उत्तराखंड के धरौली में बादल फटने के कारण जान-माल का भारी नुकसान हुआ है। दिल दहलाने वाली इस आपदा ने साफ बता दिया है कि अंधाधुंध दोहन से प्रकृति का रौद्र रूप सामने आता है, जो तबाही लाता है। इसने आगाह किया है कि हमें अनियोजित और अंधाधुंध विकास से अब बचना ही होगा। हिमाचल हो या उत्तराखंड, नदियों के डूब क्षेत्र में होटल और रिजॉर्ट्स का निर्माण व व्यावसायीकरण से भारी तबाही देखने को मिलती रही है। ऐसे में, जरूरत यही है कि पहाड़ों में बड़े पैमाने पर हो रहे निर्माण-कार्यों पर रोक लगनी चाहिए। इस आपदा से पहाड़ी राज्य की सरकारों को जरूर सबक लेना चाहिए। इसी तरह, मौसम विभाग को भी अधिक सक्रियता दिखानी होगी और समय रहते बादल फटने जैसी घटनाओं की जानकारी संबंधित विभागों से साइश करनी होगी। बानी, हमें दोनों

सरकारी रिपोर्ट वर्षों से चेतावनी देती रही है कि पहाड़ों पर अधिक खु अवैज्ञानिक निर्माण और नदी-नालों के प्राकृतिक मानों में अवरोध पैदा करने से आपदाओं को निमंत्रण मिलता है। किंतु विकास के नाम पर लापरवाही यह है कि संवेदनशील भूस्खलन क्षेत्रों में भी बहुमंजिला इमारतों, होटलों और सड़कों का निर्माण है। जय धरती की सतह बार-बार खोदी गाती है, पहाड़ों का सीना काटा जाता है, तब बारिश की हर बूंद उस नाजुक धरातल को चीरते हुए बह निकलती है। इससे मिट्टी

की पकड़ डीली पड़ती है और आपदा का आकार कई गुना बढ़ जाता है। पर्यावरणविद भी मानते हैं कि पहाड़ों में हो रहे भूस्खलन का दायरा लगातार बढ़ रहा है, फिर भी प्रशासनिक स्तर पर संवेदनशील क्षेत्रों में कंकोट-निर्माण को रोकने की कोई ठोस व्यवस्था नहीं की गई है। नदियों के किनारे बसे गांवों और कस्यों में जल संचयन व प्रवाह के वैज्ञानिक तरीकों को अपनाने के बजट की टीकारे खड़ी कर दी जाती है।हतिन केवल भूरीव संतुलन को बिगाड़ती है, की प्राकृतिक धारा को भी अनियंत्रितपसेारीकरणको विभीषिकामने आती है। अवरुद्ध कर देती है। ऐसे में जब होती है, जाल-निकासी का मार्ग अवरुद्ध होने के इसलिए हमें पहाड़ी भूगोल के अनुकूल टिकाऊ विकास मॉडल अपनान्य होगा। तभी ऐसी आपदा से हम बच सकेंगे।

Similarly, the Meteorological Department will also have to show more activism and information about incidents like cloudburst will have to be sent to the concerned departments in time. On the one hand, unaccounted construction work will have to be stopped, on the other hand the disaster management system will have to be improved, only then we will be able to save human lives in such disasters.

Government reports have been warning for years that excessive and unscientific construction on mountains and obstruction of the natural values of rivers and streams invites disasters. But the negligence in the name of development is that multi-storey buildings, hotels and roads are being constructed even in sensitive landslide areas. The surface of the earth is dug again and again, the mountains are cut, then every drop of rain flows out tearing that delicate surface. This loosens the grip of the soil and the size of the disaster increases manifold. Environmentalists also believe that the scope of landslides in the mountains is constantly increasing, yet no concrete arrangement has been made at the administrative level to stop the construction of culverts in sensitive areas. In villages and towns situated on the banks of rivers, there is a demand for adopting scientific methods of water harvesting and flow. But water not only disturbs the geological balance, it also blocks the natural flow. In such a situation, when the drainage route gets blocked, we will have to adopt a sustainable development model suitable for the hilly geography. Only then will we be able to avoid such a disaster.
