तख्ता पलट का षड्यंत्र
गत शुक्रवार को जब पाकिस्तान के प्रधान और रक्षा मंत्री श्री लियाकत अली खां ने यह घोषणा की कि पाकिस्तानी सेना के कार्यालयाध्यक्ष मेजर जनरल अकबर खां, उनकी पत्नी, ‘पाकिस्तान टाइम्स’ के सम्पादक श्री फैज अहमद फैज, क्वेटा क्षेत्र के सेनाध्यक्ष ब्रिगेडियर एम. ए. लतीफ तथा अन्य अनेक सैनिक अधिकारियों को हिंसात्मक उपायों से पाकिस्तान सरकार का तख्ता उलटने का षड्यंत्र करने के आरोप में गिरफ्तार कर लिया गया है, तो उससे न केवल कराची और दिल्ली ही, वरन् संसार के सब देश आश्चर्य में डूब गये। समाचार इतना आकस्मिक और अघटित था कि उन पर सहसा विश्वास कर पाना कठिन ही था।
श्री लियाकत अली ने ‘पाकिस्तान की सुरक्षा के हित में’ षड्यंत्र पर विस्तृत प्रकाश नहीं डाला है, किन्तु उनकी घोषणा से यह प्रतिध्वनित होता है कि षड्यंत्र दूरव्यापी था और उसे पाकिस्तान के कुछ महत्वपूर्ण राजनीतिक दलों का समर्थन भी प्राप्त था। श्री फैज अहमद फैज ‘पाकिस्तान टाइम्स’ का सम्पादन करते हैं और वामपक्षी विचारधारा के प्रतिनिधि हैं। उक्त पत्र का संबंध लाहौर के मियां इफ्तिखारुद्दीन से है। मेजर अकबर की पत्नी लाहौर की प्रसिद्ध मुस्लिम लीग कार्यकर्ती बेगम शाहनवाज की पुत्री हैं और मेजर अकबर स्वयं प्रान्त के चारसड्डा जिले के एक पठान हैं। अतः इस तथाकथित षड्यंत्र का आशय क्या हो सकता है?
कहना अनुचित न होगा कि इस सारे कांड के पीछे काश्मीर-संबंधी हलचलों का एक बड़ा हाथ है। हाल में पाकिस्तान के पत्रों में काश्मीर के प्रश्न को लेकर काफी शोर-गुल मचाया गया है और सीधी कार्रवाई की मांग की गयी है। उधर सुरक्षा परिषद में जिस प्रकार प्रगति हो रही है, उससे स्पष्ट है कि पाकिस्तान आंग्ल-अमरीकी गुट का सहारा लेकर अपने मनसूबे पूरे न कर सकेगा। भारत उसके जाल में फंसने को तैयार नहीं। परिषद में भारतीय प्रतिनिधि श्री बी. एन. राव ने स्पष्ट कर दिया है कि भारत किसी भी ऐसे प्रस्ताव को मानने को तैयार नहीं है, जिससे आंग्ल-अमरीकियों को इस महादेश में पुनः पांव रखने का अवसर मिले, और न वह पाकिस्तान जैसे आक्रामक देश को अपनी बराबरी का दर्जा देने को तैयार है।
Last Friday, when Pakistan’s Prime Minister and Defense Minister, Mr. Liaquat Ali Khan, announced that the Chief of Staff of the Pakistan Army, Major General Akbar Khan, his wife, Mr. Faiz Ahmed Faiz, Editor of the Pakistan Times, Brigadier M.A. Latif, Chief of Army Staff for the Quetta region, and several other military officers had been arrested on charges of conspiring to overthrow the Pakistani government through violent means, it shocked not only Karachi and Delhi but the entire world. The news was so sudden and unexpected that it was difficult to believe it.
Mr. Liaquat Ali did not elaborate on the conspiracy “in the interest of Pakistan’s security,” but his announcement echoed the notion that it was far-reaching and had the support of some of Pakistan’s most important political parties. Mr. Faiz Ahmed Faiz edits the Pakistan Times and represents a left-wing ideology. The above letter concerns Mian Iftikharuddin of Lahore. Major Akbar’s wife is the daughter of Begum Shahnawaz, a prominent Muslim League activist in Lahore, and Major Akbar himself is a Pathan from the Charsadda district of the province. So, what could be the motive behind this alleged conspiracy?
It would not be unfair to suggest that Kashmir-related developments play a major role in this entire incident. Recently, Pakistani newspapers have raised a lot of hue and cry over the Kashmir issue, demanding direct action. Meanwhile, the progress in the Security Council clearly demonstrates that Pakistan will not be able to achieve its goals by relying on the Anglo-American bloc. India is not prepared to fall into this trap. The Indian representative in the Council, Mr. B.N. Rao, has made it clear that India is not prepared to accept any proposal that would allow the Anglo-Americans to regain a foothold in this continent, nor is it prepared to grant equal status to an aggressive country like Pakistan.
