Many Old Promises Remain Unfulfilled

कई पुराने वायदे अब तक अधू

दिल्ली की मुख्यमंत्री रेखा गुप्ता ने अपने कार्यकाल के दूसरे बजट में योजनाओं की झड़ी लगा दी। ऐसा होना ही था। अब कमोबेश सभी राज्य सरकारों पर लोक-लुभावन बजट पेश करने की बड़ी जिम्मदारी होती है। मगर इनमें मुख्य बात यह होनी चाहिए कि जिन योजनाओं का एलान किया जा रहा हो, उनका जमीन पर अनुपालन भी हो। योजनाएं जमीन पर कारगर होनी चाहिए। वे फाइलों और सरकारी कार्यालयों में ही सिमटकर न रह जाएं। जब दिल्ली में विधानसभा चुनाव होने वाले थे, तब भाजपा ने यहां की हर महिलाओं को हर महीने 2,500 रुपये देने का वायदा किया था, परंतु चुनाव जीतने के बाद जब उसकी सरकार बनी, तो इस वायदे को जमीन पर उतारने में काफी समय लगा, अब भी लग रहा है। इससे भी बड़ी बात यह हैकिइसर है कि इस योजना को जब रूप दिया जाने लगा, तो तरह-तरह के नियम अथवा शर्तों की वकालत की जाने लगी, जबकि चुनाव के समय जब इसका एलान किया गया था, तब किसी तरह की शर्त की बात नहीं कही गई थी। क्या इसे मतदाताओं के साथ धोखा नहीं कहेंगे? इसी तरह, बजट में विद्यार्थियों, बुजुगों, महिलाओं और गिग कामगारों के लिए भी कई तरह की योजनाएं लाने का एलान किया गया है। उम्मीद यही करेंगे कि उनका हश्र 2,500 रुपये के वायदे जैसा न हो। सरकार की कोशिश उन योजनाओं को सरल रूप में लागू करने की होनी चाहिए, ताकि जनता को असलियत में यह एहसास हो कि सरकार उसके हित में काम कर रही है। कथनी और करनी में एकरूपता लाना हर सरकार का फर्ज होना चाहिए।

यह बजट व्यावहारिक कम और दिखावे का प्रदर्शन ज्यादा है। ऐसा इसलिए, क्योंकि पिछली बार भी बजट का बड़ा हिस्सा खर्च नहीं हुआ, जिसकी ओर कांग्रेस नेता देवेंद्र यादव ने भी इशारा किया है। उनके मुताबिक, पिछले साल राजस्व लक्ष्य पूरे नहीं हो पाए, जिससे आर्थिक स्थिति कमजोर हुई। उनका कहना है, संशोधित आंकड़े यही बताते हैं कि सरकार राजस्व जुटाने में पूरी तरह से विफल रही और राजकोषीय घाटा 22 प्रतिशत से अधिक पहुंच गया। इसका मतलब है कि वित्तीय अनुशासन के नियमों का जबर्दस्त उल्लंघन हुआ है। इतना ही नहीं, इस बार जो घोषणाएं की गई हैं, उनके लिए पैसे किस तरह जुटाए जाएंगे, इसका भी स्पष्ट विवरण नहीं दिया गया है। दिल्ली की सरकार को समझना चाहिए कि लोग अब घोषणाओं को तथ्यों की कसौटी पर कसते हैं। अगर उनको लगता है कि कहीं कुछ गड़बड़ है, तो वे मुखर होने में भी संकोच नहीं करते।

Delhi Chief Minister Rekha Gupta unveiled a slew of schemes in the second budget of her tenure. This was to be expected; nowadays, virtually all state governments bear the significant responsibility of presenting populist budgets. However, the crucial point here is that the schemes being announced must actually be implemented on the ground. These initiatives need to be effective in reality; they must not remain confined merely to files and government offices. During the run-up to the Delhi Assembly elections, the BJP had promised to provide every woman in the capital with a monthly stipend of ₹2,500. Yet, after winning the election and forming the government, translating this promise into reality took a considerable amount of time—and indeed, the process is still ongoing. Even more significantly, when the time came to give concrete shape to this scheme, various rules and conditions were introduced—despite the fact that no such stipulations were mentioned when the promise was originally announced during the election campaign. Would this not amount to a betrayal of the voters? Similarly, the current budget announces a variety of schemes aimed at students, the elderly, women, and gig workers. One can only hope that these initiatives do not meet the same fate as the aforementioned promise regarding the ₹2,500 stipend. The government should strive to implement these schemes in a simple and straightforward manner, thereby ensuring that the public genuinely feels the government is working in their best interests. Aligning words with deeds should be the fundamental duty of every government.

This budget appears to be less about practicality and more about mere showmanship. This assessment stems from the fact that, much like the previous year, a significant portion of the allocated budget remained unutilized—a point also highlighted by Congress leader Devender Yadav. According to him, revenue targets set for the previous year were not met, resulting in a weakening of the state’s financial position. He asserts that the revised figures clearly indicate the government’s complete failure to generate revenue, pushing the fiscal deficit to over 22 percent. This implies a gross violation of the norms governing fiscal discipline. Moreover, no clear details have been provided regarding how the funds for the announcements made this time will be raised. The Delhi government must understand that people now scrutinize such announcements against the touchstone of facts. If they sense that something is amiss, they do not hesitate to voice their concerns.
