सम्पादक सम्मेलन

समाचारपत्र सम्पादक सम्मेलन समाचारपत्र जगत की सबसे अधिक प्रभावशाली संस्था है। इसने अपने जीवन के दस वर्षों में अनेक कठिन मंजिलों को पार किया है। इसका जन्म ऐसे समय में हुआ था, जब विदेशी नौकरशाही समाचारपत्रों की स्वतंत्रता के लिए राहु बनी हुई थी। समाचारपत्रों के लिए पहले ही सरकारी कानून काफी कठोर थे, जिन्हें द्वितीय महायुद्ध के कारण और कठोर बना दिया गया था। समाचारपत्र सम्पादक सम्मेलन ने काफी व्यवहार कुशलता से काम लिया, जिससे समाचारपत्र न केवल अपने अस्तित्व की रक्षा कर सके, बल्कि जनता के प्रति अपने कर्तव्य का भी पालन कर सके। हाल ही में जब भारत और पाकिस्तान के आपसी सम्बन्धों में संकट उत्पन्न था, तब भी नेहरू-लियाकत समझौते के पक्ष में अनुकूल वातावरण पैदा करने में इस संस्था ने महत्वपूर्ण हाथ बंटाया था। उसने पाकिस्तान के समाचारपत्र सम्पादक सम्मेलन के साथ सम्पर्क स्थापित किया और भारतीय समाचारपत्रों के लिए ऐसे व्यवहार नियम निर्धारित किये जो साम्प्रदायिक तनाव कम करने में सहायक हुए। भारतीय समाचारपत्रों के उदाहरण का पाकिस्तान के समाचारपत्रों पर भी अनुकूल असर बड़ा। अवश्य ही शुरू के कार्यों में इस संस्था में अंग्रेजी भाषा के समाचारपत्रों का प्राधान्य रहा, किन्तु धीरे-धीरे देशी भाषाओं के समाचारपत्र भी उसमें अपना उचित स्थल ग्रहण करते जा रहे हैं। पिछले दो मर्तबा देशी भाषा के समाचारपत्रों से सम्बन्धित व्यक्तियों का उसके अध्यक्ष पद को सुशोभित करना इस बात का प्रत्यक्ष प्रमाण है।

इस बार समाचारपत्र सम्पादक सम्मेलन का अधिवेशन ऐसे समय में हुआ, जब अब अन्तर्राष्ट्रीय वातावरण बहुत क्षुब्ध है और क्षितिज पर युद्ध के बादल मंडरा रहे हैं। सम्मेलन के प्रतिनिधियों को भारत के राष्ट्रपति और प्रधानमंत्री, दोनों के विचार सुनने का अवसर प्राप्त हुआ। इसमें कोई शक नहीं कि उनसे देश के समाचारपत्रों को काफी लाभ होगा। स्वयं भारत अन्तर्राष्ट्रीय जगत में अपना विशिष्ट स्थान बनाता जा रहा है और अन्तर्राष्ट्रीय समस्याओं पर देश के समाचारपत्रों में जो विचार व्यक्त किये जाते हैं, उनकी ओर बाहरी जगत का भी ध्यान जाता है। अतः राष्ट्रपति ने ठीक ही कहा है कि समाचारपत्रों को अपने विचारों को प्रकट करने में काफी संयम और सावधानी से काम लेना चाहिए।

The Newspaper Editors’ Conference is the most influential organization in the newspaper world. In its ten years, it has overcome many difficult milestones. It was born at a time when foreign bureaucracy posed a threat to newspaper freedom. Government regulations governing newspapers were already quite stringent, which were further tightened by World War II. The Newspaper Editors’ Conference acted with great tact, enabling newspapers not only to protect their existence but also to fulfill their duty to the public. Recently, when relations between India and Pakistan were in crisis, this organization played a significant role in creating a favorable environment for the Nehru-Liaquat Pact. It established contact with the Pakistan Newspaper Editors’ Conference and established rules of conduct for Indian newspapers that helped reduce communal tensions. The example of Indian newspapers also had a positive impact on Pakistani newspapers. Of course, in its initial operations, English-language newspapers dominated this organization, but gradually, vernacular newspapers are also gaining their rightful place within it. The fact that individuals associated with vernacular newspapers have held the position of president for the past two times is a clear testimony to this.

This time, the Newspaper Editors’ Conference convened at a time when the international atmosphere is very turbulent, and the clouds of war are looming on the horizon. The delegates to the Conference had the opportunity to hear the views of both the President and Prime Minister of India. There is no doubt that this will greatly benefit the country’s newspapers. India itself is establishing its unique position in the international arena, and the views expressed in the country’s newspapers on international issues are also noticed by the outside world. Therefore, the President rightly said that newspapers should exercise great restraint and caution in expressing their views.
