शांति के प्रयास

विश्व शांति की रक्षा किस प्रकार की जाये, यही आज की सबसे मुख्य समस्या है। विश्व में शांति कायम रहने की अवस्था में ही मानव जाति की सामाजिक, आर्थिक और सांस्कृतिक उन्नति संभव हो सकती है। विश्व ने इसी शताब्दि में दो महायुद्धों की विनाश लीला को देखा है। उसके बाद यह आशा की जा सकती थी कि कम से कम इस शताब्दि का बाकी हिस्सा शांतिपूर्वक बीत जायेगा। किन्तु दूसरे महायुद्ध की समाप्ति के कुछ ही वर्षों बाद जिस प्रकार युद्ध की चिनगारियां उड़ने लगीं और वातावरण क्षुब्ध हो रहा है, उसने मानव जाति की आशाओं पर ठंडा पानी डाल दिया है। कोई नहीं कह सकता कि प्रथम महायुद्ध के बाद जितने समय तक शांति कायम रही, उतने समय तक दूसरे महायुद्ध के बाद भी कायम रह पायेगी अथवा नहीं।

उत्तरी कोरिया की लड़ाई को समाप्तप्रायः समझ लिया गया था, किन्तु इधर उसमें नया खून प्रविष्ट हो गया है। उत्तरी कोरियनों ने जोरदार आक्रमण करके संयुक्त राष्ट्रीय सेनाओं को, जो करीब-करीब मंचूरिया की सीमा तक जा पहुंची थीं, इससे पचास मील पीछे हटने को बाध्य कर दिया है। संयुक्त राष्ट्रीय सेनाओं को सैनिकों और युद्ध-सामग्री के रूप में काफी हानि उठानी पड़ी है। यह कहा जा रहा है कि उत्तरी कोरियनों को चीनी साम्यवादियों से मदद मिल रही है और स्वयं चीनी साम्यवादी सैनिक उत्तरी कोरियनों के पक्ष में लड़ रहे हैं। यदि उत्तरी कोरिया की लड़ाई में चीनी हस्तक्षेप का समाचार सही है, तो उसके फैलने की संभावना बढ़ जाती है। कोरिया के युद्ध को न फैलने देने के उद्देश्य से ही भारत ने संयुक्त राष्ट्रीय सेनाओं के 38वीं अक्षांश के दक्षिण में रुक जाने की हिमायत की थी। किन्तु भारत के सुझाव को नहीं माना गया और संयुक्त राष्ट्रीय सेनाओं को इस रेखा को पार करके उत्तरी कोरिया में दाखिल होने की अनुमति दे दी गई। उत्तरी कोरिया में संयुक्त राष्ट्रीय सेनायें बराबर आगे बढ़ती गईं और चीन ने हस्तक्षेप करने की अपनी धमकी को कार्यान्वित नहीं किया, इस पर भारत की आलोचना भी की गई। कहा गया कि उसका निर्णय गलत सूचनाओं पर आधारित था और दुर्बलता का परिचायक था। यदि संयुक्त राष्ट्रीय सेनाएं 38 अक्षांश के इस पार रुक गई होती, तो संयुक्त राष्ट्र संघ ने कोरिया को संयुक्त करने का सुनहरा मौका अपने हाथ से खो दिया होता।

How to safeguard world peace is the most pressing problem today. Only when peace prevails in the world can humankind’s social, economic, and cultural progress be possible. The world has witnessed the devastation of two world wars in this century. After that, it was hoped that at least the rest of this century would pass peacefully. But the way the sparks of war began to fly and the atmosphere is becoming agitated just a few years after the end of the Second World War has dashed humanity’s hopes. No one can say whether peace will last as long after the Second World War as it did after the First.

The conflict in North Korea was considered almost over, but now new blood has entered the fray. The North Koreans have launched a fierce offensive, forcing the Allied National Forces, which had reached almost the border of Manchuria, to retreat fifty miles from there. The United Nations Forces have suffered significant losses in terms of troops and war material. It is being reported that the North Koreans are receiving assistance from the Chinese Communists, and that Chinese Communist troops themselves are fighting on the side of the North Koreans. If reports of Chinese intervention in the North Korean conflict are true, the likelihood of it spreading increases. To prevent the Korean War from escalating, India advocated for the United Nations Forces to remain south of the 38th parallel. However, India’s suggestion was ignored, and the United Nations Forces were allowed to cross this line and enter North Korea. The United Nations Forces continued to advance into North Korea, while China failed to carry out its threat to intervene. India was criticized for this decision, which was said to be based on misinformation and a sign of weakness. Had the United Nations Forces stayed beyond the 38th parallel, the United Nations would have lost a golden opportunity to unify Korea.
