राजनीतिक चलचित्र
पिछले सप्ताह की मुख्य घटनाओं का सिंहावलोकन करते समय हमारी दृष्टि अनायास पं. जवाहरलाल नेहरू के उस शांति-प्रवास पर टिक जाती है, जो उन्होंने कोरियाई युद्ध को रोकने और रूस और अमरीका के दिन-प्रतिदिन बिगड़ रहे संबंधों को सुधारने के उद्देश्य से किया था। हमारे प्रधान मंत्री ने रूस, अमरीका व ब्रिटेन के कर्णधारों को लिखा था कि कोरिया की युद्धाग्नि को शांत करने का एक प्रत्यक्ष तरीका यह हो सकता है कि साम्यवादी चीन को संयुक्त राष्ट्रीय संघ की सुरक्षा-परिषद में स्थान दिया जाय। किन्तु, दुःख की बात है कि रूस के अतिरिक्त अन्य दोनों देशों में से किसी ने भी भारत के इस सत् प्रयत्न का स्वागत नहीं किया। जहां रूस के प्रधान मंत्री ने श्री स्टालिन ने नेहरूजी के प्रस्ताव का हार्दिक स्वागत एवं समर्थन किया है, वहां अमरीका के विदेश-मंत्री श्री अचेसन ने अपने उत्तर में यह लिखते हुए कि ‘साम्यवादी चीन को सुरक्षा-परिषद में स्थान देने से आक्रमण को प्रोत्साहन मिलेगा, शांति प्रस्तावों को अस्वीकार कर दिया है। यहां प्रश्न उठता है कि अमरीका ने, जो विश्व में शांति स्थापित करने का दम भरता है, भारत के इस शांति-प्रयास को स्वीकार क्यों नहीं किया ?
हमें तो ऐसा लगता है कि अमरीका को यह पसंद नहीं कि एशिया का कोई देश आगे बढ़े। हमारा यह दृढ मत है कि यदि इसी प्रकार का कोई शांति-प्रस्ताव किसी पाश्चात्य देश द्वारा उपस्थित किया जाता, तो अमरीका इस तरह से उसका अनादर न करता। जो हो, अमरीका के इस उपेक्षापूर्ण रुख से भारतीय भावनाओं को भारी ठेस पहुंची है और इस विषय में कुछ अमरीकी अखबारों में जो अनर्गल प्रलाप किया है, यह जले पर नमक छिड़कने का काम करती है। उन्होंने भारत की नेकनीयती पर आक्षेप किया है और एक आस्ट्रेलियाई पत्र का कहना कि ‘नेहरूजी स्टालिन के हाथों में खेल गये’, एकदम अशोभनीय है। जबकि भारत डंके की चोट पर घोषणा कर चुका है कि वह संसार की गुटबन्दी से अलग है…। यदि आज भारत रूसी गुटबन्दी में होता, तो कदाचित अमरीकी अखबारों का बोलना बन्द हो जाता। इन सब बातों को देखते हुए हम यह कहे बिना नहीं रह सकते कि अमरीका अभी शांति का कोई सुझाव स्वीकार करने के लिए तैयार नहीं है। अतः कोरिया की लड़ाई जारी रहेगी।
While reviewing the main events of the last week, our eyes automatically get stuck on the peace trip of Pt. Jawaharlal Nehru, which he did with the objective of stopping the Korean War and improving the day by day deteriorating relations between Russia and America. Our Prime Minister had written to the leaders of Russia, America and Britain that a direct way to calm the war fire of Korea could be to give Communist China a place in the Security Council of the United Nations. But, it is sad that apart from Russia, none of the other two countries welcomed this good effort of India. While the Prime Minister of Russia, Mr. Stalin, has wholeheartedly welcomed and supported Nehruji’s proposal, the Foreign Minister of America, Mr. Acheson, in his reply, wrote that ‘giving Communist China a place in the Security Council will encourage aggression, has rejected the peace proposals. Here the question arises that why did America, which claims to establish peace in the world, not accept this peace effort of India?
It seems to us that America does not like any Asian country to move ahead. It is our firm opinion that if a similar peace proposal was presented by any western country, America would not have disrespected it in this manner. Whatever it is, this dismissive attitude of America has hurt Indian sentiments a lot and the baseless nonsense that has been spread in some American newspapers on this issue is like rubbing salt on the wound. They have cast aspersions on India’s good intentions and an Australian newspaper’s statement that ‘Nehruji has played into Stalin’s hands’ is absolutely inappropriate. Whereas India has openly declared that it is separate from the world’s blocs… If India was in the Russian bloc today, perhaps the American newspapers would have stopped talking about it. Considering all these things, we cannot help but say that America is not ready to accept any suggestion of peace right now. Therefore, the war in Korea will continue.
