A Grave Conspiracy

गम्भीर षड्यंत्र

षड्यंत्र हमेशा ही रहस्यपूर्ण होता है, जब तक कि उससे संबंध रखने वाली बातें प्रकाश में नहीं आ जातीं। पाकिस्तान के प्रधानमंत्री श्री लियाकत अली ने हाल में एक षड्यंत्र पर से पर्दा उठाया है, जो उनके कथनानुसार पाकिस्तान में रचा गया था और समय से पहले पता लग जाने के कारण सफल नहीं हो पाया।

पाकिस्तान के प्रधानमंत्री ने इस षड्यंत्र को काफी गम्भीर माना है; क्योंकि उन्होंने कहा है कि इस षड्यंत्र द्वारा पाकिस्तान की जड़ों पर ही प्रहार करने की कोशिश की गयी थी और यदि वह सफल हो जाता तो पाकिस्तान की स्थिरता भंग. हो जाती। इस कथित षड्यंत्र के नेता पाकिस्तान सरकार के आदेश पर गिरफ्तार कर लिये गये हैं, जिनमें पाकिस्तान सेना के दो उच्च अधिकारी- एक तो चीफ ऑफ स्टाफ और दूसरे ब्रिगेडियर हैं और लाहौर से प्रकाशित होने वाले एक अंग्रेजी दैनिक ‘पाकिस्तान टाइम्स’ के संपादक शामिल हैं। पाकिस्तान के प्रधानमंत्री श्री लियाकत अली ने इस षड्यंत्र से संबंध रखने वाली बातों को सुरक्षा के ख्याल से अभी विस्तृत रूप में प्रकट करने से इन्कार कर दिया है। उन्होंने जो कुछ कहा है, वह इतना गोलमोल है कि जिस पर से कोई सही निष्कर्ष नहीं निकाला जा सकता। यदि जैसा कि बताया जाता है, षड्यंत्र इतना गम्भीर था, तो उसमें केवल तीन-चार व्यक्ति ही शामिल नहीं हो सकते; इस षड्यंत्र का जाल काफी विस्तृत फैला होना चाहिए। ताजा समाचार है कि इस संबंध में कुछ और गिरफ्तारियां अमल में आई हैं। अतः हमको सही नतीजे पर पहुंचने के लिए अभी कुछ समय तक प्रतीक्षा करनी चाहिए।

किन्तु इस संबंध में दिमाग को बिल्कुल बन्द भी नहीं किया जा सकता। पहला सवाल तो यह पैदा होता है कि यह षड्यंत्र की कहानी पश्चिमी पंजाब के आम चुनावों में मुस्लिम लीग को कामयाब बनाने के लिए तो नहीं गढ़ी गयी है?… यह तो स्पष्ट ही है कि पाकिस्तान बनने से पहले जो सब्ज बाग दिखाये गये थे, वे कल्पना लोक में ही विलीन हो गये और इससे लोगों को अधिकारारूढ़ मुस्लिम लीग से निराशा हुई है। यद्यपि पाकिस्तान के प्रधानमंत्री पाकिस्तान में मुस्लिम लीग के अलावा और किसी पार्टी की गुंजाइश नहीं समझते, फिर भी नये-नये दलों ने पाकिस्तान में जन्म लिया है और वे पश्चिमी पंजाब के चुनावों में लीग की प्रतिद्वन्द्विता में अखाड़े में उतर पड़े हैं।

A conspiracy always remains shrouded in mystery until the details associated with it come to light. Pakistan’s Prime Minister, Mr. Liaquat Ali, has recently lifted the veil on a conspiracy—one which, according to his statement, was hatched within Pakistan but failed to succeed because it was uncovered before it could be executed.

The Prime Minister of Pakistan has deemed this conspiracy to be extremely grave; for he has stated that it constituted an attempt to strike at the very roots of Pakistan, and had it succeeded, the stability of the nation would have been shattered. On the orders of the Pakistan government, the ringleaders of this alleged conspiracy have been arrested. Among them are two high-ranking officers of the Pakistan Army—specifically, the Chief of Staff and a Brigadier—as well as the editor of The Pakistan Times, an English-language daily published in Lahore. For reasons of national security, Pakistan’s Prime Minister, Mr. Liaquat Ali, has declined to disclose the full details regarding this conspiracy at this juncture. The information he has provided is so vague and circumspect that it is impossible to draw any definitive conclusions from it. If, as is being alleged, the conspiracy was indeed of such magnitude, it is inconceivable that only three or four individuals could have been involved; the web of this conspiracy must surely extend far wider. Recent reports indicate that further arrests have been made in connection with this matter. Therefore, we must wait a while longer before we can arrive at an accurate conclusion.

However, one cannot simply shut one’s mind to the possibilities surrounding this affair. The primary question that arises is this: could this story of a conspiracy have been fabricated merely to ensure the success of the Muslim League in the general elections of West Punjab? It is patently obvious that the utopian visions and rosy promises held out prior to the creation of Pakistan have since vanished into the realm of fantasy, leaving the populace disillusioned with the ruling Muslim League. Although the Prime Minister of Pakistan sees no room for any party other than the Muslim League within the country, new parties have nonetheless emerged in Pakistan and have entered the fray to challenge the League in the elections in West Punjab.
