मंगलमय हो नववर्ष

आज नववर्ष का मंगल प्रभात है। जहां हमारे मन में नये वर्ष के आगमन का उल्लास है, वहां साथ ही भय व आशंकाएं भी हैं। अन्तर्राष्ट्रीय क्षितिज में एक ओर महायुद्ध की आग सुलगती हुई दिखाई दे रही है। न जाने किस दिन एक ओर अमरीका और उसके साथियों तथा दूसरी ओर रूस व उसके समर्थकों का वर्तमान निःशस्त्र युद्ध सशस्त्र युद्ध का रूप धारण कर ले।…

संसार दो शक्ति-गुटों में विभक्त हो गया है- एक अमरीकी और दूसरा रूसी। यद्यपि दोनों शक्तियां प्रत्यक्षतया विश्व में शांति कायम रखने का दम भरती हैं, परन्तु उनके कृत्यों से हमें ऐसा आभास नहीं मिलता। हां, यदि आधुनिक युग में सैनिक अथवा यौद्धिक तैयारियों को ही शांति-प्रयास माना जाता है, तो दूसरी बात है। किन्तु, इतिहास के पन्नों को उलटने से यह स्पष्ट हो जाता है कि सैनिक तैयारियों से कभी भी विश्व-शांति की रक्षा नहीं हुई। अतः हम कह सकते हैं कि आज संसार की शांति खतरे में है; और यदि संयुक्त राष्ट्रीय संघ के प्रयत्नों से दोनों गुटों में समझौता नहीं हुआ, तो संसार को एक बार फिर महायुद्ध की विभीषिकाओं का सामना करना पड़ेगा। हमें आशा करनी चाहिए कि 1951 के नूतन वर्ष में बड़े-बड़े देश अपनी सुबुद्धि को काम में लायेंगे और विवादास्पद अन्तर्राष्ट्रीय समस्याओं को हल करने का भागीरथ प्रयत्न करेंगे।

यह तो रही अन्तर्राष्ट्रीय स्थिति, अब हमें अपने देश की स्थिति की ओर ध्यान देना चाहिए। हमारे सामने एक नहीं अनेक समस्याएं मुंह बाये खड़ी हैं, जिन्हें हमे शीघ्रातिशीघ्र हल करना है। सबसे बड़ी समस्या देश के खाद्य-संकट की है। क्या यह खेद का विषय नहीं कि भारत एक कृषि प्रधान देश होता हुआ भी दूसरे देशों का मुंह ताके? क्या भारत-भूमि अपनी सन्तानों की उदर-पूर्ति के लिए अन्न पैदा नहीं कर सकती? हमारे खयाल में वह ऐसा कर सकती है। हमें आशा ही नहीं पूर्ण विश्वास है, हमारी राष्ट्रीय सरकार सन् 1952 तक अन्न के मामले में आत्मनिर्भर होने की अपनी प्रतिज्ञा को पूरा करेगी। परन्तु, सरकार की, दूसरे शब्दों में हमारी (क्योंकि सरकार हमारी ही प्रतिनिधि है) यह प्रतिज्ञा तभी पूर्ण होगी जबकि हम सब, विशेषकर हमारे खेतिहर, इस काम में पूरी शक्ति से जुट जायें और विभिन्न राज्यों की सरकारें कृषिकारों को भरसक सहायता व सुविधा प्रदान करें।

Today is the auspicious dawn of the New Year. While our hearts are filled with joy at the arrival of the new year, there are also fears and anxieties. On the international horizon, the flames of a great war seem to be smoldering. Who knows when the current unarmed conflict between America and its allies on one side, and Russia and its supporters on the other, will escalate into an armed conflict?…

The world has been divided into two power blocs – one American and the other Russian. Although both powers outwardly claim to be working for world peace, their actions do not give us that impression. Of course, if military or warlike preparations are considered peace efforts in the modern age, then that’s a different matter. However, a glance through the pages of history makes it clear that military preparations have never safeguarded world peace. Therefore, we can say that world peace is in danger today; and if the efforts of the United Nations do not bring about an agreement between the two blocs, the world will once again have to face the horrors of a great war. We must hope that in the new year of 1951, the major countries will use their wisdom and make a concerted effort to resolve the contentious international problems.

This is the international situation; now we should turn our attention to the situation in our own country. We are faced with not one, but many problems that we must solve as quickly as possible. The biggest problem is the country’s food crisis. Isn’t it a matter of regret that India, an agricultural country, has to depend on other countries for food? Can’t the land of India produce enough food to feed its own people? In our opinion, it can. We not only hope, but are fully confident, that our national government will fulfill its promise of becoming self-reliant in food by 1952. However, this promise of the government, or in other words, our promise (since the government is our representative), will only be fulfilled when all of us, especially our farmers, dedicate ourselves wholeheartedly to this task, and the governments of the various states provide maximum assistance and facilities to the farmers.
