एटली-टूमन वार्ता

सुदूर पूर्व के संकट की पृष्ठभूमि में, जिसने एक और विनाशक विश्वयुद्ध का खतरा पैदा कर दिया है, ब्रिटिश प्रधानमंत्री श्री एटली ने वाशिंगटन की यात्रा की थी। अमरीकी राष्ट्रपति श्री टूमन के साथ पिछले पांच दिनों में उन्होंने छः मर्तबा बातचीत की। अब उनकी वार्ता समाप्त हो चुकी है और उसके बाद दोनों जिन निष्कर्षों पर पहुंचे हैं, उन्हें एक विज्ञप्ति में प्रकट कर दिया गया है। दोनों राष्ट्र-नेताओं ने केवल सुदूर-पूर्व की समस्याओं पर ही विचार नहीं किया, बल्कि पूर्व और पश्चिम की सारी स्थिति का सिंहावलोकन किया और उसे ध्यान में रखते हुए निर्णय किये।

जहां तक अणु बम के प्रयोग का संबंध है, श्री एटली राष्ट्रपति टूमन से यह आश्वासन प्राप्त करने में सफल हुए हैं कि अणु बम का प्रयोग करने के पहले अमरीकी राष्ट्रपति श्री एटली को सूचित कर देंगे। अमरीका अणु बम को रामबाण समझ बैठा है। वह भारत के प्रधानमंत्री श्री नेहरू की भांति यह मानने के लिए तैयार नहीं है कि अणु बम मूर्तिमान बुराई है और उसके उपयोग का अर्थ उस बुराई के आगे पूर्णतया आत्मसमर्पण करना होगा। टोकियो में जो अमरीकी सैनिक विशेषज्ञ हैं, उन्होंने अपनी यह सम्मति प्रकट की है कि अमरीका कोरिया में अणु बम का प्रयोग करे, तो भी उससे युद्ध की रफ्तार नहीं बदलेगी, फिर भी अमरीका उस अस्त्र के परित्याग की घोषणा नहीं कर सकता, जिसे दुनिया के करोड़ों लोग अवांछनीय समझते हैं। राष्ट्रपति ट्रमन ने अणु बम की तलवार को लटकते हुए रखा है। किसी भी समय अमरीका अणु बम के प्रयोग की आवश्यकता अनुभव कर सकता है और जब वह इसकी आवश्यकता समझेगा, तो उसका प्रयोग करने के पहले श्री एटली को केवल सूचना मात्र देगा।

यह दावा किया गया है कि ब्रिटेन और अमरीका समान उद्देश्यों से प्रेरित हैं और उन उद्देश्यों की पूर्ति के लिए संयुक्त कार्रवाई करना चाहते हैं, तब अणु बम का प्रयोग करने का गंभीर कदम उठाने में दोनों पक्षों की पूर्व अनुमति की आवश्यकता स्पष्टतः स्वीकार की जानी चाहिए थी। पूर्व स्वीकृति के स्थान पर श्री एटली ने सूचना मिलने की बात पर ही संतोष मान लिया है। अवश्य ही इस विधि में भी आपसी परामर्श की गुंजाइश है, किन्तु अंतिम निर्णय अमरीका के हाथ में सुरक्षित रहेगा।

Against the backdrop of the crisis in the Far East, which threatened to unleash another devastating world war, British Prime Minister Mr. Attlee traveled to Washington. He held six meetings with American President Mr. Truman over the past five days. Their talks have now concluded, and the conclusions they reached have been revealed in a joint communiqué. The two leaders not only discussed the problems of the Far East but also reviewed the entire situation in the East and West and made their decisions accordingly.

Regarding the use of the atomic bomb, Mr. Attlee succeeded in obtaining an assurance from President Truman that the American President would inform Mr. Attlee before using the atomic bomb. America considers the atomic bomb a panacea. Unlike Indian Prime Minister Mr. Nehru, it is unwilling to accept that the atomic bomb is the embodiment of evil and that its use would mean complete surrender to that evil. American military experts in Tokyo have expressed the opinion that even if America uses the atomic bomb in Korea, it will not change the course of the war; nevertheless, America cannot renounce the weapon that millions of people around the world consider undesirable. President Truman has kept the sword of the atomic bomb hanging. At any time, America may feel the need to use the atomic bomb, and when it deems it necessary, it will merely inform Mr. Attlee before using it.

It is claimed that Britain and America are motivated by common objectives and want to take joint action to achieve those objectives. In that case, the prior consent of both parties should have been clearly required before taking the serious step of using the atomic bomb. Instead of prior consent, Mr. Attlee has settled for mere notification. While this method does allow for mutual consultation, the final decision will remain in America’s hands.
