तिब्बत पर आक्रमण

चीन के मौजूदा शासकों ने तिब्बत को साम्राज्यवादी पंजे से मुक्त करने की कई मर्तबा घोषणायें की हैं। चीनी फौजों के तिब्बत की सीमा पर एकत्र होने और तिब्बत के भीतर दाखिल हो जाने के समाचार भी जब तब आते रहे हैं। तिब्बत की सीमा पर चीनी फौजों का जमाव भले ही हुआ हो, किन्तु उनके तिब्बत में दाखिल होने के समाचार अब तक गलत ही निकले हैं। इस बार पेकिंग से जो समाचार आया है, वह सुनिश्चित है।

सरकारी तौर पर यह बताया गया है कि चीनी फौजों को तिब्बत में घुस जाने का आदेश दे दिया गया है। अभी यह ज्ञात नहीं हुआ है कि इस आदेश के अनुसार चीनी फौजों ने किस स्थान पर तिब्बत की सीमा में प्रवेश किया है, किन्तु जब उन्हें आदेश मिल गया है, तो उस आदेश पर अमल अवश्य किया जायेगा। तिब्बत की सीमा तक चीन ने यातायात सहज बनाने के लिए, अब तक सड़कों का निर्माण कर लिया होगा, किन्तु स्वयं तिब्बत के भीतर यातायात के साधन अत्यन्त अविकसित अवस्था में हैं। अतः किसी भी आक्रमणकारी सेना को आगे बढ़ने में काफी मुश्किल का सामना करना पड़ेगा। फिर यह मौसम आक्रमण के लिए उपयुक्त नहीं बताया जाता। प्रश्न यह पैदा होता है कि चीन ने अपने आक्रमण के लिए यह प्रतिकूल मौसम क्यों चुना? चीन की यह धारणा हो सकती है कि तिब्बत की सरकार उनका मुकाबला करने की सामर्थ्य नहीं रखती। तिब्बत के सामने वास्तव में चीन के आगे झुक जाने के अतिरिक्त और कोई उपाय है भी नहीं। दुनिया की अन्य शक्तियों से किसी किस्म की सहायता प्राप्त करने के संबंध में वह पहले ही निराश हो चुका है। उसकी भौगोलिक स्थिति ही ऐसी है कि अन्य कोई राष्ट्र उसकी फौजी सहायता करना चाहे, तो भी आसानी से नहीं कर सकता। ऐसी दशा में तिब्बत को चीन की शर्तों को, चाहे वे कैसी भी क्यों न हों, स्वीकार करना ही पड़ेगा।

चीन की साम्यवादी पार्टी और सैनिक सदर मुकाम ने जो निर्देश दिया है, उसमें इस कार्रवाई का उद्देश्य ‘तिब्बत के तीस लाख निवासियों को साम्राज्यवादी अत्याचार से मुक्त करना, समस्त चीन के एकीकरण को सम्पूर्ण करना, पितृभूमि पर साम्राज्यवाद के आक्रमण को रोकना और देश के सीमान्त प्रदेश की रक्षा तथा निर्माण करना’ बताया गया है।

China’s current rulers have repeatedly announced their intention to liberate Tibet from imperialist clutches. Reports of Chinese troops gathering on the Tibetan border and even entering Tibet have surfaced intermittently. While Chinese troops may have gathered on the Tibetan border, reports of their entry into Tibet have so far proven false. This time, the news from Beijing is definitive.

It has been officially announced that Chinese troops have been ordered to enter Tibet. It is not yet known where the Chinese troops entered Tibet in accordance with this order, but once they have received the order, they will certainly execute it. China may have already constructed roads to facilitate transportation to the Tibetan border, but transportation within Tibet itself remains extremely underdeveloped. Therefore, any invading army would face considerable difficulties in advancing. Furthermore, this season is considered unsuitable for invasion. The question arises: why did China choose this unfavorable season for its invasion? China may believe that the Tibetan government is incapable of resisting them. Tibet, in fact, has no other option but to surrender to China. It has already despaired of receiving any kind of assistance from other world powers. Its geographical location is such that even if another nation wanted to provide military assistance, it would not be able to do so easily. In such a situation, Tibet will have to accept China’s conditions, whatever they may be.

The directives issued by the Communist Party of China and the Military Headquarters state the purpose of this action as “liberating the three million inhabitants of Tibet from imperialist oppression, completing the unification of all of China, preventing imperialist aggression against the fatherland, and protecting and building the country’s border regions.”
