कर्मचारियों की निष्ठा का अपमान न करें

लंबे समय से देश में फर्जी मतदान का ढिंढोरा पीटकर कुछ राजनीतिक दल अपनी हार का कारण कभी ईवीएम को बताते रहे, तो कभी प्रशासनिक अधिकारियों व कर्मचारियों को, जबकि इन्हीं अधिकारियों की कर्मठता से निष्पक्ष चुनाव संपन्न हो पाते हैं। मतदाता सूची में गड़बड़ी के आरोपों पर ध्यान देते हुए चुनाव आयोग ने विशेष गहन पुनरीक्षण, यानी एसआईआर की शुरुआत की है, जिसके बाद देश के कई राज्यों में मतदाता सूची को अद्यतन करने का काम शुरू हो गया है। ‘एक व्यक्ति, एक मताधिकार’ की स्पष्ट नीति के तहत सिर्फ एक स्थान पर मतदाता सूची में नाम होना और मृतक अथवा पलायन कर गए मतदाता का नाम संबंधित क्षेत्र की मतदाता सूची से हटाना इस विशेष गहन पुनरीक्षण का मुख्य मकसद है। विडंबना है कि जो लोग मतदाता सूची में गड़बड़ी और वोट चोरी के आरोप लगाकर चुनाव आयोग को कठघरे में खड़ा कर रहे थे, वही मतदाता सूची को अद्यतन करने की इस प्रक्रिया का विरोध भी कर रहे हैं।

देश के तमाम राज्यों में चुनाव आयोग के निर्देशन में चल रही इस एसआईआर में जुटे कर्मचारियों की निष्ठा व कर्तव्य-परायणता को संकीर्ण नजरिये से देखना बंद कीजिए। इस तरह की सियासत देश में अराजक वातावरण बनाती है। बीएलओ या अन्य अधिकारी पूरी ईमानदारी से अपना काम कर रहे हैं। दबावों के बावजूद वे समय-सीमा के भीतर इस काम को पूरा करने को लेकर संकल्पित हैं। फिर भी, आम लोगों को भ्रमित करने के लिए कुछ दल इन अधिकारियों के कंधों का इस्तेमाल कर रहे हैं। यदि ऐसे दल चुनाव सुधार के पक्षधर होते, तो वे पश्चिम बंगाल, उत्तर प्रदेश तथा अन्य राज्यों में एसआईआर के विरोध में यूं मुखर न होते।

वे तो अपनी पार्टी के कार्यकर्ताओं के माध्यम से मतदाताओं की पहचान में सहयोग ही करते।

हमारे देश में चुनाव निष्पक्ष तरीके से आयोजित होते रहे हैं। मतदान पर्यवेक्षकों और वरिष्ठ प्रशासनिक अधिकारियों की देख-रेख में चुनाव कर्मियों को मतदान और मतगणना के लिए विशेष प्रशिक्षण दिया जाता है। इन कर्मियों की अबक मेहनत से ही सटीक चुनाव परिणाम आते हैं, किंतु मतदाताओं द्वारा नकारे जाने से आहत कुछ दल अपनी हार का ठीकरा चुनाव आयोग पर फोड़कर उन कर्मचारियों की निष्ठा व कर्तव्य-परायणता पर प्रश्नचिह्न लगाने का काम करते हैं। मतदाता सूची में यदि गड़बड़ी है, तो उसे ठीक करना ही होगा। इसके लिए चुनाव आयोग को दोषी बताने का भला क्या औचित्य है?

For a long time, some political parties have been raising the issue of fraudulent voting in the country, sometimes blaming EVMs and sometimes administrative officials and employees for their defeat. While it is the diligence of these officials that ensures fair elections. Addressing allegations of irregularities in the voter list, the Election Commission has initiated a Special Intensive Revision (SIR), following which the process of updating voter lists has begun in many states across the country. Under the clear policy of “one person, one vote,” the primary objective of this Special Intensive Revision is to ensure that names appear in the voter list only in one area and that deceased or migrated voters are removed from the voter list in the respective area. Ironically, those who were criticizing the Election Commission for irregularities in the voter list and alleging vote theft are now opposing this process of updating the voter list.

Stop viewing the integrity and dedication of the employees engaged in this SIR, which is being conducted under the direction of the Election Commission in various states across the country, from a narrow perspective. This kind of politics creates a chaotic environment in the country. BLOs and other officials are doing their work with complete honesty. Despite pressures, they are determined to complete the task within the deadline. Nevertheless, some parties are using these officials’ shoulders to mislead the public. If such parties were in favor of electoral reforms, they would not have been so vocal in opposing the SIR in West Bengal, Uttar Pradesh, and other states.

They would simply have assisted in voter identification through their party workers.

Elections in our country have always been conducted fairly. Election personnel receive special training for voting and counting votes under the supervision of poll observers and senior administrative officials. The hard work of these personnel ensures accurate election results. However, some parties, hurt by voter rejection, blame the Election Commission for their defeat, questioning the integrity and dedication of these officials. If there are discrepancies in the voter list, they must be corrected. What justification is there for blaming the Election Commission for this?
