A New Name Brings a Sense of Service and Duty

नए नाम से सेवा और कर्तव्य का बोध

अक्सर कहा जाता है कि नाम में क्या रखा है? मगर भारतीय संस्कृति इस प्रश्न का सौधा उत्तर देती है कि नाम में ही सब कुछ रखा है। हमारे यहां ‘यथा नाम तथा गुण’ की परंपरा उतनी ही पुरानी है, जितनी हमारी सभ्यता। मौजूदा दौर में जब दुनिया के अनेक देशों में मूल्यहीनता, आपसी संघर्ष, तानाशाही और सत्ता केंद्रित शासन का बोलबाला है, तब मोदी सरकार ने प्रधानमंत्री कार्यालय का नाम ‘सेवा तीर्थ’, राजभवनों का नाम ‘लोकभवन’ और केंद्रीय सचिवालय का नाम ‘कर्तव्य भवन’ करके एक गहरी सांस्कृतिक चेतना को पुनजीवित किया है। यह बोर्ड बदलने अथवा दीवारों पर नई पट्टिका लगाने का कदम भर नहीं है, बल्कि इसके पीछे शासन की आत्मा बदलने वाले सांकेतिक, दार्शनिक और वैचारिक बदलाव की भावना निहित है।

प्रधानमंत्री नरेंद्र मोदी बार-बार कहते रहे हैं कि वह प्रधान सेवक हैं और उनका कार्य सत्ता का प्रदर्शन नहीं, बल्कि सेवा की साधना है। उनके इसी मनोभाव के अनुरूप प्रधानमंत्री कार्यालय को अब सेवा तीर्थ कहा जाएगा। इससे यह संदेश दिया जा रहा है कि वहां से सिर्फ सत्ता का संचालन नहीं, बल्कि सेवा का कार्य होगा। इसी प्रकार राजभवनों का नाम बदलकर ‘लोकभवन’ करना एक क्रांतिकारी कदम है। ‘राज’ शब्द में हमेशा एक दूरी, एक अधिकार और सत्ता-भाव का एहसास जन मानस को होता रहा है, लेकिन ‘लोक’ शब्द में अपनापन, भागीदारी और साझेदारी का भाव समाया हुआ है। केंद्रीय सचिवालय का नाम कर्तव्य भवन रखने के पीछे नौकरशाही में सेवा भाव और कर्तव्य चोध का संचार करने की भावना निहित है। दशकों से इसे अधिकार, फाइलों की गति, निर्णयों की शक्ति और नौकरशाही की ताकत का प्रतीक माना जाता रहा है, लेकिन अब जब इसका नाम कर्तव्य भवन कर दिया गया है, तब प्रत्येक अधिकारी को हर घड़ी स्मरण रहेगा कि शासन का आधार अधिकार नहीं, कर्तव्य है।

यह नामकरण भारत के सांस्कृतिक पुनरुत्थान का महत्वपूर्ण अध्याय है। इसीलिए, विपक्षी दल का यह सवाल कि ऐसा करके सरकार करना क्या चाह रही है, बेमानी है, क्योंकि सरकार का इसके पीछे कोई छिपा एजेंडा नहीं है, उसके उद्देश्य तो स्पष्ट हैं। वह भारतीय संस्कृति लिए हर काम करना चाहती है। नामों में यह को उसका खोया हुआ गौरव लौटाने के बदलाव उस नए भारत की पहचान है, जो अपनी संस्कृति पर गर्व करता है और जिसे अपनी बोली, भाषा और शब्दों पर भरोसा है। लिहाजा, सरकार ने सिर्फ नाम नहीं बदले हैं, बल्कि औपनिवेशिक सोच के ताबूत पर आखिरी कील ठोकी है।

It’s often said, “What’s in a name?” But Indian culture offers a simple answer to this question: “The name itself is everything.” Our tradition of “As is the name, so is the quality” is as old as our civilization. In this era, when valuelessness, infighting, dictatorship, and power-centric governance are prevalent in many countries, the Modi government has revived a deep cultural consciousness by renaming the Prime Minister’s Office “Seva Teerth,” the Raj Bhavans “Lok Bhavan,” and the Central Secretariat “Kartavya Bhavan.” This is not merely a change of boards or a new plaque on the walls, but rather embodies a symbolic, philosophical, and ideological shift that transforms the very essence of governance.

Prime Minister Narendra Modi has repeatedly stated that he is the Prime Servant, and his work is not a display of power, but a pursuit of service. In keeping with this sentiment, the Prime Minister’s Office will now be called “Seva Teerth.” This conveys the message that it will not merely administer power but serve. Similarly, renaming the Raj Bhavans to “Lok Bhavans” is a revolutionary step. The word “Raj” has always conjured up a sense of distance, authority, and power, but the word “Lok” embodies a sense of belonging, participation, and partnership. The idea behind renaming the Central Secretariat as “Karvtav Bhavan” is to instill a sense of service and duty within the bureaucracy. For decades, it has been considered a symbol of authority, file movement, decision-making power, and bureaucratic strength. Now, with its name changed to “Karvtav Bhavan,” every official will remember at all times that the foundation of governance is duty, not rights.

This renaming marks an important chapter in India’s cultural renaissance. Therefore, the opposition party’s question about what the government is trying to achieve by doing this is meaningless. The government has no hidden agenda; its objectives are clear. It wants to do everything for the sake of Indian culture. The name changes to restore its lost glory are a reflection of a new India, proud of its culture and confident in its dialect, language, and words. Therefore, the government has not only changed the names but also hammered the final nail in the coffin of colonial thinking.
