होशियार रहने की जरूरत

भारतीय संसद का जो अधिवेशन विशेषकर, कोरिया से उत्पन्न परिस्थिति पर विचार करने के लिए बुलाया गया, वह सोमवार 31 जुलाई को शुरू हो गया। नई प्रथा के अनुसार, संसद का आरंभ राष्ट्रपति के भाषण से हुआ है, जिसमें भारत से संबंधित देश-विदेश की घटनाओं का सिंहावलोकन करते हुए राष्ट्रपति राजेन्द्र प्रसाद ने कोरिया संबंधी भारत-सरकार के रुख को भारत की नीति के अनुकूल बताया है। साथ ही, कोरिया के झगड़े के जारी रहने और फैलने से दुनिया की शांति को खतरे की संभावना व्यक्त की है। उन्होंने इसी आधार पर नेहरूजी के शांति-प्रयत्न का समर्थन किया है और मनुष्य-मात्र के लिए शांति को अत्यन्त आवश्यक बताते हुए कोरिया की लड़ाई जल्द खत्म हो जाने की उत्कट कामना प्रकट की है। प्रधानमंत्री द्वारा इण्डोनेशिया, मलाया और वर्मा की यात्रा का उल्लेख कर कहा गया है कि हमारे देश और दक्षिण-पूर्व के देशों के बीच जो गहरी मैत्री का संबंध रहा है, वह इस यात्रा से और भी दृढ़ हो गया है। साथ ही इस बात पर बल दिया है कि कोरिया की लड़ाई के कारण यह पहले से और अधिक आवश्यक हो गया है कि एशिया के स्वतंत्र देश अपनी स्वतंत्रता सुरक्षित रखने के लिए अधिक सहयोग से काम करें।

भारत-पाकिस्तान के संबंधों और विवादों का जहां तक संबंध है, काश्मीर पर दोनों देशों के प्रधानमंत्रियों की संयुक्त राष्ट्र के प्रतिनिधि सर ओवेन डिक्सन से हुई वार्ता का उल्लेख है। परन्तु ऐसा कोई संकेत नहीं मिलता कि उसके फलस्वरूप समस्या के समाधान में सफलता की कोई आशा है। केवल यह खयाल मात्र जाहिर किया गया है कि दोनों प्रधानमंत्री संयुक्त राष्ट्र संघ के प्रतिनिधि के साथ कराची में मिलें और काश्मीर के मसले को स्थायी रूप से शांति और इंसाफ के साथ हल करने का जो रास्ता ढूंढ़ रहे थे, उसको जारी रखें। इसी प्रकार अप्रैल में दोनों प्रधानमंत्रियों के बीच हुए समझौते के बारे में कहा गया है कि उससे संकटपूर्ण स्थिति सम्हली थी और अल्पसंख्यक लोगों को कुछ राहत पहुंची थी। यह भी माना गया है कि इस समझौते ने स्थिति में खासा सुधार किया है और मैत्री का वातावरण पैदा कर दिया है। मगर साथ ही यह स्वीकृति भी उसमें है कि बहुतेरी कठिनाइयां बाकी रह गई हैं और बहुतेरे लोगों का घर-बार छोड़कर भागना जारी है।

The session of the Indian Parliament, which was called especially to consider the situation arising out of Korea, began on Monday, 31 July. As per the new practice, the Parliament began with the speech of the President, in which, while reviewing the domestic and foreign events related to India, President Rajendra Prasad described the Indian Government’s stand on Korea as being in line with India’s policy. At the same time, he expressed the possibility of danger to the peace of the world if the conflict in Korea continues and spreads. On this basis, he supported Nehruji’s peace efforts and, while describing peace as extremely necessary for all human beings, expressed his fervent wish for the war in Korea to end soon. Referring to the visit of the Prime Minister to Indonesia, Malaya and Burma, he said that the deep friendly relations that have existed between our country and the countries of the South-East have become even stronger with this visit. It has also been emphasised that due to the Korean War it has become more necessary than ever that the independent countries of Asia work together to safeguard their independence.

As far as India-Pakistan relations and disputes are concerned, there is a mention of the talks held between the Prime Ministers of both the countries with the United Nations representative Sir Owen Dixon on Kashmir. But there is no indication that there is any hope of success in resolving the problem as a result of it. Only the idea has been expressed that both the Prime Ministers should meet with the United Nations representative in Karachi and continue the path they were looking for to resolve the Kashmir issue permanently with peace and justice. Similarly, it has been said about the agreement reached between the two Prime Ministers in April that it had brought the critical situation under control and provided some relief to the minority people. It has also been believed that this agreement has improved the situation considerably and has created an atmosphere of friendship. But at the same time there is an acceptance that many difficulties still remain and many people continue to flee their homes.
