गणराज्य की वर्षगांठ

जनवरी 26 भारत के इतिहास में सुनहरा दिन है। इस दिन को हमने पहली बार सन् 1930 में मनाया था। उस दिन भारतीयों ने यह शपथ ली थी कि वे उस समय तक चैन से नहीं बैठेंगे, जब तक अपने देश को पूर्ण स्वतंत्र, मुकम्मल आजाद नहीं कर लेंगे। यह दिन आता था और हमको अपनी शपथ को पूरा करने की नयी प्रेरणा देता था। आखिर हमारी शपथ पूरी हुई। हमने अपनी गुलामी की जंजीरों को तोड़ फेंका और देश को पूर्ण स्वतंत्र देखने का हमारा संकल्प सत्य हुआ। देश के लोगों ने अपने चुने हुए प्रतिनिधियों के द्वारा देश का संविधान तैयार किया और उसे इसी 26 जनवरी के ऐतिहासिक दिन को प्रचारित किया। उस दिन भारतीय गणराज्य अस्तित्व में आया, जो इस देश की पूर्ण स्वायत्तता का प्रतीक है। आज के दिन देश के इतिहास में नये अध्याय का आरम्भ हुआ है। मनुष्य के जीवन में विश्राम के लिए अवकाश कहां है? जब तक जीवन है तब तक उसे जूझना है। वह मृत्यु की गोद में ही विश्राम पाता है। किन्तु राष्ट्र का जीवन व्यक्ति के जीवन से इस अर्थ में भिन्न है कि उसका कहीं अन्त नहीं है; यह सदा आगे और आगे बहता चलता है। राष्ट्र ने पहले विदेशी राज को हटाने के लिए संघर्ष किया। अब उसे नव-निर्माण के लिए संघर्ष करना है और यह संघर्ष पहले की अपेक्षा कम कठिन नहीं है। संहार की अपेक्षा निर्माण हमेशा ही कठिन होता है। यह हमारे पौरुष को चुनौती देता है।

इस बात से इनकार नहीं किया जा सकता कि गणराज्य का प्रथम वर्ष हमारे लिए कठिनाइयों और विपत्तियों का वर्ष रहा है। अन्तरराष्ट्रीय जगत में तीसरे महायुद्ध के मेघ मंडराते रहे हैं। नया महायुद्ध संसार के लिए अत्यन्त विनाशकारी सिद्ध होगा। पिछले दो महायुद्धों का अनुभव हमको बता रहा है कि युद्ध से कोई समस्या हल नहीं होती, बल्कि अनेक नयी समस्याएं उठ खड़ी होती हैं। नेहरूजी ने यूरोप के तीन सप्ताह के दौरे से वापस लौटने के बाद राष्ट्र के नाम जो रेडियो-भाषण दिया है, उसमें वह कहते हैं, किसी भी व्यक्ति को यह नहीं समझना चाहिए कि युद्ध से उसका अथवा उसके देश का भला होगा। युद्ध से न केवल असीम विनाश होगा, बल्कि जो बच रहेंगे, उनकी आत्माओं को भी वह कलुषित कर देगा।’ दुनिया को इस युद्ध की महाविपत्ति से बचाने के लिए भारतीय गणराज्य ने अपनी समस्त शक्ति से प्रयत्न किया है।

January 26th is a golden day in the history of India. We celebrated this day for the first time in 1930. On that day, Indians took a pledge that they would not rest until they had achieved complete independence for their country. This day came every year and gave us renewed inspiration to fulfill our pledge. Finally, our pledge was fulfilled. We broke the chains of slavery and our resolve to see our country completely free became a reality. The people of the country, through their elected representatives, drafted the Constitution of the country and proclaimed it on this historic day of January 26th. On that day, the Indian Republic came into existence, symbolizing the complete sovereignty of this country. Today marks the beginning of a new chapter in the history of the nation. Where is there any respite for rest in a person’s life? As long as there is life, there is struggle. Rest is only found in the embrace of death. But the life of a nation is different from the life of an individual in that it has no end; it flows ever onward. The nation first struggled to remove foreign rule. Now it has to struggle for reconstruction, and this struggle is no less difficult than the previous one. Construction is always more difficult than destruction. It challenges our strength and resolve.

It cannot be denied that the first year of the Republic has been a year of difficulties and calamities for us. The clouds of a third world war have been hovering over the international arena. A new world war would prove extremely destructive for the world. The experience of the last two world wars tells us that war does not solve any problems, but rather creates many new ones. In the radio address that Nehru gave to the nation after returning from his three-week tour of Europe, he says, “No one should think that war will benefit him or his country. War will not only cause immense destruction, but it will also corrupt the souls of those who survive.” The Republic of India has made every effort to save the world from the catastrophe of this war.
