काश्मीरी जनता की पहल

काश्मीर के लोग आखिर कब तक हाथ पर हाथ धरे बैठे रह सकते हैं? कब तक वे संयुक्त राष्ट्र संघ की ओर आशाभरी निगाह से देखते रह सकते हैं कि वह किसी न किसी दिन काश्मीर की समस्या को हल कर देगा? काश्मीर की समस्या तीन वर्ष से सुरक्षा परिषद के सामने है, किन्तु वह उसका हल निकालने में असफल रही है। काश्मीर में जो प्रत्यक्ष लड़ाई हो रही थी, वह अवश्य बन्द हो गई है। संयुक्त राष्ट्र संघ इसका श्रेय चाहे तो खुद ले सकता है। किन्तु इससे अधिक समस्या को हल करने के लिए उसने कुछ नहीं किया है। यदि निकट भविष्य में उसके द्वारा कोई ठोस कदम उठाये जाने की सम्भावना होती तो भी कुछ बात थी। किन्तु वह तो रूस और अमरीका की आपसी खींचतान में उलझा हुआ है और काफी समय बीत जाने पर भी उसे सर ओवन डिक्सन की रिपोर्ट पर विचार करने का समय नहीं मिला है। ऐसी दशा में यदि काश्मीर के लोगों का धीरज खत्म हो गया हो और वे अपनी समस्या को हल करने के लिए स्वयं ही कोई कदम उठायें तो उन्हें कोई दोष नहीं दिया जा सकता। आखिर वे कब तक अपने-आपको अधर में झूलता रख सकते हैं?

काश्मीर की नेशनल कान्फ्रेंस काश्मीरी लोगों की सबसे बड़ी प्रतिनिधि संस्था है। इसी संस्था के तत्वावधान में काश्मीर के लोगों ने महाराजा की निरंकुश सत्ता से वर्षों मोर्चा लिया…। अन्त में उसे महाराजा की निरंकुश सत्ता को खत्म करने में सफलता हुई और आज काश्मीर का शासन-तंत्र इसी संस्था के नेताओं और प्रतिनिधियों द्वारा चलाया जा रहा है। अतः नेशनल कान्फ्रेंस के निर्णय को काश्मीरी जनता का निर्णय माना जा सकता है। नेशनल कान्फ्रेंस की साधारण सभा ने अपने हाल के अधिवेशन में इस आशय का प्रस्ताव स्वीकार किया है कि काश्मीर में बालिग मताधिकार के आधार पर जल्दी-से-जल्दी आम चुनावों की व्यवस्था की जाये और एक संविधान परिषद संगठित की जाये। यह संविधान परिषद काश्मीर का विधान बनायेगी और भारत के साथ अपने भावी संबंधों को अन्तिम रूप से तय करेगी। काश्मीर का भविष्य स्वयं काश्मीर के लोगों को तय करना है, इस सिद्धान्त को भारत शुरू से ही मानता आ रहा है। अतः यदि काश्मीर के लोग इस प्रश्न का लोकतंत्री तरीके से फैसला करने का निर्णय करते हैं, तो इसमें भारत को कोई आपत्ति नहीं हो सकती।

How long can the people of Kashmir remain idle? How long can they continue to look to the United Nations with hope that it will someday resolve the Kashmir issue? The Kashmir issue has been before the Security Council for three years, but it has failed to find a solution. The overt fighting in Kashmir has certainly ceased. The United Nations can take credit for this if it wishes. But it has done nothing more to resolve the problem. If there were a possibility of concrete action by it in the near future, it would be something. But it is embroiled in the mutual conflict between Russia and America and, even after a considerable period of time, it has not found time to consider Sir Owen Dixon’s report. In such a situation, if the people of Kashmir have lost their patience and take steps to resolve their problem, they cannot be blamed. How long can they keep themselves in limbo?

The National Conference of Kashmir is the largest representative body of the Kashmiri people. Under its aegis, the people of Kashmir fought for years against the Maharaja’s autocratic rule… Ultimately, it succeeded in overthrowing the Maharaja’s autocratic rule, and today, the governance of Kashmir is run by the leaders and representatives of this body. Therefore, the decision of the National Conference can be considered the decision of the Kashmiri people. In its recent session, the General Assembly of the National Conference adopted a resolution to hold general elections in Kashmir as soon as possible on the basis of adult suffrage and to form a Constituent Assembly. This Constituent Assembly will draft the Constitution of Kashmir and ultimately determine its future relationship with India. India has always upheld the principle that the future of Kashmir rests with the people of Kashmir. Therefore, if the people of Kashmir decide to decide this question democratically, India can have no objection to it.
