युद्ध फैलने का भय
कोरिया के संघर्ष में युद्ध फैलने का भय छिपा हुआ है। कोरिया की युद्ध-स्थिति पर जनरल मेकआर्थर की पहली रिपोर्ट सुरक्षा परिषद के सामने प्रस्तुत की गई है। उसमें बताया गया है कि इस समय केवल अमरीकी फौजें कोरिया में लड़ रही हैं। अवश्य ही, ब्रिटेन, आस्ट्रेलिया, न्यूजीलैंड, कनाडा और नीदरलैंड ने अमरीकी फौजों को मदद पहुंचाने के लिए अपने समुद्री जहाज भेजे हैं। किन्तु कोरिया में युद्ध की सीधी झुलस अमरीकी फौजों को ही बर्दाश्त करनी पड़ रही है। जनरल मेकआर्थर का कहना है कि साम्यवादियों के पास रूसी युद्ध-सामग्री है और उनके साधन उनकी आंतरिक क्षमता से अधिक हैं। युद्ध की अब तक की रफ्तार से यह तो स्पष्ट हो ही चुका है कि कोरिया में साम्यवादियों की ताकत साधारण नहीं है। वह न केवल दक्षिण कोरिया की फौजी ताकत से श्रेष्ठतर थी, बल्कि उसने अमरीकी फौजों को भी अपने जमे हुए मोचों से पीछे हटने को बाध्य किया है। साम्यवादी फौजें दो-तिहाई कोरिया को हस्तगत करने में कामयाब हो गई हैं। वे कोरिया के दक्षिण-पश्चिमी समुद्री तट तक जा पहुंची हैं।
जनरल मेकआर्थर कहते है कि संयुक्त राष्ट्र संघ की फौजों को, जो दूसरे शब्दों में अमरीकी फौजें ही हैं, उस समय तक कोरिया में बने रहना है, जब तक दक्षिण कोरिया के प्रजातंत्र की वैधानिक सत्ता पूर्णतया पुनः स्थापित नहीं हो जाती। अमरीकी फौजों का यह दृढ़ निश्चय बताया जाता है कि कम से कम वे तीस मील के इलाके में अपने पांव जमाये रखेंगी और पुसान बंदरगाह को अपने हाथों से नहीं निकलने देंगी, जो उनकी रसद पूति का मुख्य साधन है। किन्तु युद्ध में सैनिक आवश्यकताओं के आगे बड़े-से-बड़े दृढ़ निश्चय बदल जाते हैं। इतना तो जनरल मेकआर्थर ने भी स्वीकार किया है कि जब तक संयुक्त राष्ट्र संघ के पास युद्ध सामग्री और जनशक्ति विरोधी पक्ष की अपेक्षा अधिक नहीं होगी, तब तक साम्यवादी सेनाओं को पीछे नहीं धकेला जा सकेगा। यदि कहीं साम्यवादी सेनाओं ने अमरीकी फौजों को एक बार कोरिया छोड़ने के लिए बाध्य कर दिया, तो कोरिया की धरती पर पुनः उतरना तथा साम्यवादियों को 38 अक्षांश तक वापस हटाना बहुत व्यय साध्य हो जायगा। अमरीकी राष्ट्रपति श्री टूमन ने अमरीकियों से यह महसूस करने को कहा भी है कि कोरिया का युद्ध व्यय-साध्य होगा और जल्दी समाप्त नहीं भी हो सकता है।
The fear of war spreading is hidden in the Korean conflict. General MacArthur’s first report on the war situation in Korea has been presented to the Security Council. It states that at present only American forces are fighting in Korea. Of course, Britain, Australia, New Zealand, Canada and the Netherlands have sent their naval ships to help the American forces. But it is the American forces that have to bear the direct brunt of the war in Korea. General MacArthur says that the communists have Russian war material and their resources are more than their internal capacity. The pace of the war so far has made it clear that the strength of the communists in Korea is not ordinary. It was not only superior to the military strength of South Korea, but it has also forced the American forces to retreat from their entrenched positions. The communist forces have succeeded in capturing two-thirds of Korea. They have reached the south-western sea coast of Korea.
General MacArthur says that the United Nations forces, which are in other words American forces, have to remain in Korea until the legal power of the democracy of South Korea is completely re-established. The American forces are said to be determined to keep their foothold in at least an area of thirty miles and not let go of the Pusan port, which is the main source of their logistics supply. But in war, even the greatest determinations change in front of military requirements. Even General MacArthur has admitted that as long as the United Nations does not have more war material and manpower than the opposing side, the communist forces will not be pushed back. If the communist forces force the American forces to leave Korea, then landing again on Korean soil and pushing the communists back to 38 latitude will become very costly. US President Mr. Truman has also asked Americans to realise that the war in Korea will be expensive and may not end soon.
