बिहार में एक युग का अंत होने जा रहा

नीतीश कुमार ने बिहार में अपने नेतृत्व के अंत की पटकथा लिख दी। इससे बड़ा सच यह है कि उनके नेतृत्व की पटकथा पूरी हुई। इसका लेखक अनाम भी नहीं है। बिहार विधानसभा चुनाव के कुछ महीने पहले मुजफ्फरपुर में मोहन भागवत ने कहा था, ‘दुर्भाग्य लंबे समय तक नहीं रहता।’ तभी मैंने इसे चिह्नित किया था। सवाल था, जब सत्ता में नीतीश व भगवा दल साथ थे, 20 वर्षों में लगभग 15 साल ‘साथ रहे, तब मोहन भागवत आखिर किस दुर्भाग्य की बात कह रहे थे? वह दुर्भाग्य था, लालू-नीतीश का नेतृत्व। सवर्णों की सत्ता का कमजोर या दोयम होना, इसीलिए मोहन भागवत ने बिहार चुनाव का एजेंडा दिया था और उस पर संघ-भाजपा के नेता काम कर रहे थे।

तो अब लालू-नीतीश युग का अंत हुआ? क्या अंत की ओर एक प्रस्थान शुरू हो गया? हां, बिल्कुल। 2022 की सर्दियों में कुछ भाजपा विधायकों के बीच तत्कालीन प्रदेश अध्यक्ष के मुंह से मैंने सुना था कि नीतीश कुमार ‘अस्वस्थ’ हैं। तब से इसे लगातार प्रचारित-प्रसारित किया जाता रहा। नीतीश कुमार की सेहत ठीक नहीं है, लेकिन अभी उनकी सेहत वजह नहीं है। ‘हुआ क्या’ का विवरण तो राजनीति में कुछ महीनों, सालों के बाद आता है, मगर अभी का सच यही है कि नीतीश विदा ले रहे हैं।

तो कैसे याद किया जाएगा उनको ? अभी तो वह राज्यसभा जा रहे हैं, यानी पारी जारी है, लेकिन बिहार में 20 से 21 वर्षों के अपने मुख्यमंत्री काल और उसके पहले के समय में वह कैसे दर्ज होंगे, इसे समझने के लिए पूरी किताब की जरूरत होगी। विश्लेषण के पैमाने कई होंगे- राज्य में संरचनात्मक विकास, समावेशी विकास, कानून-व्यस्था, सांप्रदायिकता, स्त्री पक्षधरता- उसका रूप, सामाजिक न्याय का कालचक्र आदि। क्या वह एक परास्त योद्धा की तरह हंगि, घनानंद हंगि या फिर मौर्य होंगे ? नीतीश कुमार के राजनीतिक फैसलों के मूल्यांकन के लिए कुछ काल-बिंदु हैं- दिल्ली का विहार भवन कांड, 2005 में सत्ता हस्तांतरण, 2010 में भाजपा से टकराव, 2017 में भाजपा के साथ साझेदारी, 2022 में भाजपा से पुनः मुकाबला, 2023-24 में ‘इंडिया’ ब्लॉक के घटनाक्रम और पुनः भाजपा के साथ शरणागत होना। कहने का अर्थ यह है कि नीतीश कुमार के हिस्से में और भी स्टेटमेंट बाकी हैं। हालांकि, एक कथन मैं आपको दे रहा हूं। विपक्ष की एक विधायक ने मुझसे कहा, ‘नीतीश जी यदि अस्वस्थ हैं भी, तो हम महिलाओं के लिए काम करते हुए ही वह बीमार हुए न ?’ स्पष्ट है, यह कथन किसी लाभ की उम्मीद से नहीं कहा गया था।

Nitish Kumar has scripted the end of his leadership in Bihar. The bigger truth is that the script of his leadership is complete. Its author is not anonymous. A few months before the Bihar Assembly elections, Mohan Bhagwat said in Muzaffarpur, “Misfortune does not last long.” That’s when I highlighted it. The question was, when Nitish and the saffron party were together in power, for almost 15 years out of 20 years. What misfortune was Mohan Bhagwat referring to? That misfortune was the leadership of Lalu and Nitish. The weakening or secondary power of the upper castes is why Mohan Bhagwat had set the agenda for the Bihar elections, and the RSS-BJP leaders were working on it.

So, is the Lalu-Nitish era over now? Has a departure towards the end begun? Yes, absolutely. In the winter of 2022, I heard from the then state president among some BJP MLAs that Nitish Kumar was “unwell.” Since then, it has been continuously publicized. Nitish Kumar’s health is not good, but his health is not the reason. Details of what happened in politics come after a few months or years, but the current truth is that Nitish is leaving.

So how will he be remembered? He is currently going to the Rajya Sabha, meaning his innings continues. But to understand how he will be recorded in his 20 to 21 years as Chief Minister of Bihar and the period before that would require an entire book. The parameters of analysis will be many: structural development in the state, inclusive development, law and order, communalism, women’s advocacy – its form, the cycle of social justice, etc. Will he be like a defeated warrior like Hungi, Ghananand Hungi, or Maurya? There are several timelines to evaluate Nitish Kumar’s political decisions: the Vihar Bhavan incident in Delhi, the transfer of power in 2005, the confrontation with the BJP in 2010, the partnership with the BJP in 2017, the re-contest with the BJP in 2022, the developments in the ‘India’ bloc in 2023-24, and his return to the BJP. This means that Nitish Kumar has many more statements to make. However, I will share one. An opposition MLA said to me, “If Nitishji is unwell, he fell ill while working for us women, right?” Clearly, this statement was not made with any expectation of benefit.
