शान्ति के प्रस्ताव

संयुक्त राष्ट्र संघ का मुख्य उद्देश्य विश्व में शान्ति कायम रखना और दुनिया के राष्ट्रों में आपसी सहयोग बढ़ाना है। यह ऐसा उद्देश्य है, जिसको दुनिया के अधिकांश राष्ट्रों ने मान लिया है। सहयोग की पहली शर्त यह है कि राष्ट्रों में एक-दूसरे के प्रति विश्वास की भावना होनी चाहिए। किन्तु आज दुनिया के प्रमुख राष्ट्रों में ही विश्वास का नितान्त अभाव हो गया है। विश्वास का स्थान घृणा और द्वेष ने ले लिया है। संयुक्त राष्ट्र संघ के जन्मकाल के साथ ही उसकी एक मर्यादा स्वीकार कर ली गई थी कि दुनिया के पांच प्रमुख राष्ट्रों- अमरीका, ब्रिटेन, फ्रांस, रूस और चीन में मतैक्य होना चाहिए। यह मतैक्य जब तक कायम रहा, तब तक संयुक्त राष्ट्र संघ की गाड़ी आसानी से चलती रही। किन्तु जल्दी ही अमरीका, ब्रिटेन और फ्रांस एक ओर हो गये और रूस दूसरी ओर। चीन की सरकार में इस बीच परिवर्तन हो गया और चीन की मौजूदा सरकार का संयुक्त राष्ट्र संघ में इस समय कोई प्रतिनिधित्व नहीं हो रहा है। मुख्यतः अमरीका और रूस में तनाव बढ़ता जा रहा है। दोनों ही अपने को विश्व शान्ति के हिमायती घोषित करते हैं और एक-दूसरे पर शान्ति भंग करने वाले कार्य करने के आरोप लगाते हैं। इनके आपसी विरोध ने विश्व की शान्ति के लिए गम्भीर खतरा पैदा कर दिया है और किसी भी समय दुनिया को एक और विश्व-व्यापी महायुद्ध का मुंह देखना पड़ सकता है।

संयुक्त राष्ट्र संघ की जनरल असेम्बली का अधिवेशन ऐसे समय में हो रहा है, जब अन्तर्राष्ट्रीय स्थिति बहुत विषम हो चुकी है। जनरल असेम्बली संघ की मुख्य संस्था है। वह संघ के विधान की सातवीं धारा के अनुसार अस्तित्व में आयी है और प्रत्येक सदस्य राष्ट्र उसमें भाग लेता है। उसका मुख्य काम विचार-विमर्श करना, संघ की अन्य संस्थाओं का सिंहावलोकन और आलोचना करना है। वह संयुक्त राष्ट्र संघ के विधान की सीमा में आने वाले सभी विषयों के बारे में सिफारिशें कर सकती है। उसकी मर्यादा यह है कि वह ऐसे मामलों को हाथ में नहीं ले सकती, जो सुरक्षा परिषद के विचाराधीन हो। अन्तर्राष्ट्रीय शान्ति और सुरक्षा कायम रखने का विषय जनरल असेम्बली के कार्यक्षेत्र में भी आता है, किन्तु संघ के विधान के अनुसार सुरक्षा परिषद को ही इस विषय में कार्रवाई करने का अधिकार दिया गया है।

The United Nations’ primary objective is to maintain world peace and promote mutual cooperation among nations. This objective has been accepted by most nations. The primary condition for cooperation is that nations must have mutual trust. However, today, trust is completely lacking even among the world’s leading nations. Trust has been replaced by hatred and animosity. At the very inception of the United Nations, one of its limitations was that there must be consensus among the world’s five major nations—the United States, Britain, France, Russia, and China. As long as this consensus existed, the UN functioned smoothly. However, the United Nations quickly shifted to one side, and Russia to the other. Meanwhile, the Chinese government underwent a change, and the current Chinese government is currently unrepresented in the United Nations. Tensions are growing primarily between the United States and Russia. Both proclaim themselves champions of world peace and accuse each other of acts that disrupt peace. Their mutual opposition poses a serious threat to world peace, and the world could face another global war at any moment.

The General Assembly of the United Nations is meeting at a time when the international situation has become extremely tense. The General Assembly is the main body of the Organization. It came into existence in accordance with Article 7 of the Organization’s Constitution, and every member nation participates in it. Its main function is to deliberate, review, and criticize other organizations of the Organization. It can make recommendations on all matters within the scope of the United Nations Constitution. Its limitation is that it cannot take up matters that are under consideration by the Security Council. The maintenance of international peace and security also falls within the purview of the General Assembly, but according to the Constitution of the Union, only the Security Council has been given the authority to take action in this matter.
