दक्षिण अफ्रीका के भारतीयों को रंग-भेद की चक्की में पीसा जा रहा है। उनका भविष्य सचमुच अन्धकारपूर्ण है। दक्षिण अफ्रीका की सरकार मूल अफ्रीकावासियों, एशियावासियों और गोरों को अलग-अलग प्रादेशिक बस्तियों में बसा देना चाहती है। अपनी इस योजना को कार्यान्वित करने के लिए उसने दक्षिण अफ्रीका की संसद से कानून भी मंजूर करवा लिया है।

उसकी मान्यता है कि काले और गोरे लोग एक जगह घुल-मिल कर नहीं रह सकते। गोरों का जीवन स्तर ऊंचा है और काले लोगों का रहन-सहन निम्न कोटि का है। अतः उच्च और निम्न श्रेणी के लोगों की आपस में पट नहीं सकती। उनके बीच आये दिन झगड़े-फसाद होते रहेंगे और अशान्ति बनी रहेगी। इसका इलाज यही है कि उन्हें एक-दूसरे से बिल्कुल जुदा कर दिया जाये। हिटलर को भी यही गुमान हो गया था कि जर्मन जाति संसार में सर्वश्रेष्ठ है और वह संसार की दूसरी जातियों पर शासन करने के लिए पैदा हुई है। दक्षिण अफ्रीका की सरकार भी हिटलर के कदमों पर ही चल रही है। दक्षिण अफ्रीका को वह गोरे लोगों के लिए काले-पीले लोगों से महफूज कर देना चाहती है। उसका कहना है कि यह दक्षिण अफ्रीका का घरेलू मामला है और उसमें किसी बाहरी शक्ति को हस्तक्षेप करने का अधिकार नहीं है।

दक्षिण अफ्रीका के भारतीयों के भाग्य के साथ भारत को गहरी दिलचस्पी है। भारत जब स्वतंत्र नहीं था, तब भी और अब जब स्वतंत्र हो गया है, तब भी इस बात की बराबर कोशिश कर रहा है कि दक्षिण अफ्रीका के भारतीयों के साथ न्याय होना चाहिए। जब दक्षिण अफ्रीका की सरकार ने भारत के सभी प्रयत्नों को ठुकरा दिया और जब भारत को आपसी बातचीत द्वारा कोई सन्तोषजनक परिणाम निकलने की आशा नहीं रही, तो उसने विरोधस्वरूप अपने हाई कमिश्नर को दक्षिण अफ्रीका से वापस बुला लिया और दक्षिण अफ्रीका के साथ अपने व्यापारिक संबंध भी तोड़ दिये। इसके बाद भारत ने दक्षिण अफ्रीका के भारतीयों का मामला संयुक्त राष्ट्र संघ के सामने रखा।

भारत को यह शिकायत थी कि दक्षिण अफ्रीका रंग-भेद की नीति पर चल कर मानवी अधिकारों को ठुकरा रहा है और संयुक्त राष्ट्र संघ के उद्देश्यों की अवहेलना कर रहा है।

Indians in South Africa are being crushed in the mill of apartheid. Their future is truly bleak. The South African government wants to settle indigenous Africans, Asians, and whites in separate territorial settlements. To implement this plan, it has even secured legislation from the South African Parliament.

It believes that blacks and whites cannot coexist in harmony. Whites have a higher standard of living, while blacks have a lower standard of living. Therefore, the upper and lower classes cannot get along. There will be constant conflict and unrest between them. The only solution is to completely separate them from each other. Hitler was also convinced that the German race was the best in the world and was born to rule over other races. The South African government is following in Hitler’s footsteps. It wants to make South Africa safe for whites from the blacks and yellows. It maintains that this is South Africa’s internal matter and no outside power has the right to interfere.

India has a deep interest in the fate of South African Indians. Both before independence and now, India has consistently strived to ensure justice for South African Indians. When the South African government rejected all Indian efforts, and when India lost hope of a satisfactory outcome through mutual dialogue, India recalled its High Commissioner from South Africa in protest and severed trade relations with South Africa. Subsequently, India brought the issue of South African Indians to the attention of the United Nations.

India complained that South Africa, by pursuing a policy of apartheid, was denying human rights and disregarding the objectives of the United Nations.
