Administration Must Strictly Curb the Use of Deadly Kite String

जानलेवा मांझे को सख्ती से रोके प्रशासन

मकर संक्रांति के दिन आसमान पूरी तरह से पतंगों से ढक जाता है। इस त्योहार के नजदीक आते ही पतंगों की ब्रिकी तेज हो जाती है। हालांकि, पतंगबाजी का उल्लास कभी-कभी दुखद हादसों में भी बदल जाता है, खास तौर से तब, जब पतंग में चीनी मांझे का प्रयोग किया जाता है। बीते कई दिनों से चीनी मांझे को लेकर कई घटनाएं, सुर्खियों में रहीं। कहीं इसकी वजह से इंसान चोटिल हुए, तो कहीं पशु पक्षी। इस मांझे से दोपहिया वाहन चालकों के गला कटने की घटनाएं भी हुई हैं। इस तरह के कई हादसे हो चुके हैं, लेकिन प्रशासन शिथिल बना हुआ है। कहने के लिए इस मांझे का प्रयोग प्रतिबंधित है। शहरों में और दुकानों में इसको लेकर ‘सर्च अभियान’ भी चलाया जाता है, पर यह समझ से परे है कि इस तरह की ‘निगरानी’ के बावजूद लोगों तक यह जानलेवा मांझा कैसे पहुंच रहा है? साफ है, कहीं न कहीं दुकानदारों में प्रशासनिक कार्रवाई का डर नहीं है और ऐसा तभी होता है, जब प्रशासन अपना काम ईमानदारी से नहीं करता। वक्त की यही जरूरत है कि उन दुकानदारों पर सख्त कार्रवाई की जाए, जो ऐसे मांझे रखते हैं। उन पर हजारों-लाखों रुपये का जुर्माना और दुकान का लाइसेंस कम से कम पांच वर्षों के लिए निरस्त करना जरूरी है, तभी कोई दुकानदार चीनी मांझे को बेचने का दुस्साहस नहीं कर सकेगा। इस तरह की कारगर रणनीति ही चीनी मांझे को बाजार से बाहर कर सकती है। जब हम जानते हैं कि यह मांझा जानलेवा है, तब इससे दूरी बरतना ही उचित है। इसके लिए प्रशासन को अपना पूरा जोर लगा देना चाहिए।

चीनी मांझा हत्यारा मांझा बन चुका है। जहर वाली यह डोर आसमान से नहीं,

बल्कि बेखौफ लापरवाही से नीचे उतर रही है। हाईकोर्ट का प्रतिबंध, पुलिस की छापेमारी- सब मानो कागजी ढोंग हैं। बाजारों में यह कातिल धागा खुलेआम बिक रहा है और लोग बेधड़क इसे पतंग में लगाकर उड़ा रहे हैं, क्योंकि उनमें सजा का डर मिट गया है। क्या व्यवस्था इतनी नाकारा है कि हर साल दर्जनों जिंदगियां लौल जाएं, फिर भी कोई सख्त रोक न लगे? अब निर्णायक कार्रवाई का वक्त है। बेचने वालों को जेल, इस्तेमाल करने वालों पर लाखों का जुर्माना, दोपहिया वाहनों पर सतर्कता, हर मोहल्ले में जागरूकता अभियान, ये सभी काम जरूरी हैं और इन पर अमल होना ही चाहिए। उल्लास के नाम पर मौत का जश्न नहीं चलेगा। इस मांझे का प्रयोग खतरनाक है। प्रशासन जागो, अन्यथा यह जहर कई और जिंदगियों को छीन लेगा।

However, the joy of kite flying sometimes turns into tragic accidents, especially when Chinese kite string is used. In recent days, several incidents involving Chinese kite string have made headlines. People and animals have been injured, and there have even been incidents of two-wheeler riders suffering fatal neck injuries from this string. Many such accidents have occurred, yet the administration remains inactive. The use of this string is supposedly banned. ‘Search operations’ are conducted in cities and shops, but it is incomprehensible how this deadly string is still reaching people despite such ‘monitoring’. Clearly, shopkeepers have no fear of administrative action, and this only happens when the administration fails to do its job honestly. It is imperative that strict action be taken against shopkeepers who stock such string. Imposing fines of thousands or even lakhs of rupees and revoking their shop licenses for at least five years is necessary to deter any shopkeeper from daring to sell Chinese kite string. Only such an effective strategy can eliminate Chinese kite string from the market. When we know that this string is deadly, it is only right to stay away from it. The administration should put all its efforts into this.

Chinese kite string has become a killer string. This poisonous thread is not falling from the sky,

but is being unleashed below due to reckless negligence. The High Court’s ban, police raids – all seem to be mere paper formalities. This deadly thread is being sold openly in the markets, and people are fearlessly using it to fly kites because the fear of punishment has vanished. Is the system so ineffective that dozens of lives are lost every year, yet no strict measures are taken? Now is the time for decisive action. Those who sell this dangerous kite string must be jailed, and those who use it should face hefty fines. Increased vigilance regarding two-wheelers and awareness campaigns in every neighborhood are also essential and must be implemented. Celebrating death in the name of revelry is unacceptable. The use of this kite string is dangerous. The administration must wake up, otherwise this poison will claim many more lives.
