प्रतीक नहीं, कामकाज का तरीका बदलें

नाम बदल लेने से क्या किसी का चरित्र बदल जाता है? अगर ऐसा होता, तो भारतीय प्रशासनिक और न्यायिक तंत्र के कामकाज में अब भी ब्रिटिश साम्राज्य की झलक नहीं दिखती। 1947 में जब देश को आजादी मिली थी, तब इनके नाम के आगे भारतीय शब्द जोड़ दिया गया, ताकि इनसे भारतीयता का बोध आ सके, लेकिन हकीकत में इनके कामकाज का ढर्रा औपनिवेशिक युग-सा ही रहा। असलियत में शायद ही कोई बदलाव हुआ। संभवतः यह भी एक कारण है कि जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने केंद्र सरकार के इस नए नामकरण पर प्रतिकूल टिप्पणी की है। उन्होंने कहा है- नाम बदलने से मदद नहीं मिलती, काम बदलें। जमीन पर काम किए बिना सिर्फ नाम बदलने से कोई फायदा नहीं होगा।

वाकई, नाम में आखिर रखा क्या है। रहीम का एक चर्चित दोहा भी है जो रहीम उत्तम प्रकृति, का करो सकत कुसंग। चंदन विष व्यापत नहीं, लिपटे रहत भुजंग। इसका अर्थ है कि अगर आपका स्वभाव अच्छा है, तो बुरे व्यक्ति का संग आपको बुरा नहीं बना सकता, ठीक उसी तरह, जैसे विषैले सांपों से लिपटे रहने पर भी चंदन पर कोई असर नहीं होता। तो, हमें नाम के बजाय गुण (काम) पर अधिक ध्यान देना चाहिए। यह ठीक है कि राजभवन नाम से औपनिवेशिकता की बू आत्ती थी, लेकिन नया नाम भी तभी अपना औचित्य साबित कर सकेगा, जब लोकभवन में लोकतांत्रिक सिद्धांतों का अक्षरशः पालन किया जाएगा। ऐसा नहीं होना चाहिए कि किसी के इशारे पर राज्यपाल काम करें और जनता द्वारा चुनी गई सरकार को अस्थिर करने के प्रयास करें। इस तरह की हरकतें अगर होती हैं, तो राजभवन को चाहे लोकभवन क्यों न कहें, वे औपनिवेशक मानसिकता व सत्ता-दंभ के ही वाहक बने रहेंगे।

वास्तव में, आज भारतीयता की भावना हर किसी में जगाने की जरूरत है। न सिर्फ लोगों में, बल्कि देश के तमाम सांविधानिक अंगों में भी ऐसा किया जाना चाहिए, फिर चाहे वह कार्यपालिका हो, विधायिका हो या फिर न्यायपालिका। यहां मीडिया को भी छूट नहीं दी जानी चाहिए, और उसे भी लोकतंत्र के ध्वजावाहक को अपनी भूमिका पूरी ईमानदारी से निभानी चाहिए। अगर हमारी सरकार ऐसा करने में सफल रही, तो निश्चय ही एक नए भारत का आगाज होगा।

यह भारत जब सन् 2047 में विकसित राष्ट्रों में शुमार होगा, तब दुनिया भर के देशों के लिए मिसाल होगा, क्योंकि यह एकमात्र ऐसा देश होगा, जो सबसे बड़ा लोकतंत्र भी होगा और लोकतांत्रिक परंपराओं का वाहक भी।

Does changing a name change someone’s character? If that were true, wouldn’t the functioning of the Indian administrative and judicial systems still reflect the British Empire? When the country gained independence in 1947, the word “Indian” was added to their names to convey a sense of Indianness, but in reality, their functioning remained similar to that of the colonial era. Hardly any change has occurred. This is likely one reason why Jammu and Kashmir Chief Minister Omar Abdullah has commented negatively on the central government’s new nomenclature. He said, “Changing names doesn’t help; change the work. Simply changing names without on-the-ground work will be of no use.”

Really, what’s in a name? There’s a famous couplet by Rahim: “Rahim Uttam Prakriti, Ka Karo Sakt Kusang. Chandan Vish Vyapat Nahi, Lipete Rahat Bhujang.” This means that if you have a good nature, the company of a bad person cannot make you bad, just as sandalwood remains unaffected even when entangled with poisonous snakes. Therefore, we should focus more on qualities (actions) rather than names. It is true that the name Raj Bhavan reeked of colonialism, but the new name will only be justified if democratic principles are strictly followed in the Lok Bhavan. It should not be that the Governor acts at someone’s behest and attempts to destabilize the government elected by the people. If such actions continue, then even if the Raj Bhavan is called Lok Bhavan, it will remain a carrier of the colonial mentality and arrogance of power.

Indeed, today there is a need to awaken the spirit of Indianness in everyone. This should be done not only in the people, but also in all the constitutional organs of the country, be it the executive, the legislature, or the judiciary. The media should not be exempted from this, and it must fulfill its role as a flag-bearer of democracy with complete honesty. If our government succeeds in doing so, it will certainly usher in a new India.

When India becomes one of the developed nations in 2047, it will be an example for countries around the world, as it will be the only country that is both the largest democracy and a bearer of democratic traditions.
