The Pressure on Gig Workers Will Not Ease

गिग कामगारों पर दबाव कम न होगा

गिग कामगारों के लिए सामान-आपूर्ति में 10 मिनट की बाध्यता खत्म कर देने से उनको निश्चय ही राहत मिली होगी, पर सिर्फ इसी बूते हम उनके उन्नत जीवन का ख्वाब नहीं देख सकते। कई ऐसी चुनौतियां हैं, जिनसे पार पाना जरूरी है। अन्यथा, गिग कामगारों की सुरक्षा, सम्मान और कार्यदशाओं को लेकर चल रही बहस निर्रधक साबित हो जाएगी। सबसे पहले यह समझना होगा कि क्विक कॉमर्स ने इतनी तेजी से तरक्की कैसे की? वास्तव में, लोगों को घर पर ही सुविधा पाने की लालसा है। सरकार ने 10 मिनट की सेवा तय नहीं की थी। यह तो कंपनियों को आपस की होड़ थी। अब यदि सरकार नेइस पर अंकुश लगाने का प्रयास किया है, तो यह स्वागतयोग्य है, लेकिन इससे यह दावा नहीं किया जा सकता कि तुरंत सुविधा उपलब्ध कराने वाली यह सेवा बंद हो जाएगी। अलबत्ता, इसका रूप बदल सकता है। अब कंपनियां दस मिनट कहकर अपना प्रचार नहीं करेंगी, लेकिन डिलीवरी पार्टनरों पर यह दबाव डाल सकती हैं कि वे जल्द उपभोक्ताओं को सामान पहुंचा दें। मुमकिन है, इसके लिए वे अलग से इंसेंटिव की व्यवस्था करें, जिसकी लालसा में डिलीवरी पार्टनर फिर से सड़कों पर रेस लगाते दिख जाएं। 10 मिनट में डिलीवरी की होड़ से जिस तरह की अस्वस्थ प्रतिस्पर्द्धा का जन्म हुआ था, वह इस सेवा के बंद होने के बाद भी नए रूप में जारी रह सकती है, जबकि कई अध्ययन बताते हैं कि ऐसे मॉडल से सड़क दुर्घटनाओं की आशंका कई गुना अधिक रहती है।

हालांकि, इसके अलावा भी कुछ मुश्किलें गिग कामगारों के सामने हैं। आय में अनिश्चितता, एल्गोरिदम आधारित इंसेंटिव तंत्र की अपारदर्शिता, लंबे कार्य घंटे और दुर्व्यवहार जैसे मुद्दे अब भी गिग कामगारों के सामने बने हुए हैं। इनके लिए न्यूनतम आय गारंटी की भी दरकार है, जिसकी वकालत अंतरराष्ट्रीय श्रम संगठन करता रहता है और हमारे यहां भी, विशेषकर विपक्ष के नेता इस बात को लेकर अपनी आवाज बुलंद करते रहते हैं। यह समझना होगा कि सुविधा और मुनाफे की दौड़ में इंसानी जान को जोखिम में नहीं डाला जाना चाहिए। सरकारों को चाहिए कि वे गिग कामगारों के हित में और प्रयास करें। यह करना इसलिए भी जरूरी है, क्योंकि क्विक कॉमर्स की सफलता इन्हीं गिग कामगारों की सेहत पर निर्भर करती है। कुल मिलाकर, इनको पर्याप्त सुरक्षा देना, इनकी सामाजिक सुरक्षा सुनिश्चित करना और इनके लिए कामकाज का माहौल बेहतर बनाना हमारे नियामक तंत्रों की जिम्मेदारी है, जो उन्हें हर हाल में निभानी चाहिए।

While the removal of the 10-minute delivery deadline for gig workers has undoubtedly provided them with some relief, we cannot simply assume that this will lead to improved lives for them. Several challenges remain that need to be addressed; otherwise, the ongoing debate about the safety, dignity, and working conditions of gig workers will prove futile. First, we must understand how quick commerce grew so rapidly. In reality, people crave the convenience of having things delivered to their homes. The government did not mandate the 10-minute service; it was a result of competition among companies. Now, if the government has attempted to curb this, it is a welcome step, but this does not mean that this instant delivery service will cease to exist. Its form may simply change. Companies may no longer advertise 10-minute deliveries, but they can still pressure delivery partners to deliver goods quickly to consumers. They might even introduce separate incentives for this, which could lead delivery partners to race on the roads again. The unhealthy competition that arose from the 10-minute delivery race could continue in a new form even after this service is discontinued, despite several studies indicating that such models significantly increase the risk of road accidents.

However, gig workers face other difficulties as well. Issues such as income uncertainty, the opacity of algorithm-based incentive systems, long working hours, and mistreatment still persist. They also need a minimum income guarantee, which the International Labour Organization advocates for, and which is also a demand raised by many in India, particularly opposition leaders. It must be understood that human lives should not be risked in the pursuit of convenience and profit. Governments need to make further efforts to protect the interests of gig workers. This is also crucial because the success of quick commerce depends on the well-being of these gig workers. Ultimately, providing them with adequate protection, ensuring their social security, and improving their working conditions is the responsibility of our regulatory systems, a responsibility they must fulfill at all costs.
