इस्तीफा देकर नैतिकता दिखाएं मुख्यमंत्री
दिल्ली के मुख्यमंत्री अरविंद केजरीवाल देश के इतिहास में लंबे समय तक याद रखे जाएंगे। आने वाली पीढ़ियां किताबों में यही पढ़ेंगी कि कैसे राष्ट्रीय राजधानी दिल्ली के मुख्यमंत्री अपने ऊपर लगे आरोपों के बावजूद नैतिकता को ताक पर रखकर शासन करते रहे। देखा जाए, तो दिल्ली के मुख्यमंत्री को सांविधानिक पद से इस्तीफा देकर संविधान की रक्षा करते हुए अपने ऊपर लगाए गए आरोपों का मजबूती से सामना करना चाहिए। इस देश में भ्रष्टाचार के आरोपी एकमात्र मुख्यमंत्री केजरीवाल नहीं हैं। इससे पूर्व जयललिता, लालू प्रसाद यादव, मधु कोड़ा, हेमंत सोरेन जैसे तमाम मुख्यमंत्री भ्रष्टाचार के आरोपों में घिरने के बाद जेल जा चुके हैं, पर जेल जाने से पहले उन्होंने मुख्यमंत्री पद से इस्तीफा भी दिया। हेमंत सोरेन का उदाहरण तो सबसे ताजा है। मगर केजरीवाल ने ऐसा करने से इनकार कर दिया। इससे यही पता चलता है कि वह किसी भी तरह से कुरसी पर बस बने रहना चाहते हैं।
जेल से शासन चलाना हास्यास्पद है। इससे अन्य देशों में भारत की छवि बिगढ़ रही है। दूसरे देश तो यही जानना चाह रहे होंगे कि क्या भारत का संविधान इसकी इजाजत देता है? बेशक, भारतीय संविधान इस सवाल पर मौन है, लेकिन इसका यह मतलब भी नहीं कि संविधान में दर्ज होने से बची रह गई जरूरी बातों को दरकिनार करके हम गलती पर गलती करते जाएं। क्या भारत का लोकतंत्र इस बात की इजाजत देता है कि चोर, डकैतों, अपराधियों के सुधार-गृह, यानी जेल से मुख्यमंत्री अपने अधीनस्थ अधिकारियों को दिशा-निर्देश जारी करें? यह भी तो उचित नहीं है।
ऐसी किसी भी जांच में वक्त लगता है। ऐसा भी नहीं है कि केजरीवाल को जेल में डालकर मामला खत्म कर दिया जाएगा।
जांच एजेंसियां सघन जांच में जुटी हुई हैं, इसलिए मुख्यमंत्री को धैर्य रखना चाहिए और न्यायपालिका पर विश्वास करना चाहिए। अगर वह सही हैं, तो बेशक कुछ वक्त लगेगा, लेकिन उनको न्याय जरूर मिलेगा। हालांकि, एजेंसी को भी यह सुनिश्चित करना चाहिए कि जांच के दायरे में कोई निर्दोष न आ जाए। शराब घोटाले की चिनगारी कहां-कहां उड़ने वाली है, यह अभी तक साफ नहीं हो सका है। हालांकि, आम आदमी पार्टी की मंत्री आतिशी ने यह भी कहा कि एक करीबी के जरिये उनको खरीदने के कोशिश हुई और यह कहा गया कि बात न मानने पर अगले एक महीने में उनके साथ कुछ अन्य आप नेताओं को गिरफ्तार कर लिया जाएगा। ऐसे बयान जांच एजेंसी की छवि धूमिल कर सकते हैं, इसलिए जल्द ही इस मामले में दूध का दूध और पानी का पानी होना चाहिए।

Kejriwal is not the only Chief Minister accused of corruption in this country. Earlier, many Chief Ministers like Jayalalitha, Lalu Prasad Yadav, Madhu Koda, Hemant Soren have gone to jail after being surrounded on corruption charges, but before going to jail, they also resigned from the post of Chief Minister. The example of Hemant Soren is the most recent. But Kejriwal refused to do so. This shows that he just wants to remain on the chair by any means.
Governing from jail is ridiculous. This is spoiling India’s image in other countries. Other countries would want to know whether the Constitution of India allows this? Of course, the Indian Constitution is silent on this question, but it does not mean that we should keep making mistake after mistake by ignoring the important things that are left out of being recorded in the Constitution. Does India’s democracy allow the Chief Minister to issue directions to his subordinate officers from the prison for thieves, dacoits and criminals? This is also not appropriate.
Any such investigation takes time. It is not that the matter will be ended by putting Kejriwal in jail.
The investigating agencies are engaged in intensive investigation, hence the Chief Minister should be patient and trust the judiciary. If he is right, then of course it will take some time, but he will definitely get justice. However, the agency should also ensure that no innocent person comes under the scanner. It is not yet clear where the sparks of the liquor scam are going to fly. However, Aam Aadmi Party minister Atishi also said that an attempt was made to buy her through a close friend and it was said that if she did not agree, some other AAP leaders along with her would be arrested in the next one month. Such statements can tarnish the image of the investigating agency, so soon there should be milk and water in this case.
