सामूहिक शादी में गड़बड़ियां अधिक

यह सही है कि सामूहिक शादी आन के समय की जरूरत है, क्योंकि यह हमारी विवाह संस्था का हिस्सा बन चुकी कई गैर-जरूरी परपरा ओं से हमें बचाती है. लेकिन ऐसे आयोजन अब भी प्रतीकात्मक ही अधिक होते हैं। दुर्भाग्य से मध्य प्रदेश में जो हुआ है, उससे बहुत उम्मीद नहीं जग रही। यह काफी हद तक लोकप्रियता पाने का ‘प्रचार’ लग रहा है, क्योंकि अगर यहां का सत्ता पक्ष ऐसे आयोजनों को लेकर गंभीर है, तो वह इसको लेकर कोई व्यवस्था विधानसभा से क्यों नहीं बना रहा? अगर वहां की विधानसभा यह कानून पारित कर दे कि हर समाज में सामूहिक विवाह अनिवार्य है, तो क्यों कोई बाप अपनी बेटी की शादी के लिए कर्ज लेने को मजबूर होगा ?

एक दिक्कत और है। सामूहिक विवाह योजना में कई तरह की गड़बड़ि‌यां सामने आती हैं। मध्य प्रदेश में ही यह शिकायत आई है कि एक युवक सामूहिक विवाह देखने गया था, लेकिन जबरन उसे भी वरमाला डाल दिया गया। इसी तरह, फर्जी युगलों को भी सामूहिक विवाह में देखा जाता है। हालांकि, इस तरह की घटना सिर्फ मध्य प्रदेश में नहीं होती। देश के हर हिस्से में ऐसा देखा जाता है। पिछले दिनों तो उत्तर प्रदेश में यह खुलासा भी हुआ था कि चूंकि सामूहिक विवाह में नए जोड़े को सरकार की तरफ से आर्थिक मदद दी जाती है, इसलिए कई लड़के-लड़कियां हर कुछ महीने के बाद ऐसे आयोजनों का हिस्सा बन जाते हैं और सरकारी हैं। कहने का अर्थ यह है कि भ्रष्टाचार और योजनाओं का गलत फायदा उठाते रहते निगरानी का अभाव सामूहिक विवाह जैसी अच्छी व्यवस्था को खराब बनाने पर आमादा है और स्थानीय प्रशासन भी इसको लेकर आंखे मूंदे रहता है।

साफ है, अपने बेटे की शादी सामूहिक आयोजन में करने से जो राजनीतिक फायदा मध्य प्रदेश के मुख्यमंत्री उठाना चाहते हैं, उसको वह तभी हकीकत में उठा सकेंगे, जब सामूहिक विवाह की खामियों को दूर करने में सफल होंगे। इसके अलावा, उनको अगर सादगी और समरसता का परिचय ही देना है, तो विधानसभा से ऐसे कानून पास करवाएं कि पूरे प्रदेश में सादगी से विवाह संभव हो सके। ऐसा करना इसलिए भी जरूरी है, क्योंकि आमतौर पर वर पक्ष के दबाव में ही वधु पक्ष शादी में बेहिसाब खर्च करता है, जिसके लिए कर्ज लेने के अलावा उसके पास कोई दूसरा रास्ता नहीं होता। अगर इस गलत परंपरा को रोकना है, तो कुछ सख्ती करनी होगी, यानी एक सख्त व्यवस्था बनानी होगी, जो बिना सरकार के सहयोग से संभव नहीं है। मध्य प्रदेश के मुख्यमंत्री इसके लिए ईमानदार प्रयास करें।

It’s true that mass marriages are a necessity in our time, as they save us from many unnecessary traditions that have become part of our marriage system. However, such events remain largely symbolic. Unfortunately, what has happened in Madhya Pradesh doesn’t inspire much hope. It seems to be largely a publicity stunt. If the ruling party is serious about such events, why isn’t it enacting a law through the Legislative Assembly? If the Legislative Assembly passes a law making mass marriages mandatory in every community, why would a father be forced to take out a loan to arrange for his daughter’s wedding?

There’s another problem. Numerous irregularities are reported in the mass marriage scheme. In Madhya Pradesh, a complaint was received that a young man who had gone to attend a mass marriage was forcibly garlanded. Similarly, fake couples are also seen at mass marriages. However, such incidents don’t occur only in Madhya Pradesh; they are seen in every part of the country. Recently, it was revealed in Uttar Pradesh that since the government provides financial assistance to the newlyweds in mass marriages, many boys and girls participate in such events every few months, even though they are government-sponsored. This means that corruption and the continued misuse of the schemes, along with a lack of oversight, are bent on ruining a good system like mass marriage, and the local administration turns a blind eye to this.

Clearly, the Chief Minister of Madhya Pradesh will only be able to reap the political benefits he hopes to reap from arranging his son’s wedding in a mass marriage ceremony if he succeeds in addressing the shortcomings of mass marriages. Furthermore, if he truly wants to demonstrate simplicity and harmony, he should get the Assembly to pass laws that make simple marriages possible throughout the state. This is also important because the bride’s family, under pressure from the groom’s side, often incurs exorbitant expenses on weddings, leaving them with no other option but to take out loans. If we want to stop this wrong practice, we will need to take some action, that is, we will have to establish a strict system, which is not possible without the cooperation of the government. The Chief Minister of Madhya Pradesh should make a sincere effort to do so.
