दूध की समस्या

कहा जाता है कि पुराने जमाने में भारत में दूध और घी की नदियां बहती थीं। इस कथन को अक्षरशः लेने की आवश्यकता नहीं। इसका अर्थ केवल इतना ही है कि ये पदार्थ हमारे देश में प्रचुर मात्रा में सुलभ थे। आज भी बड़े-बूढ़े इस बात की गवाही देंगे कि उन्होंने स्वयं वह जमाना देखा है, जब भारत के देहातों में दूध बेचना पाप समझा जाता था और अजनबी अतिथि निःशुल्क यह पदार्थ प्राप्त करते थे।

किन्तु अब स्थिति इतनी बदल गई है कि देहातों में दूध के दर्शन दुर्लभ हो गये हैं। पचास-पचास और सौ-सौ मील की दूरी पर स्थित देहातों का दूध खिंचकर बड़े नगरों में बिक्री के लिए चला जाता है। जिन घरों में दूध पैदा होता है, उनके बच्चों को ही वह नसीब नहीं होता। नगरों में जो दूध लोगों को मिलता है, उसको दूध का नाम देने में भी संकोच होता है। उसके संबंध में यही कहना कठिन होता है कि दूध में पानी मिलाया गया है अथवा पानी में दूध। दूध में मिलावट किस हद तक बढ़ गई है, यह सरकार के उच्चाधिकारियों से भी छिपा नहीं रह गया है। भारत सरकार के कृषि-पदार्थ विक्रय सलाहकार अपनी ताजा रिपोर्ट में कहते हैं, ‘दूध में पानी और मलाई निकले दूध की मिलावट भारत में एक आम बात हो गई है। दूध में मैदा और अरारोट जैसा पदार्थ भी मिला दिया जाता है, जिससे दूध की परीक्षा करने वाला यंत्र मिलावट को नहीं पकड़ पाता। दूध में मिलावट इतनी व्यापक हो गई है कि अब लोग प्रायः इसकी परवा ही नहीं करते।’ भारत सरकार के सलाहकार के इस कथन में तनिक भी अत्युक्ति नहीं है।

खाद्य पदार्थों में जो लोग मिलावट करते हैं, उनकी गणना समाज के निकृष्टतम अपराधियों में की जानी चाहिए। उनकी जितनी निन्दा की जाये, उतनी ही थोड़ी होगी। हमारा राष्ट्रीय चरित्र कितना गिर गया है, उसका यह जीता-जागता प्रमाण है। किन्तु किसी बुराई की केवल निन्दा करने से ही काम नहीं चल सकता। इस बुराई की रोकथाम करने के लिए विभिन्न प्रांतीय सरकारों ने कानून बनाये हैं, किन्तु कठिनाई यह है कि इन कानूनों पर सख्ती के साथ अमल नहीं किया जाता। बड़े नगरों में म्यूनिसिपल कमेटियों को इस विषय में कार्रवाई करने की सत्ता दी गई है। म्यूनिसिपल कमेटियां अपने इस प्राथमिक कर्तव्य की भी उपेक्षा करती दिखाई देती हैं।

It is said that in ancient times, rivers of milk and ghee flowed in India. This statement need not be taken literally. It simply means that these commodities were abundantly available in our country. Even today, elders will testify that they witnessed a time when selling milk in rural India was considered a sin, and strangers received it for free.

But now, the situation has changed so much that milk is a rarity in rural India. Milk from villages located fifty or even a hundred miles away is transported to big cities for sale. Even the children of the families where milk is produced are deprived of it. People hesitate to even call the milk they get in cities milk. It is difficult to tell whether it is milk mixed with water or milk mixed with water. The extent of milk adulteration is not hidden even from high-ranking government officials. The Indian government’s agricultural product sales advisor states in his latest report, “Adulteration of milk with water and skimmed milk has become common in India. Substances like refined flour and arrowroot are also added to milk, preventing milk testing equipment from detecting adulteration. Milk adulteration has become so widespread that people often ignore it.” This statement by the Indian government advisor is no exaggeration.

Those who adulterate food should be counted among society’s worst criminals. No amount of condemnation will ever suffice. This is a living testimony to the deterioration of our national character. But merely condemning an evil is not enough. Various provincial governments have enacted laws to curb this evil, but the problem is that these laws are not strictly enforced. In large cities, municipal committees have been given the authority to take action in this matter. Municipal committees seem to neglect even this primary duty of theirs.
