A Turbulent World

अशांत दुनिया

क्या हम तीसरे विश्व युद्ध के द्वार पर पहुंच चुके हैं? कोरिया में घटना-चक्र जिस तेजी के साथ घूमा है और घूम रहा है, उससे संसार के प्रत्येक चेतन व्यक्ति को यह सोचने के लिए बाध्य होना पड़ा है। कोई भी व्यक्ति, वह किसी भी देश, जाति या धर्म से संबंधित क्यों न हो, यह नहीं चाहता कि दूसरी विश्व-व्यापी लड़ाई के थपेड़ों से आहत जर्जरित दुनिया फिर विनाश और प्रलय का लीलाक्षेत्र बन जाये। मानव स्वभाव से ही शांतिप्रिय है, यद्यपि क्षणिक आवेश और बर्बरता का भी उसमें अभाव नहीं। किंतु हमारे स्वार्थी, अधिकार-लोलुप और विश्व-प्रभुता का स्वप्न देखने वाले राजनीतिज्ञ इस शांतिप्रियता को अक्षुण्ण रहने देंगे, इसमें सन्देह ही है। यदि आज तीसरे विश्व-युद्ध की ज्वाला अपने प्रचण्ड रूप में भभक उठी, तो उसका एक बड़ा दोष इन्हीं राजनीतिज्ञों पर ही होगा। राष्ट्रपति ट्रूमन द्वारा कोरिया पर अणु-बम छोड़ने की धमकी देने के बाद तो अमरीका में एक प्रकार का युद्धोन्माद-सा छा गया है। अनेक प्रभावशाली पत्रों तथा सभासदों ने यह मांग करनी प्रारम्भ कर दी है कि जनरल मैकार्थर को कोरिया और मंचूरिया पर अणु-बम गिराने की आज्ञा दे दी जाये।

एशिया और विश्व की शांतिप्रिय जनता की ओर से हम अमरीका से पूछते हैं कि उसे एशिया की पुण्य धरती पर अणु-बम गिराने और उसकी युग-युग पोषित सभ्यता व संस्कृति का विनाश करने का क्या अधिकार है? उसे साम्यवाद का दमन करने के नाम पर एशिया के बढ़ते हुए राष्ट्रवाद को कुचलने का क्या अधिकार है? क्या वह अब भी नहीं समझ सका कि एशिया में साम्यवाद का विकास उसकी तथा उसके पिछलग्गुओं की साम्राज्यवादी नीति की ही प्रतिक्रिया है? क्या अमरीका समझता है कि वह एशिया पर अणु-बम अथवा उदजन-बम गिराकर यहां की जनता के हृदय को जीत सकता है? उसे समझना चाहिए कि किसी प्रकार के भी साम्राज्यवाद के दिन अब लद गये। एशिया जाग उठा है। वह अपनी शक्ति तथा समस्याओं को पहचानने लगा है। उसके हृदय पर अधिकार पाने का एक ही रास्ता है- एशिया की समस्याओं को समझना और सहानुभूतिपूर्वक उनका निराकरण करना। भारत इसका एक उदाहरण है। राष्ट्रपति ट्रमन ने जो कहा है, उससे तृतीय विश्व युद्ध निस्संदेह कुछ पास खिंच आया है और स्थायी शांति की आशा धूमिल पड़ गयी है।

Are we on the brink of a Third World War? The rapidity with which events have unfolded and are unfolding in Korea has compelled every conscious person in the world to reflect on this. No one, regardless of country, race, or religion, wants the world, battered by the blows of another global conflict, to once again become a battlefield of destruction and devastation. Humans are inherently peace-loving, though they are not without their share of momentary rage and barbarity. But it is doubtful whether our selfish, power-hungry, and global-dominated politicians will allow this peace-loving nature to remain intact. If the flames of a Third World War flare up today, these same politicians will bear a significant portion of the blame. After President Truman’s threat to drop the atomic bomb on Korea, a kind of war frenzy has gripped America. Many influential newspapers and members of parliament have begun demanding that General MacArthur be given permission to drop atomic bombs on Korea and Manchuria.

On behalf of the peace-loving people of Asia and the world, we ask the United States: what right does it have to drop atomic bombs on the sacred land of Asia and destroy its age-old civilization and culture? What right does it have to crush Asia’s growing nationalism in the name of suppressing communism? Does it still fail to understand that the growth of communism in Asia is a reaction to its and its followers’ imperialist policies? Does the United States believe it can win the hearts of its people by dropping atomic or hydrogen bombs on Asia? It should understand that the days of any form of imperialism are over. Asia has awakened. It has begun to recognize its strengths and problems. There is only one way to capture its heart: to understand Asia’s problems and to address them sympathetically. India is an example of this. What President Truman has said has undoubtedly brought World War III closer and the hope of lasting peace has faded.
