शोचनीय घटनायें

पिछले दो दिनों में मध्य भारत की राजधानी ग्वालियर में जो घटनायें हुई हैं, उन्हें प्रत्येक दृष्टि से शोचनीय ही कहा जा सकता है। पहले दिन की घटनाओं का संबंध केवल विद्यार्थियों से था। आजकल सर्वत्र यह सामान्यस्थिति दृष्टिगोचर होती है कि छात्रावासों और शिक्षण संस्थाओं में प्रवेश चाहने वालों को प्रवेश नहीं मिलता। ग्वालियर में भी यही स्थिति थी और इस कारण उनमें पिछले कुछ समय से असंतोष फैला हुआ था। ग्वालियर के विद्यार्थियों की कुछ शिकायतें और थीं। विद्यार्थियों ने अपनी मांगों को व्यक्त करने के लिए 9 अगस्त का दिन चुना। उस दिन उन्होंने सांकेतिक हड़ताल रखी और जुलूस निकाला। शासन की ओर से धारा-144 लगाकर जुलूस और सभाओं पर प्रतिबंध लगा दिया गया था। विद्यार्थियों ने प्रतिबंध को तोड़कर जुलूस निकाला। हम नहीं कह सकते कि पुलिस ने विद्यार्थियों के जुलूस को प्रारंभ में ही क्यों नहीं रोका और उसे सचिवालय-भवन तक क्यों जाने दिया? सचिवालय पर मुख्यमंत्री विद्यार्थियों के प्रतिनिधियों से मिले, किन्तु कहा जाता है कि मुख्यमंत्री के उत्तर से विद्यार्थियों को संतोष नहीं हुआ। इस पर विद्यार्थियों ने सचिवालय के अहाते में सभा की, उसमें जोशीले भाषण हुए और वहीं धरना देने का फैसला किया गया।

शिक्षाधिकारियों ने विद्यार्थियों को अपने घरों को लौट जाने को समझाया, किन्तु उसका कोई नतीजा नहीं निकला। इस पर पुलिस ने लाठीचार्ज किया और जब विद्यार्थियों ने ईंट-पत्थर फेंककर सचिवालय भवन के शीशे और गमले तोड़ने शुरू किये तो पुलिस को गोली चलानी पड़ी। पुलिस की गोली से दो छात्र मारे गये और पांच घायल हुए। आज यह कह सकना कठिन है कि पुलिस के लिए गोली चलाना अनिवार्य हो गया था अथवा नहीं और विद्यार्थियों को अन्य उपायों द्वारा समझा-बुझाकर सार्वजनिक संपत्ति को नुकसान न पहुंचाने के लिए राजी किया जा सकता था अथवा नहीं। मध्य भारत के संसद सदस्यों ने निष्पक्ष जांच की मांग की है, वैसी ही जांच की व्यवस्था की जानी चाहिए। पहले दिन की घटनाओं पर जो सरकारी विज्ञप्ति प्रकाशित हुई है, उसमें कतिपय राजनीतिक दलों पर विद्यार्थियों को उकसाने का आरोप लगाया गया है। यदि कोई राजनीतिक दल अपने राजनीतिक स्वार्थ की पूर्ति के लिए विद्यार्थियों का इस प्रकार उपयोग करता है, तो यह सचमुच निंदनीय होगा।

The events that have happened in Gwalior, the capital of Central India, in the last two days can be called regrettable from every point of view. The events of the first day were related to students only. Nowadays, it is common to see everywhere that those who want admission in hostels and educational institutions do not get admission. The same situation prevailed in Gwalior and due to this, discontent was spreading among them for some time. The students of Gwalior had some more complaints. The students chose 9th August to express their demands. On that day, they held a symbolic strike and took out a procession. The government had banned processions and meetings by imposing Section 144. The students broke the ban and took out a procession. We cannot say why the police did not stop the procession of the students at the beginning and why did it allow it to go till the Secretariat building? The Chief Minister met the representatives of the students at the Secretariat, but it is said that the students were not satisfied with the Chief Minister’s answer. On this, the students held a meeting in the premises of the Secretariat, passionate speeches were given in it and it was decided to sit on a dharna there.

The education officers tried to convince the students to return to their homes, but it did not yield any result. On this, the police resorted to lathicharge and when the students started throwing bricks and stones and breaking the glass and flower pots of the secretariat building, the police had to open fire. Two students were killed and five were injured by the police bullets. Today it is difficult to say whether it was necessary for the police to open fire or not and whether the students could have been persuaded by other means not to damage public property or not. The members of Parliament from Central India have demanded an impartial inquiry, such an inquiry should be arranged. In the government press release published on the events of the first day, certain political parties have been accused of instigating the students. If any political party uses the students in this way to fulfill its political interests, then it would be really condemnable.
