अब सजग होने लगे छात्र और सरकार

ऐसा नहीं है कि सरकार फर्जी विश्वविद्यालयों के प्रति संजीदा नहीं है।

उन्हें वक्त-वक्त पर ऐसे शिक्षण संस्थानों की सूची जारी की जाती है और उनके बारे में पर्याप्त सूचनाएं सार्वजनिक मंचों से दी जाती हैं, फिर भी छात्र इनके जाल में फंस जाते हैं, तो कहीं न कहीं यह उन छात्रों की लापरवाही है। अगर वे छात्र हैं और अपनी पढ़ाई-लिखाई को लेकर गंभीर हैं, तो सबसे पहले यह पता लगाना चाहिए कि जिस संस्थान में वह दाखिला लेने जा रहे हैं, उसकी डिग्री कितना महत्व रखती है। मगर ऐसा होता नहीं है और कुछ छात्र ऐसे संस्थानों के जाल में फंस जाते हैं। एक दिक्कत यह भी है कि इसके शिकार ज्यादातर वे छात्र होते हैं, जो पढ़ने-लिखने में औसत से कमजोर होते हैं। उनकी इच्छा रहती है कि जैसे-तैसे डिग्री हासिल कर ली जाए। इसके लिए वे कुछ भी करने को तैयार रहते हैं। असामाजिक तत्व इनकी इसी महत्वाकांक्षा का लाभ उठाते हैं। वे जानते हैं कि चूंकि इन छात्रों को अच्छे संस्थानों में दाखिला नहीं मिल सकता, इसलिए वे सब्जबाग दिखाते हैं। वे इन छात्रों को भ्रमित कर देते हैं कि उन्हें यदि कहीं से डिग्री मिल सकती है, तो वह यही विश्वविद्यालय है। नतीजतन, छात्र इन पर भरोसा करने लगते हैं और अपना समय भी गंवाते हैं व जमा-पूंजी भी।

ऐसा नहीं है कि सच पता चलने पर यूजीसी इनके खिलाफ कार्रवाई नहीं करता। अभी ही देश भर में सक्रिय फर्जी विश्वविद्यालयों को पहचान करके उनके खिलाफ कार्रवाई की गई है। शिक्षा मंत्रालय ने इनको बंद कराने का स्वतः संज्ञान लिया है और राज्य के मुख्य सचिवों को इसमें हस्तक्षेप करने को कहा है। यह करना इसलिए भी जरूरी है, क्योंकि यूजीसी की अपनी सीमा है। यह अपने दायरे से अधिक कार्रवाई नहीं कर सकता।

यही कारण है कि कई बार कार्रवाई के बावजूद फर्जी विश्वविद्यालय सक्रिय रहते हैं। मगर अब ऐसा नहीं हो सकेगा। शिक्षा मंत्रालय ऐसी व्यवस्था करने लगा है कि यह पूरी कवायद महज औपचारिकता न रहे, बल्कि जमीन पर इसका पर्याप्त असर भी दिखे।

कभी-कभी मुश्किल यह आती है कि यूजीसी द्वारा कार्रवाई की गुजारिश किए जाने के चावजूद कुछ राज्य उस पर ध्यान नहीं देते हैं। इसी कारण इन फर्जी संस्थानों का काम चलता रहता है। मुमकिन है कि इसमें शिक्षा माफिया और राजनेताओं का गठजोड़ भी काम करता हो। मगर छात्रों के भविष्य के साथ खिलवाड़ कतई स्वीकार नहीं किया जा सकता। यह अच्छी बात है कि तत्परता दिखाई गई है और फर्जी विश्वविद्यालयों पर उचित कार्रवाई की गई है। इसका व्यापक असर पड़ेगा।

It’s not that the government isn’t concerned about fake universities.

Lists of such educational institutions are periodically released and ample information about them is provided through public platforms. Yet, if students fall prey to these traps, it’s due to their negligence. If they are serious about their education, they should first determine the value of the degree awarded by the institution they are considering enrolling in. However, this doesn’t happen, and some students fall prey to such institutions. Another problem is that most of the victims are students with below-average academic abilities. They desire to obtain a degree at any cost, willing to do anything to achieve it. Antisocial elements exploit this ambition. They know that since these students cannot get admission into good institutions, they lure them with false hopes. They mislead these students into believing that if they can get a degree from anywhere, it’s this university. As a result, students begin to trust them and waste their time and savings.

It’s not that the UGC doesn’t take action against them when the truth is revealed. Recently, fake universities operating across the country have been identified and action has been taken against them. The Ministry of Education has taken suo motu cognizance of their closure and has asked state chief secretaries to intervene. This is necessary because the UGC has its own limitations and cannot take action beyond its scope.

This is why, despite action being taken, fake universities often remain active. But this will no longer be the case. The Ministry of Education has begun making arrangements to ensure that this entire exercise is not merely a formality, but rather has a significant impact on the ground.

Sometimes, the problem arises when some states ignore the UGC’s request for action. This is why these fake institutions continue to operate. It’s possible that a nexus between the education mafia and politicians is involved. However, tampering with the future of students is unacceptable. It’s a good thing that prompt action has been taken and appropriate action has been taken against fake universities. This will have a far-reaching impact.
