सरकार ने गिग कामगारों पर 10 मिनट में सामान पहुंचाने की पाबंदी हटाकर बेहद सराहनीय कार्य किया है। आजकल की भागदौड़ वाली जिंदगी में लोग समय की बचत के लिए ऑनलाइन सामान मंगाने को अधिक तवज्जो देने लगे हैं। इस कारण कंपनियां अपने नाम और काम को बढ़ाने के लिए कम से कम समय में सामान पहुंचाने की प्रतियोगिता में लग गईं, फिर चाहे इसके लिए डिलीवरी पार्टनर को जोखिम के बीच सामान क्यों न पहुंचाना पड़े ? डिलीवरी पार्टनर की मजबूरी यह है कि आर्थिक वजहों से वे यह सब करने को मजबूर थे। सड़कों पर आड़ी-तिरछी गाड़ी चलाकर वे दस मिनट के भीतर ऑर्डर पूरा कर रहे थे। इस कारण उनके साथ हादसे भी हो रहे थे। अब मजबूर होकर वे ऐसा नहीं करेंगे। उन पर सामान पहुंचाने के लिए 10 मिनट की पाबंदी हटाने से जहां वे खुश हैं, वहीं उनके परिजन भी निश्चिंत होंगे। काश। यह फैसला पहले ले लिया जाता, तो कई घरों के चिराग न बुझते।

संकेत है कि अब सरकार गिग कामगारों की समस्याओं को गंभीरता से ले रही है। क्विक कॉमर्स की दुनिया में रफ्तार के नाम पर जो अंधी दौड़ चल रही थी, उस पर ब्रेक लगाना जरूरी कदम है। 10 मिनट डिलीवरी का वादा सुनने में जितना आकर्षक लगता था, उसकी कीमत डिलीवरी पार्टनर्स, यानी गिग कामगार अपनी जान, सेहत और सुरक्षा से चुका रहे थे। ट्रैफिक नियमों की अनदेखी, तेज रफ्तार में गाड़ी चलाना, समय का दवाव और लक्ष्य पूरा करने की मजबूरी ने इन कामगारों को इंसान से ज्यादा मशीन बना दिया था। केंद्रीय मंत्री मनसुख मंडाविया के हस्तक्षेप के बाद 10 मिनट डिलीवरी वाली व्यवस्था का खत्म होना इस बात का श्रम मंत्रालय और कंपनियों के बीच हुई चर्चा में यह साफ हुआ कि सख्त समय-सीमा सीधे तौर पर दुर्घटनाओं व जोखिम को बढ़ाती है, जिसका खामियाजा डिलीवरी पार्टनर भुगतता है, जबकि लाभकंपनियों व ग्राहकों को मिलता है। मंत्री का यह कहना भी उचित है कि सुविधा और मुनाफे के लिए किसी की जान से समझौता नहीं किया जा सकता। संसद में आम आदमी पार्टी के नेता राघव चड्डा ने भी गिग कामगारों के सम्मान, सुरक्षा, उचित मजदूरी और सामाजिक सुरक्षा की मांग की थी। हालांकि, यह भी समझना होगा कि सामाजिक सुरक्षा संहिता, 2020 के लागू होने के साथ पहली बार गिग वर्कर्स और इस तरह के कामगारों को कानूनी पहचान मिली है, जो अपने आप में एक बड़ा बदलाव है। उम्मीद है, अब इन कामगारों का जीवन कुछ सुखद बन सकेगा।

The delivery partners were forced to do this due to economic reasons. They were driving recklessly on the roads to complete orders within ten minutes, leading to frequent accidents. Now, they will no longer be compelled to do so. While they are happy with the removal of the 10-minute delivery restriction, their families will also be relieved. If only this decision had been taken earlier, many lives could have been saved.

This indicates that the government is now taking the problems of gig workers seriously. Putting a stop to the reckless race for speed in the world of quick commerce was a necessary step. The promise of 10-minute delivery, however attractive it sounded, came at the cost of the lives, health, and safety of the delivery partners, the gig workers. Disregarding traffic rules, speeding, time pressure, and the compulsion to meet targets had turned these workers into machines rather than human beings. The end of the 10-minute delivery system, following the intervention of Union Minister Mansukh Mandaviya, became clear during discussions between the Ministry of Labour and the companies that strict deadlines directly increase accidents and risks, the consequences of which are borne by the delivery partners, while the benefits go to the companies and customers. The minister’s statement that convenience and profit cannot come at the cost of someone’s life is also justified. Aam Aadmi Party leader Raghav Chadha had also demanded respect, safety, fair wages, and social security for gig workers in Parliament. However, it is also important to understand that with the implementation of the Social Security Code, 2020, gig workers and similar workers have received legal recognition for the first time, which in itself is a significant change. Hopefully, this will now lead to an improvement in the lives of these workers.
