राष्ट्रपति डोनाल्ड ट्रंप के आदेश से अमेरिकी सेना ने वेनेजुएला पर रात के अंधेरे में हमला किया और उसके राष्ट्रपति को पत्नी सहित अपमानजनक ढंग से अपने देश ले गए। इससे विश्व व्यवस्था सवालों के घेरे में आ गई है। यह वहीं व्यवस्था है, जिसे संचालित करने की बड़ी जिम्मेदारी संयुक्त राष्ट्र जैसी संस्थाओं के पास है। आरोप लगाया जा रहा है कि यह संस्था अब निष्प्रभावी हो गई है। हालांकि, मैं इससे सहमत नहीं। अलबत्ता, इस घटना के तुरंत बाद संयुक्त राष्ट्र की बैठक हुई, जिसमें महासचिव का यह कहना उचित था कि अंतरराष्ट्रीय शांति व सुरक्षा इस बात पर निर्भर करती है कि सभी सदस्य देश इसके चार्टर का पालन करें, इसलिए यह कहना गलत होगा कि इस विश्वस्तरीय संस्था की उपादेयता समाप्त हो गई है।

वास्तव में, दोष इस संस्था में नहीं, इसके कुछ सदस्य देशों में है। वे इसके मूल्यों को मानने से इनकार करने लगे हैं। यही कारण है कि यूएन की बैठक में मतभेद भी दिखे। रूस और चीन जैसी बड़ी ताकतों ने अमेरिकी कार्रवाई की आलोचना की, जबकि दक्षिण अफ्रीका, ईरान जैसे राष्ट्रों ने खुलकर कहा कि जब अंतरराष्ट्रीय कानून सब पर समान रूप से लागू नहीं होंगे, तो पूरी वैश्विक सुरक्षा व्यवस्था कमजोर पड़ जाएगी। उनकी चिंता जायज है। सवाल यह भी है कि क्या इस संस्था का कोई विकल्प आज के समय में है? गौरतलब है कि वीटो अधिकार को मिला था, उनके नेताओं को नहीं, लेकिन ये नेता वीटो का दुरुपयोग करने से बाज नहीं आते। ऐसे में, जरूरी यह है कि इस संस्था में सुधार हो, न कि इसकी प्रासंगिकता खारिज कर दी जाए। देशों किसी महत्वपूर्ण कामकाजी संस्था पर आक्षेप लगा देना, उसके महत्व को निर्मूल्य कह देना बहुत आसान है, लेकिन उसकी स्थापना, उसका नियमित सुचारू संचालन कदापि सुगम नहीं होता। संस्था को दोषी सिद्ध करने से उस पर काबिज दोषी व्यक्ति का दोष कमतर या शून्य हो जाता है। संयुक्त राष्ट्र पर उंगली उठाते समय क्या आप डोनाल्ड ट्रंप की मूढ़ता और हठधर्मिता को कम नहीं कर रहे होते हैं? संयुक्त राष्ट्र के पास अपना कोष नहीं है, उसकी निर्भरता सदस्य राष्ट्रों पर है। वास्तव में, कुछ सदस्य राष्ट्र उसकी इसी मजबूरी का फायदा उठाना चाहते हैं। लिहाजा, इसमें दोष ढूंढ़‌कर इसे बदनाम करने या नष्टप्राय करने के बजाय इसे कैसे और प्रभावशाली, सक्षम व न्यायपूर्ण बनाया जा सकता है, इस पर विचार करना चाहिए। बदलते भू-राजनीति के इस दौर में संयुक्त राष्ट्र जैसी संस्थाओं की प्रासंगिकता पहले से कहीं अधिक है। हमें इसमें सुधार की वकालत करनी चाहिए।

This has brought the world order into question. This is the same order that institutions like the United Nations are largely responsible for maintaining. It is being alleged that this institution has become ineffective. However, I disagree. Immediately after this incident, the UN held a meeting, where the Secretary-General rightly stated that international peace and security depend on all member states adhering to its charter. Therefore, it would be wrong to say that the usefulness of this global institution has ended.

In reality, the fault lies not with the institution itself, but with some of its member states. They have begun to refuse to abide by its values. This is why disagreements were evident at the UN meeting. Major powers like Russia and China criticized the American action, while nations like South Africa and Iran openly stated that if international law is not applied equally to all, the entire global security system will be weakened. Their concerns are justified. The question also arises: is there any alternative to this institution in today’s world? It is noteworthy that the veto power was granted to the countries, not to their leaders, but these leaders do not refrain from misusing the veto. Therefore, it is necessary to reform this institution, not to dismiss its relevance. It is very easy for countries to criticize an important functioning institution and declare its importance worthless, but its establishment and its regular, smooth operation are by no means easy. Blaming the institution reduces or eliminates the culpability of the guilty individuals who control it. When you point a finger at the United Nations, aren’t you downplaying Donald Trump’s folly and obstinacy? The United Nations does not have its own funds; it depends on member states. In fact, some member states want to take advantage of this very vulnerability. Therefore, instead of finding fault with it and trying to discredit or dismantle it, we should consider how it can be made more effective, efficient, and just. In this era of changing geopolitics, institutions like the United Nations are more relevant than ever. We should advocate for its reform.
