A New Chapter in Nepal

नेपाल में नया अध्याय

महाराजाधिराज त्रिभुवन वीर विक्रम की ताजा घोषणा के साथ नेपाल राज्य के इतिहास में एक नया अध्याय शुरू हो गया है। उनकी यह घोषणा उस समझौते के अनुरूप है, जो नेपाल के प्रधानमंत्री महाराजा मोहन शमशेर और नेपाली कांग्रेस के प्रतिनिधियों के बीच भारत सरकार की मध्यस्थता में सम्पन्न हुआ था। घोषणा में महाराजाधिराज ने अपनी यह इच्छा व्यक्त की है कि भविष्य में नेपाल का शासन लोकतंत्री संविधान के अनुसार चलाया जाये, जिसका निर्माण जनता द्वारा चुनी हुई संविधान सभा करेगी। जब तक यह संविधान नहीं बन जाता, तब तक नेपाल का शासन चलाने के लिए उन्होंने एक मिले-जुले मंत्रिमंडल का निर्माण किया है, जिसमें पांच मंत्री प्रधानमंत्री मोहन शमशेर की ओर के और पांच नेपाली कांग्रेस के लिये गये हैं। नयी सरकार के प्रधानमंत्री मोहन शमशेर होंगे और वह संयुक्त जिम्मेदारी के सिद्धांत पर काम करेगी और महाराजाधिराज के प्रति उत्तरदायी होगी और उस समय तक अधिकारारूढ़ रहेगी, जब तक महाराजाधिराज की विश्वास भाजन रहेगी।… नेपाल के नये मंत्रियों ने अपने पदों की शपथ ग्रहण कर ली है और यह शपथ महाराजाधिराज त्रिभुवन वीर विक्रम ने स्वयं दिलाई है।

गत वर्ष 7 नवम्बर को महाराजाधिराज त्रिभुवन वीर विक्रम ने अपने परिवार सहित भारतीय दूतावास में शरण ली थी। उसके बाद वह नयी दिल्ली चले आये। उधर नेपाल के प्रधानमंत्री मोहन शमशेर ने महाराजाधिराज को पदच्युत करके उनके स्थान पर तीन वर्षीय शिशु को नेपाल की गद्दी पर बिठा दिया। इधर तो नेपाल के महाराजाधिराज ने दिल्ली के लिए प्रस्थान किया, उधर नेपाली कांग्रेस ने नेपाल में राणाशाही के विरुद्ध बगावत कर दी। नेपाल की इन घटनाओं पर भारत के लिए चिन्तित होना स्वाभाविक है। हिमालय के उस पार तिब्बत की उथल-पुथल ने उसकी चिन्ता को और बढ़ा दिया था।… भारत ने दृढ़तापूर्वक नेपाल के शिशु नरेश को स्वीकार करने से इंकार कर दिया। ब्रिटेन और अमरीका ने भी इस मामले में भारत की विशेष स्थिति को मानते हुए ऐसा कोई कदम नहीं उठाया, जिससे स्थिति पेचीदा होती। जहां तक ज्ञात हुआ है, इन देशों ने नेपाल के प्रधानमंत्री को यही परामर्श दिया कि वह भारत की सहायता से नेपाल की समस्या को हल करने की कोशिश करें।

A new chapter has begun in the history of the Kingdom of Nepal with the latest announcement by His Majesty King Tribhuwan Bir Bikram. His announcement is in accordance with the agreement reached between Nepal’s Prime Minister, Maharaja Mohan Shamsher, and representatives of the Nepali Congress, mediated by the Government of India. In the announcement, His Majesty King expressed his desire that Nepal should be governed in accordance with a democratic constitution, to be drafted by a Constituent Assembly elected by the people. Until this constitution is finalized, he has formed a mixed cabinet to govern Nepal, consisting of five ministers from Prime Minister Mohan Shamsher’s side and five from the Nepali Congress. The new government will be headed by Prime Minister Mohan Shamsher, and will operate on the principle of joint responsibility, will be accountable to His Majesty King, and will remain in power as long as His Majesty King enjoys His confidence. The new ministers of Nepal have been sworn into office, administered by His Majesty King Tribhuwan Bir Bikram himself.

On November 7th of last year, King Tribhuvan Bir Bikram took refuge with his family in the Indian Embassy. He then moved to New Delhi. Meanwhile, Nepal’s Prime Minister, Mohan Shamsher, deposed the King and installed a three-year-old infant on the throne. While the King departed for Delhi, the Nepali Congress revolted against the Rana regime in Nepal. It is natural for India to be concerned about these events in Nepal. The turmoil in Tibet across the Himalayas further increased its concern. India firmly refused to accept the infant King of Nepal. Britain and the United States, recognizing India’s special position in this matter, did not take any action that would have complicated the situation. As far as is known, these countries advised the Prime Minister of Nepal to seek resolution of the Nepalese problem with India’s assistance.
