At the Crossroads of Destiny

भाग्य के चौराहे पर

अंग्रेजी राज्य के समय से हमारे देश में यह परम्परा चली आ रही है कि अंग्रेज व्यापारियों की संस्था (एसोशियेटेड चैम्बर्स ऑफ कामर्स) के वार्षिकोत्सव पर सरकार का कोई प्रमुख व्यक्ति निमंत्रित होकर जाता है और वहां के अध्यक्षीय भाषण में उठाये गये मुद्दों का जवाब देते हुए देश की स्थिति का सिंहावलोकन करता है। स्वतंत्रता के बाद भी इस परम्परा को हमने नहीं छोड़ा है और अंग्रेज शासकों की जगह अब भारतीय शासक वह रस्म अदा करते हैं। इस बार हमारे वित्त मंत्री श्री चिंतामणि देशमुख को यह रस्म अदा करने का सुयोग मिला और इस सिलसिले में जो भाषण उन्होंने दिया वह हमारे सामने है। अपने इस भाषण में श्री देशमुख ने यह बिल्कुल ठीक कहा है कि ‘आज भारत भाग्य के चौराहे पर है।’ उन्होंने बताया कि आजकल अन्तर्राष्ट्रीय वातावरण गम्भीर आशंकाओं से भरपूर है, हमारी आन्तरिक कठिनाइयां निश्चय ही बहुत गम्भीर हैं तथा वर्तमान अस्थिर परिस्थितियों से हमारी समस्याओं का सुलझना और अधिक कठिन हो गया है। फिर भी आशा की यह वाणी उन्होंने सुनाई कि ‘तात्कालिक कठिनाइयों के बावजूद स्थिरता के चिन्ह देखकर मैं सोत्साह हूं और मुझे लगता है कि निकट भविष्य की (तात्कालिक) कठिनाइयों को हम पार कर सकते हैं।’ निश्चय ही ये ऐसे उद्‌गार हैं, जो निराशा में आशा पैदा कर सकते हैं और हम चाहते हैं कि भाग्य के चौराहे पर खड़े हुए हम ठीक मार्ग ही ग्रहण करें, जिससे इस आशा को पूर्ण होने का अवसर मिले।

वित्त-मंत्री का भाषण एसोशियेटेड चैम्बर्स ऑफ कामर्स या व्यापारमण्डल के अध्यक्ष सर एडवर्ड बॅथल द्वारा उठाये गये मुद्दों के जवाब में था, जिसमें शुद्ध व्यापारी दृष्टिकोण से सरकार के घाटे के बजट, कर-व्यवस्था तथा मुद्रास्फीति प्रतिबन्ध और जीवन-व्यय में तथा कीमतों में कमी लाने में सफलता-हीनता की आलोचना की गई थी। वित्त मंत्री द्वारा इन मुद्दों पर उन्हें आश्वस्त करना और सरकारी दृष्टिकोण तथा तत्सम्बन्धी सरकारी कार्यों का भान कराना स्वाभाविक था। यह सब उनके भाषण में मिलता है। वित्त मंत्री ने आश्वासन दिया है कि आर्थिक नीति में सरकार ने राजनीति को हस्तक्षेप नहीं करने दिया है तथा कानून-व्यवस्था के पालन द्वारा ऐसी आर्थिक स्थितियां उत्पन्न करने का उसे भान है, जिनसे कि उत्पादन वृद्धि हो।

Since the time of British rule, a tradition has prevailed in our country: a prominent government official is invited to the annual celebration of the Associated Chambers of Commerce (an organization of British merchants), where they respond to the issues raised in the presidential address and provide an overview of the country’s situation. Even after independence, we have not abandoned this tradition, and now Indian leaders perform this ritual in place of the British rulers. This time, our Finance Minister, Mr. Chintamani Deshmukh, had the opportunity to perform this duty, and the speech he delivered is before us. In his speech, Mr. Deshmukh rightly stated that “India stands at the crossroads of destiny.” He explained that the current international environment is fraught with serious anxieties, our internal difficulties are undoubtedly very serious, and the present unstable circumstances have made the resolution of our problems even more difficult. Nevertheless, he offered a message of hope, saying, “Despite the immediate difficulties, I am encouraged by the signs of stability, and I believe that we can overcome the immediate difficulties in the near future.” These are certainly sentiments that can inspire hope in the midst of despair, and we hope that, standing at this crossroads of destiny, we will choose the right path, so that this hope may be fulfilled.

The Finance Minister’s speech was in response to the issues raised by Sir Edward Bethell, the president of the Associated Chambers of Commerce, who, from a purely business perspective, criticized the government’s deficit budget, tax system, and its failure to control inflation and reduce the cost of living and prices. It was natural for the Finance Minister to reassure him on these issues and to explain the government’s perspective and related actions. All of this is reflected in his speech. The Finance Minister assured that the government has not allowed politics to interfere with economic policy and that it is aware of the need to create economic conditions through the maintenance of law and order that will lead to increased production.
