मुझे पोस्टिंग घर के पास नहीं चाहिए

अब एक प्रशासक बनकर राष्ट्र सेवा की बारी थी। तय था, वह अपने घर-गांव के करीब मद्रास क्षेत्र में ही किसी बड़े पद पर बहाल हो जाएंगे, पर यहां उन्हें अलग ही चिंताओं ने घेर लिया कि अगर घर-गांव के पास पदस्थ हो गया, तो मुश्किल हो जाएगी।

तब उन्हें हिंदी बहुत नहीं आती थी, तो क्या हुआ, अंग्रेजी, संस्कृत और भौतिकी में पूरी मद्रास प्रेसीडेंसी में टॉपर रहे थे। अच्छी पढ़ाई के दम पर ही ऐसी बड़ी छात्रवृत्ति हासिल हुई थी कि ट्रिनिटी कॉलेज, कैम्ब्रिज, इंग्लैंड पहुंच गए थे। पढ़ने गए थे, तो वहां पढ़ने के सिवा कोई काम न था। इतना पढ़ते थे कि देखने वाले दंग रह जाते थे। देखने वालों में एक सहपाठी जवाहरलाल नेहरू भी थे, जिन्होंने अपने पिता मोतीलाल जी को पत्र तक लिख दिया, ‘पापा, यहां एक ब्राह्मण लड़का है, जो बेहद होशियार है। मैं उसे सिर्फ क्लास में या क्लास में आते-जाते हुए या व्याख्यानों में ही देखता हूं। मेरा मानना है, वह हर वक्त पढ़ता ही रहता है।’

और जब वहां पढ़ाई पूरी हुई, तब कॉलेज टॉप करने के साथ ही, वह 22 वर्षीय नौजवान उसी साल दुनिया की सबसे बड़ी परीक्षा इंडियन सिविल सर्विस एक्जाम के टॉपरों में शुमार हुए। ईमानदार पढ़ाई ने चोखा रंग दिखा दिया। वह भारत लौटे। अब एक प्रशासक बनकर राष्ट्र सेवा की बारी थी। तय था, वह अपने घर-गांव के करीब मद्रास क्षेत्र में ही किसी बड़े पद पर बहाल हो जाएंगे, पर यहां उन्हें अलग ही चिंताओं ने घेर लिया कि अगर घर-गांव के पास पदस्थ हो गया, तो मुश्किल हो जाएगी। मद्रास प्रेसीडेंसी के लगभग हर गांव-कस्बे में परिजन, मित्र व पहचान वाले रहते हैं, जिनका दबाव बना रहेगा। कोई मनमाना काम न होने पर अप्रिय माहौल बनेगा। अभी से मिलने-जुलने वालों का मजमा बढ़ रहा है। जानने वाले बहुत खुश हैं और कुछ तो अभी से कोई काम भी बताने लगे हैं। जाहिर है, अपने घर के पास सोलह आना निष्पक्षता से काम करना टेढ़ी खीर हो जाएगा।

वैसे परिवार में हर कोई खुश था कि बेटा बड़ी कामयाबी के साथ घर लौटा है, पर खुद बेटा चिंताओं में डूबा जा रहा था। हां, तब भी ऐसे लोग बहुत थे, जो विल्कुल अपने घर में ही पोस्टिंग के लिए रोते-कलपते रहते थे, पर यहां मामला उलटा था। घर में आराम की सहूलियत कतई नहीं, ईमानदारी से केवल काम का मौका चाहिए था। तब इस युवा प्रशासक ने निर्णायक फैसला लिया। पोस्टिंग देने वालों के नाम आग्रह लिख भेजा, ‘मैं बेनेगल नरसिंग राऊ, आपसे विनम्र आग्रह करता हूं कि मुझे मद्रास क्षेत्र में नहीं, बंगाल क्षेत्र में कहीं सेवा का अवसर दिया जाए, ताकि मुझे कर्तव्य पालन में किसी तरह की वाधा न आए।’

तत्कालीन ब्रिटिश प्रशासन ने अपने इस युवा अधिकारी बी एनराऊ की ईमानदारी को हाथों-हाथ लिया और बंगाल में पोस्टिंग मिल गई। यहां से एक बेहद ईमानदार लोकसेवक ने राष्ट्र सेवा शुरू की। उन्होंने अपने क्षेत्र में प्रशासन को ऐसे संभाला कि उनकी प्रसिद्धि को पंख लग गए। उनकी स्मरण शक्ति ऐसी प्रबल थी कि एक बार कोई कागज पढ़ लिया, तो सब याद रह जाता था। बुद्धि इतनी तीक्ष्ण थी कि जटिल प्रशासनिक पहेलियों को पलक झपकते सुलझाते थे। कोई आदेश अन्य अफसर पांच पंक्तियों में लिखाते, तो राऊ महज दो छोटी पंक्तियों से काम चला लेते थे। इतने तार्किक थे कि जहां बैठते, वहीं न्याय वर्षा होने लगती थी। ऐसे गुणवान को देख अंग्रेज भी अचंभित थे, उन्होंने बिना वक्त गंवाए राऊ को न्यायिक सेवा में लगा दिया। राऊ अब जज साहब होकर बंगाल के अलग-अलग जिलों में पदस्थ हुए और न्याय के खूब झंडे गाड़े। सरकार ने उन्हें खाली न रहने दिया और न वह खाली बैठना चाहते थे। एक के बाद एक परियोजनाएं मिलती रहीं और हर मुकाम पर वह कामयाबी का परचम लहराते रहे।

जब अंग्रेजों ने भारत में अत्याचार की चक्की को धीमा करने का फैसला लिया, तब यहां कानूनों को नया स्वरूप देने के काम में राऊ को प्रमुखता से शामिल किया गया। भारत सरकार अधिनियम 1935 को बनाने में ही नहीं, बल्कि उसे लागू करने के लिए भी वह सम्मानित हुए। वह आजाद हो रहे भारत की संविधान सभा के सलाहकार बने। संविधान बनने के बाद डॉक्टर आंबेडकर ने आभार जताते हुए कहा, ‘मुझे जो श्रेय दिया जाता है, वह वास्तव में मेरा नहीं है। यह आंशिक रूप से संविधान सभा के सांविधानिक सलाहकार सर बी एन राऊ को जाता है, जिन्होंने मसौदा समिति के विचारार्थ संविधान का एक प्रारंभिक मसौदा तैयार किया था।’ कहा जाता है कि राऊ अगर न होते, तो एक सहज प्रारंभिक मसौदा तैयार करने में ही वर्षों लग जाते।

खैर, अपने मेहनती स्वभाव के अनुरूप चलते हुए बी एन राऊ (1887-1953) कभी खाली न बैठे। संयुक्त राष्ट्र संघ में भारत के प्रतिनिधि रहे। अंतर्राष्ट्रीय विधि आयोग में चुने गए और 1952 में हेग स्थित अंतरर्राष्ट्रीय न्यायालय में पहले भारतीय न्यायाधीश के रूप में पदोन्नत होकर जगत प्रसिद्ध हुए। हमारा गणतांत्रिक देश उन्हें उनकी ईमानदारी, मेहनत, अच्छी सलाह और न्यायप्रियता के लिए हमेशा याद करेगा।

Now it was his turn to serve the nation as an administrator. It was expected that he would be appointed to a high-ranking position in the Madras region, close to his home village, but here he was beset by different concerns: if he were posted near his home village, it would be difficult.

At that time, he didn’t know much Hindi, but that didn’t matter; he had topped the entire Madras Presidency in English, Sanskrit, and Physics. His excellent academic record had earned him a prestigious scholarship that took him to Trinity College, Cambridge, England. He went there to study, and that’s all he did. He studied so much that people were astonished. One of those who witnessed this was his classmate Jawaharlal Nehru, who even wrote to his father, Motilal Nehru, saying, “Papa, there’s a Brahmin boy here who is incredibly intelligent. I only see him in class, or going to and from classes, or at lectures. I think he studies all the time.”

And when he completed his studies there, not only did he top his college, but the 22-year-old also became one of the top scorers in the world’s most prestigious examination, the Indian Civil Service Exam, that same year. His honest hard work had paid off handsomely. He returned to India. Now it was his turn to serve the nation as an administrator. It was expected that he would be appointed to a high-ranking position in the Madras region, close to his home village, but here he was beset by different concerns: if he were posted near his home village, it would be difficult. Relatives, friends, and acquaintances lived in almost every village and town of the Madras Presidency, and their pressure would be constant. If he didn’t comply with their requests, an unpleasant atmosphere would be created. Even now, the number of people coming to meet him was increasing. His acquaintances were very happy, and some had already started asking him for favors. Clearly, working with complete impartiality near his home would be an uphill task. While everyone in the family was happy that their son had returned home with great success, the son himself was consumed by worries. Yes, there were many people at that time who were constantly complaining and lobbying for a posting closer to home, but here the situation was the opposite. He didn’t want the comforts of home; he simply wanted an opportunity to work honestly. So, this young administrator made a decisive decision. He wrote a request to those responsible for postings, stating, “I, Benegal Narsing Rau, humbly request that I be given an opportunity to serve not in the Madras region, but somewhere in the Bengal region, so that I may perform my duties without any hindrance.”

The then British administration readily accepted the honesty of their young officer, B.N. Rau, and he received a posting in Bengal. From here, a remarkably honest public servant began his service to the nation. He managed the administration in his area so effectively that his reputation soared. His memory was so sharp that once he read a document, he remembered everything. His intellect was so keen that he solved complex administrative puzzles in the blink of an eye. While other officers would write orders in five lines, Rau would manage with just two short lines. He was so logical that wherever he sat, justice prevailed. Even the British were astonished by his abilities, and without wasting any time, they appointed Rau to the judicial service. Rau became a judge and was posted in various districts of Bengal, where he upheld the principles of justice with great distinction. The government kept him busy, and he himself never wanted to be idle. He received one project after another, and at every stage, he achieved resounding success.

When the British decided to slow down the machinery of oppression in India, Rau was prominently involved in the task of reforming the laws. He was honored not only for drafting the Government of India Act of 1935 but also for its implementation. He became an advisor to the Constituent Assembly of independent India. After the constitution was drafted, Dr. Ambedkar, expressing his gratitude, said, “The credit that is given to me is not entirely mine. It belongs partly to Sir B.N. Rau, the Constitutional Advisor to the Constituent Assembly, who prepared a preliminary draft of the constitution for the consideration of the Drafting Committee.” It is said that without Rau, it would have taken years just to prepare a workable initial draft.

True to his diligent nature, B.N. Rau (1887-1953) was never idle. He served as India’s representative to the United Nations, was elected to the International Law Commission, and gained worldwide recognition in 1952 when he became the first Indian judge at the International Court of Justice in The Hague. Our democratic nation will always remember him for his integrity, hard work, sound advice, and sense of justice.
