बजट की पूरक मांगों पर शुरू हुई बहस में, रक्षा-विभाग के संबंध में, जो बातें सामने आईं वे सामान्य व्यक्ति को चकित किए बगैर नहीं रह सकतीं। भविष्य-निर्माण के नाम पर, जब जनसाधारण को अधिकाधिक कठिनाइयां वहन करने के लिए कहा जा रहा है, तब सरकारी कारबार में शंका के लिए जरा भी गुंजाइश नहीं होनी चाहिए। लेकिन एक के बाद एक ऐसे रहस्योद्घाटन हो रहे हैं, जिनसे ऐसी धारणा को प्रोत्साहन मिलना संभव है कि सरकार दूसरों को उपदेश देना ही जानती है, खुद अपने को सम्भालने की उसे उतनी चिन्ता नहीं है। ऐसी धारणा यदि जम गई तो कितनी अनर्थकारी होगी, यह कहने की आवश्यकता नहीं; अतः यह प्रश्न सामने लाकर हम सरकार से इस ओर जागरूक बनने की अपेक्षा करते हैं। बने-बनाए मकानों तथा रासायनिक खाद के संबंध में सरकारी लापरवाही या असावधानी के रहस्योद्घाटन के बाद रक्षा-विभाग की बहस में यह रहस्य सामने आया है कि दो हजार जीप मोटरगाड़ियों के लिए एक ऐसी ब्रिटिश कम्पनी से 80 लाख रुपयों में सौदा किया गया और 1,72,000 रुपये उसे पेशगी भी दे दिए गए, जिसकी खुद की पूंजी कुल 605 पॉड 4 शिलिंग थी। ऐसे सौदे का यह परिणाम होना ही था कि जीप गाड़ियां केवल 155 आईं और वे भी निकम्मी। इसके बाद यह कम्पनी अपना दिवाला भी निकाल चुकी बताते हैं और इस प्रकार हमारा इतना रुपया या तो बट्टेखाते गया, या अनिश्चित रूप में फंस गया है।

इसी बहस में रहस्य यह खुला कि इसी तरह 20 लाख पौंड का एक सौदा राइफल व गोला-बारूद के लिए एक ऐसी ब्रिटिश कम्पनी से किया गया, जिसकी कुल पूंजी 100 पौंड ही थी। नतीजा यह होना ही था कि निश्चित समय में माल नहीं मिला। इतने पर भी जब सौदा रद्द करने की बात उठी, तो कम्पनी द्वारा 60 हजार पौंड हर्जाने के मांगे गए और समझौता इस रूप में हुआ कि 25,000 टन इस्पात का 33 पौंड प्रति टन के हिसाब से सौदा उसी की मार्फत दूसरी कम्पनी से किया गया। यह सौदा भी 8 लाख पौंड मूल्य का था, जबकि इस कम्पनी की प्रसारित पूंजी भी 300 पौंड ही थी। इस माल की प्राप्ति भी वक्त पर नहीं हो सकी और जब सौदा रद्द करने को कहा गया तो पता चला कि इसे अपरिवर्तनीय हुण्डी दी जा चुकी है।

At a time when the general public is being asked to endure ever-increasing hardships in the name of nation-building, there should be absolutely no room for suspicion in government dealings. However, one revelation after another is coming to light, fostering the impression that the government is adept only at preaching to others, while showing little concern for managing its own affairs. It goes without saying how disastrous it would be if such a perception were to take root; therefore, by bringing this issue to the fore, we expect the government to become more vigilant in this regard. Following revelations regarding government negligence or oversight concerning prefabricated housing and chemical fertilizers, the debate on the Defense Department has exposed a startling secret: a deal worth 80 lakh rupees was struck with a British company for 2,000 jeep vehicles—with an advance payment of 1,72,000 rupees already made—even though the company’s own total capital amounted to a mere 605 pounds and 4 shillings. The inevitable outcome of such a deal was that only 155 jeeps were delivered, and even those proved to be defective. Subsequently, it is reported that this company has gone bankrupt; thus, a significant portion of our funds has either been written off as a bad debt or remains indefinitely stuck.

During the very same debate, another secret came to light: a similar deal worth 20 lakh pounds for rifles and ammunition was concluded with a British company whose total capital stood at a mere 100 pounds. The inevitable consequence was that the goods were not delivered within the stipulated timeframe. Furthermore, when the question of cancelling the deal arose, the company demanded 60,000 pounds in compensation; ultimately, a settlement was reached whereby a separate deal—for 25,000 tons of steel at a rate of 33 pounds per ton—was executed through this very company with a third party. This deal, too, was valued at £800,000, whereas the company’s issued capital amounted to a mere £300. The delivery of the goods could not be effected on time; and when a request was made to cancel the deal, it was discovered that an irrevocable bill of exchange had already been issued.
