Bihar’s Food Crisis

बिहार का खाद्य संकट

अन्न की दृष्टि से देश के जितनी भी कमी वाले इलाके हैं, उनमें बिहार सबसे अहम प्रतीत होता है। बिहार को गम्भीर अन्न-संकट का सामना करना पड़ रहा है। उत्तरी बिहार में किसानों, विशेषकर खेतिहर मजदूरों की दयनीय अवस्था हो गई है।

उत्तरी बिहार के कुछ अभाव ग्रस्त इलाकों का दौरा करके एक ब्रिटिश समाचार-पत्र का संवाददाता लौटा है। उसका कहना है कि पर्याप्त पोषण के अभाव में लोग बीमार पड़ कर मरने लगे है। देहातों में तो लोग दो-दो तीन-तीन दिन के भीतर एक-दो मुट्ठी भर अन्न अथवा दाल खाकर जिन्दगी बसर कर रहे हैं। बिहार के चार अलग-अलग प्रदेशों से भूख के कारण करीब-करीब 43 मौतें होने के समाचार प्राप्त हुए हैं। बिहार के इस गम्भीर खाद्य संकट पर देश में सर्वत्र आमतौर पर चिन्ता अनुभव जायेगी। भारत के प्रधानमंत्री ने तो देश की जनता को यह खुला आश्वासन दिया है कि उनकी सरकार किसी को भी अन्न के अभाव में भूखों नहीं मरने देगी। यदि त्याग की आवश्यकता होगी, तो सभी समान रूप से त्याग करेंगे और देश में जितना भी अनाज होगा, उसे समान रूप से बांट कर खायेंगे। बिहार के अन्न संकट के दो कारण तो सर्वविदित हैं। एक तो यह कि पिछले वर्ष बिहार में बाढ़ का प्रकोप रहा। दूसरे, समय पर वर्षा नहीं हुई और सूखा पड़ गया, जिससे शीतकालीन फसलें कुण्ठित हो गयीं।

किन्तु ब्रिटिश पत्र के संवादाता ने लिखा है कि बिहार में जो अन्न सुलभ है, उसका भी यथोचित वितरण नहीं हो पा रहा है। यदि वह त्रुटि है, तो बिहार सरकार इसको तो अवश्य ही दुरुस्त कर सकती है और प्राप्त अन्न के वितरण की समुचित व्यवस्था कर सकती है। आशा है वितरण की व्यवस्था के अभाव में किसी के भूखों मरने की नौबत नहीं आने दी जायेगी। भारत के खाद्य मंत्री श्री मुन्शी ने भारतीय संसद में इस बात से इन्कार किया है कि बिहार में भूख के कारण कोई मौत हुई है। उन्होंने कहा कि जिन तीन आदमियों के भूख के कारण मरने की बात कही जाती है, उनमें से एक तो तीन महीने पहले बुखार से मरा और दूसरे की तपेदिक से मृत्यु हुई, ऐसा प्रतीत होता है कि भूख के कारण जितनी मौतें होने के समाचार प्राप्त हुए हैं, उन सब की जांच अभी नहीं हो पायी है और श्री मुन्शी का खण्डन सिर्फ एक रिपोर्ट से ही संबंधित है।

Among all the food-deficit regions of the country, Bihar appears to be the most critical. Bihar is currently grappling with a severe food crisis. In North Bihar, the plight of farmers—particularly agricultural laborers—has become truly deplorable.

A correspondent for a British newspaper has recently returned from a tour of several scarcity-stricken areas in North Bihar. He reports that, due to a lack of adequate nutrition, people are falling ill and succumbing to death. In the villages, people are barely surviving on just a handful or two of grain or lentils consumed over the span of two or three days. Reports have been received from four different regions of Bihar indicating that approximately 43 deaths have occurred due to starvation. This grave food crisis in Bihar is a matter of widespread concern felt across the entire nation. The Prime Minister of India has publicly assured the people of the country that his government will not allow anyone to starve to death due to a lack of food. Should sacrifice become necessary, everyone will make equal sacrifices, and whatever grain is available in the country will be shared and consumed equitably. Two causes for Bihar’s food crisis are widely known: firstly, the state was ravaged by floods last year; and secondly, the failure of timely rainfall resulted in a drought, which stunted the growth of the winter crops.

However, the British newspaper correspondent has noted that even the food grains currently available in Bihar are not being distributed effectively. If this indeed constitutes a lapse, the Bihar government can certainly rectify it and establish a proper system for the distribution of available food supplies. It is to be hoped that no one will be allowed to starve to death simply due to a failure in the distribution mechanism. India’s Food Minister, Mr. Munshi, has, however, denied in the Indian Parliament that any deaths in Bihar have occurred as a result of starvation. He stated that, of the three individuals alleged to have died of starvation, one had actually passed away from fever three months ago, while the second died of tuberculosis. It appears that not all of the reported deaths attributed to starvation have yet been investigated, and Mr. Munshi’s refutation pertains to only one specific report.
