा रखना चाहते हैं, तो पहले पहाड़ की जरूरतें पूरी करनी होंगी। यहां

रहने वाले लोगों को समझना होगा। उनके मन की चाह लेनी होगी। इसके बाद ही हम पहाड़ों को बचाने का दावा करने के अधिकारी हो सकेंगे।

पहाड़ों पर भी निर्माण-कार्यों की सख्त जरूरत है। हां, इसमें हमें देखना यह होगा कि निर्माण के काम योजना के अनुरूप किए जाएं। यह ख्याल रखा जाना चाहिए कि इनसे पहाड़ों को कम से कम नुकसान हो। अगर किसी सड़क के ऊपर पहाड़ है, तो पहाड़ के टूटने से होने वाली क्षति से बचने के लिए सुरक्षा के पर्याप्त उपाय किए जाएं। प्रकृति विकास कार्यों के खिलाफ नहीं है। वह उन निर्माण कार्यों की हिमायती है, जिससे उसे कुछ हद तक ही नुकसान पहुंचे। पहाड़ जीवन व संस्कृति की ऊंचाइयों के प्रतीक होते हैं। इनको इसी रूप में हमें विकसित करना होगा। योजनाबद्ध विकास यहां की जरूरत है।

Do you know why the villages in the mountains are becoming deserted? Why is there silence in those areas, which used to be bustling once? Why are the childhood spent laughing in the fields, barns, and long discussions in the village squares, now confined to memories? There is only one reason for all this, and that is displacement. People left from here. Some left for livelihood, while others left for better education. As a result, villages became empty. Why would they not be empty? When people needed emergency medical treatment, they had to rush to the city in a hurry. When they had to go somewhere, they were forced to go through footpaths. Life was passing amidst water and difficulties, due to which they found it appropriate to migrate.

Those who are cursing the construction work being done in the mountains today, should first live the mountain life once. These are the same people who live in AC rooms in big cities and come to the mountains only to spend holidays. They do not know how difficult it is to fulfill basic needs in the mountains. This is the reason why opposing construction work in the mountains does not seem appropriate. Don’t the people of the mountains need good roads? Shouldn’t the latest means of transport reach them? Shouldn’t medical facilities be available at their doorsteps? Do they pay less tax than the plains, that the government should ignore their needs? What I mean to say is that if we really want to keep the mountains alive, then first the needs of the mountains will have to be fulfilled. The people living here will have to be understood. Their wishes will have to be fulfilled. Only after this will we be entitled to claim to save the mountains.

There is a dire need of construction work in the mountains too. Yes, in this we will have to see that the construction work is done as per the plan. It should be ensured that these cause minimum damage to the mountains. If there is a mountain above a road, then adequate safety measures should be taken to avoid damage caused by the mountain collapsing. Nature is not against development work. It is in favour of those construction works which cause damage to it only to a certain extent. Mountains are symbols of the heights of life and culture. We have to develop them in this form. Planned development is needed here.
