इससे भला कौन इनकार कर सकता है कि राजधानी दिल्ली की आबोहवा साफ नहीं है? दिल्ली ही नहीं, देश के अनेक छोटे-छोटे शहरों में भी प्रदूषण का स्तर लगातार बढ़ता जा रहा है। मगर इसके लिए सरकार और तंत्र को कोसने का जैसे रिवाज चल पड़ा है। अपनी अंतरात्मा से पूछिए कि क्या इस स्थित्ति के लिए सिर्फ सरकार दोषी है?

दिल्ली में लगभग 80 लाख चौपहिया ‘ वाहन हैं। एक-एक कोठी के आगे आप चले जाएं, भिन्न-भिन्न तरह की कारें आपको अंदर ही नहीं, बाहर सड़क पर खड़ी मिलेंगी। जीवाश्म इंधन से चलने वाली ये तमाम गाड़ियां राजधानी की हवा को दूषित ही नहीं करतीं, वे सड़कों का अतिक्रमण भी करती हैं और दुर्घटनाओं की संख्या भी बढ़ाती हैं, क्योंकि कई बार नाबालिग भी इनको लेकर सड़कों पर उतर आते हैं। किसी भी समस्या को लेकर सरकार को घेरना और तपाक से नेताओं पर आरोप जड़ देना आसान है, मगर क्या ऐसा करने वाले लोग नागरिक कर्तव्य का पालन करते हैं? सरकार तो काफी समय से मना कर रही है कि इन दिनों में, खास तौर पर सूखे पत्ते न जलाएं, प्लास्टिक थैलियों का इस्तेमाल न करें और किसान खेतों में पराली न जलाएं, मगर क्या हम सरकार का कहना मान रहे हैं? अदालत ने राष्ट्रीय राजधानी क्षेत्र में पटाखे छोड़ने पर प्रतिबंध लगा दिया था। तमाम पर्यावरण विज्ञानियों ने मना किया कि पटाखे न जलाएं, इससे वायु प्रदूषण बहुत गहरा जाता है, फिर किसने जिद ठानी कि नहीं, हमें हरित पटाखे जलाने की छूट दी जाए?

दुनिया में कोई भी समस्या कभी सुलझाई नहीं जा सकती, अगर व्यापक जन-समुदाय का सहयोग न हो। हमारे पुरखों ने कारसेवा के जरिये ताल तलैया बनाए, बाग-बगीचे लगाए और समाज को जिम्मेदारी सौंपी कि वह इनकी साफ-सफाई और हरियाली का ख्याल करे। हमने क्या किया ? तालों को पाट दिया या उसे कचरे का कुंड बना दिया। बाग उजाड़ दिए गए या फिर समेट दिए गए। आर्थिक संपन्नता आने के बाद सबसे पहला काम लोग क्या करते हैं, वे विवेक का त्याग करते हैं। आडंबर और दिखावे ने पूरे वातावरण को दूषित किया है। निस्संदेह, सरकारों की भी गलती है। उन्होंने सख्ती नहीं बरती। मगर जब कभी वे सख्ती बरतती हैं, इसे उनका दमन-चक्र करार दे दिया जाता है। राष्ट्रीय राजधानी क्षेत्र में ही ऐसे अनेक उदाहरण हैं, जब सड़कों और सार्वजनिक स्थलों के अतिक्रमण को हटाने के लिए सुप्रीम कोर्ट को सख्त आदेश पारित करने पड़े। इसलिए प्रदूषण की समस्या का हल तभी होगा, जब लोग दूसरों से त्याग और संयम की अपेक्षा छोड़कर खुद इनको अपनाएंगे।

Who can deny that the air in the capital, Delhi, isn’t clean? Pollution levels are constantly rising, not just in Delhi, but in many smaller cities across the country. Yet, it seems like a trend to blame the government and the system for this. Ask your conscience: is the government solely to blame for this situation?

Delhi has approximately 8 million four-wheel-drive vehicles. If you walk past each house, you’ll find cars of all kinds parked not only inside but also on the streets. These fossil-fueled vehicles not only pollute the capital’s air, they also encroach on roads and increase the number of accidents, as even minors often drive them on the roads. It’s easy to corner the government over any problem and readily blame politicians, but do the people who do this truly fulfill their civic duty? The government has been advising for quite some time that during these times, especially, people should refrain from burning dry leaves, avoid using plastic bags, and farmers should refrain from burning stubble in their fields. But are we obeying the government? The court banned firecrackers in the National Capital Region. Many environmental scientists have advised against burning firecrackers, saying they exacerbate air pollution. So who insisted that we be allowed to burn green firecrackers?

No problem in the world can ever be solved without the cooperation of the wider public. Our ancestors created ponds and gardens through Kar Seva and entrusted society with the responsibility of maintaining their cleanliness and greenery. What have we done? We filled up the ponds or turned them into garbage dumps. Gardens have been destroyed or demolished. The first thing people do after achieving economic prosperity is abandon their conscience. Pomp and show-off have polluted the entire environment. Undoubtedly, governments are also at fault. They haven’t taken strict action. But whenever they do, it’s often labeled as a cycle of oppression. In the National Capital Region alone, there are numerous examples where the Supreme Court has had to pass strict orders to remove encroachments from roads and public spaces. Therefore, the pollution problem will only be solved when people stop expecting sacrifice and restraint from others and adopt them themselves.
