चार राष्ट्रीय सम्मेलन

रूस और पश्चिमी राष्ट्रों के बीच पिछले कुछ समय से चार राष्ट्रों के विदेश मंत्रियों का सम्मेलन बुलाये जाने के बारे में पत्र-व्यवहार हो रहा है। रूस ने हाल ही में पश्चिमी राष्ट्रों के पत्र का एक लम्बा उत्तर भेजा है। रूस और पश्चिमी राष्ट्रों के आपसी संबंध उत्तरोत्तर बिगड़ते जा रहे हैं। यदि इस क्रम को समय रहते नहीं रोका जा सका, तो उसका परिणाम महायुद्ध के रूप में निकलने की बहुत अधिक संभावना है।

रूस, अमरीका, ब्रिटेन और फ्रांस के विदेश मंत्रियों का प्रस्तावित सम्मेलन इस प्रकार के पूर्व सम्मेलनों की भांति विफल नहीं रहेगा, यह निश्चयपूर्वक नहीं कहा जा सकता। किन्तु इस बात से भी इनकार नहीं किया जा सकता कि यदि रूस और पश्चिमी राष्ट्रों में विवादग्रस्त प्रश्नों के बारे में समझौता हो जाये, तो वर्तमान अन्तर्राष्ट्रीय तनाव कम हो जायेगा…। चार राष्ट्रों के विदेश मंत्रियों का सम्मेलन यदि आयोजित हो सके, तो जहां विफलता की संभावना है, वहां शांति का मार्ग खुलने की संभावना भी हो सकती है। यही कारण है कि कोई भी पक्ष समझौते का द्वार बन्द करने का दायित्व अपने सिर पर लेने को तैयार नहीं है। दोनों पक्ष चार राष्ट्रों के विदेश मंत्रियों का सम्मेलन आयोजित करने के पक्ष में हैं, किन्तु उसके लिए अंतिम स्वीकृति देने के पहले उसका आधार ठीक तरह निश्चित कर लेना चाहते हैं। यदि सम्मेलन को सफल होना है, तो उसका आधार पहले से तय हो जाना उचित और वांछनीय है।

पश्चिमी राष्ट्र रूस के साथ किसी सम्मानपूर्ण समझौते की संभावना के बारे में प्रायः निराश हो चुके हैं। इस भावना से ही पश्चिमी यूरोप के लिए एक संयुक्त सेना निर्माण करने के विचार का जन्म हुआ है, जो निकट भविष्य में कार्यान्वित होने जा रहा है।… उसमें जर्मन सैनिक इकाइयों को भी शामिल किया जायेगा। रूस की चिन्ता का प्रधान विषय जर्मनी का पुनःशस्त्रीकरण है। उसका कहना है कि जर्मनी का पुनःशस्त्रीकरण पोत्सदम समझौते के विरुद्ध है। पोत्सदम समझौते पर रूस, ब्रिटेन और अमरीका की ओर से स्टालिन, एटली और दूमन ने हस्ताक्षर किये थे। उसमें यह बात शामिल थी कि जर्मनी को निःशस्त्र किया जायेगा और उन उद्योगों को खत्म किया जायेगा अथवा नियंत्रण में रखा जायेगा, जो सैनिक उत्पादन के लिए उपयोग में आ सकते हैं।

Russia recently sent a lengthy reply to the Western nations’ letter. Relations between Russia and the Western nations are steadily deteriorating. If this trend is not halted in time, there is a very high probability that it will result in a world war.

It cannot be said with certainty that the proposed conference of the foreign ministers of Russia, America, Britain, and France will not fail, like previous such conferences. However, it also cannot be denied that if Russia and the Western nations reach an agreement on the disputed issues, the current international tension will decrease… If the four-nation foreign ministers’ conference can be held, then while there is a possibility of failure, there is also a possibility of opening the path to peace. This is why neither side is willing to take on the responsibility of closing the door to a settlement. Both sides are in favor of holding a conference of the four nations’ foreign ministers, but before giving final approval, they want to properly define its basis. If the conference is to be successful, it is appropriate and desirable that its basis be determined in advance.

The Western nations have largely become disillusioned about the possibility of any honorable agreement with Russia. This sentiment has given rise to the idea of ​​creating a joint army for Western Europe, which is going to be implemented in the near future… German military units will also be included in it. Russia’s main concern is the rearmament of Germany. It argues that the rearmament of Germany is contrary to the Potsdam Agreement. The Potsdam Agreement was signed by Stalin, Attlee, and Truman on behalf of Russia, Britain, and America. It included provisions for the disarmament of Germany and the dismantling or control of industries that could be used for military production.
