भारत में शिक्षा को लेकर जितनी गंभीरता दिखाई जाती है, उतना ही चिंताजनक है * फर्जी विश्वविद्यालयों का फैलता जाल। विश्वविद्यालय अनुदान आयोग (यूजीसी) हर वर्ष फर्जी विश्वविद्यालयों की सूची जारी करता है, ताकि छात्र उनसे दूर रहें, परंतु सालाना सूची जारी होने के बावजूद ये संस्थान खुलेआम संचालित हो रहे हैं। यह न केवल शिक्षा व्यवस्था की नाकामी है, बल्कि उन छात्रों के भविष्य के साथ खिलवाड़ भी है, जो अपने करियर के सपने लेकर इन संस्थानों में प्रवेश लेते हैं।

विश्वविद्यालय अनुदान आयोग (यूजीसी) ने देश के 22 संस्थानों को फर्जी बताया है, जो शिक्षण संस्थान के नाम पर छात्रों के भविष्य के साथ खिलवाड़ कर रहे थे। इनमें से 10 तो दिल्ली में ही हैं। यह विडंबना है कि देश की राजधानी में ऐसे संस्थान चल रहे थे और प्रशासन को पता नहीं चला। यह स्थिति तब और भी शर्मनाक हो जाती है, जब ये संस्थान संसद, सुप्रीम कोर्ट, शिक्षा मंत्रालय और यूजीसी जैसे शीर्ष संस्थानों के पास ही संचालित होते मिले हैं। ऐसे में, सवाल तो यह उठेगा कि जब यूजीसी के पास पर्याप्त शक्तियां हैं, तो वह केवल निर्देश जारी करने तक ही क्यों खुद को सीमित रखता है? आखिर क्यों नहीं फर्जी विश्वविद्यालयों पर इतनी सख्त कार्रवाई करता है कि भविष्य में कोई ऐसा अपराध करने की हिमाकत न करे ?

मुमकिन है कि इस खेल में कुछ प्रभावशाली लोगों की भी भूमिका हो, जो धन कमाने के लिए ऐसा करते हों। हमें उन पर नकेल कसनी ही होगी। अगर कोई संस्थान एफआईआर दर्ज होने के बाद भी कानूनी पैंतरेबाजी करके अपना कामकाज कर रहा है, तो यह शिक्षा व्यवस्था की कमजोरी है। नियम-कानूनों में मौजूद छिद्रों का फायदा उठाकर छात्रों को ठगने वाले ऐसे संस्थानों पर सख्त कार्रवाई की जरूरत है।

फर्जी विश्वविद्यालयों की डिग्रियां किसी काम की नहीं होतीं, छात्र अनजाने में इनके जाल में फंस जाते हैं। यह एक संगठित धोखाधड़ी है, जिसके खिलाफ सख्त नीति बनाने की जरूरत है। निस्संदेह, इस समस्या से निपटने के लिए केवल चेतावनी या सूची जारी करना पर्याप्त नहीं है। केंद्र सरकार और राज्य सरकारों को समन्वय स्थापित कर फर्जी विश्वविद्यालयों पर सख्त कार्रवाई करनी चाहिए। शिक्षा मंत्रालय को ऐसे संस्थानों के संचालकों के खिलाफ आपराधिक मुकदमे चलाने चाहिए, ताकि दूसरों के लिए यह नजीर बन सके। साथ ही, छात्रों को भी प्रवेश लेने से पहले विश्वविद्यालय की मान्यता की जांच कर लेनी चाहिए। यह उनकी प्राथमिक जिम्मेदारी होनी चाहिए। विभूति बुपक्या, टिप्पणीकार

Ten of these are in Delhi alone. It is ironic that such institutions were operating in the country’s capital without the administration knowing about them. This situation becomes even more shameful when these institutions are found operating near top institutions like Parliament, the Supreme Court, the Ministry of Education, and the UGC. In such a situation, the question arises: when the UGC has sufficient powers, why does it limit itself to issuing directives? Why doesn’t the government take strict action against fake universities so that no one dares to commit such crimes in the future?

It’s possible that some influential people are involved in this game, who do this to make money. We must crack down on them. If an institution continues to operate through legal maneuvers even after an FIR has been filed, it indicates a weakness in the education system. Strict action is needed against such institutions that exploit loopholes in regulations and defraud students.

Degrees from fake universities are useless; students unwittingly fall into their trap. This is an organized fraud, against which a strict policy needs to be formulated. Undoubtedly, merely issuing warnings or lists is not enough to tackle this problem. The central government and state governments should coordinate and take strict action against fake universities. The Ministry of Education should initiate criminal proceedings against the operators of such institutions to set an example for others.
