पंजाब का दुर्भाग्य

पंजाब का दुर्भाग्य अभी पीछा नहीं छोड़ रहा है। जब देश का विभाजन हुआ, तो सबसे अधिक खून-खराबी और लूटमार पंजाब में ही हुई थी और लाखों व्यक्तियों को अपने घर-बार छोड़ने के लिए विवश होना पड़ा था। पंजाब में साम्प्रदायिक मनोवृत्ति चरम सीमा को पहुंच गयी थी और उसी का यह अनिष्टकर परिणाम आया था। स्वतंत्र भारत में साम्प्रदायिकता के पल्लवित और पुष्पित होने के लिए कोई अवकाश नहीं रह गया है। किन्तु कुछ लोगों की मनोभूमिका में अब भी कोई परिवर्तन नहीं हुआ है और उनका वही पुराना दृष्टिकोण बना हुआ है। पंजाब और पटियाला रियासती संघ में ऐसे लोगों की संख्या काफी प्रतीत होती है, जो नयी अशान्ति की जमीन तैयार कर रहे हैं। जनगणना ने इसके लिए उन्हें उपयुक्त अवसर दे दिया है। पंजाब और पटियाला रियासती संघ में सिक्ख, हिन्दू और हरिजन मुख्य रूप से रहते हैं। इन सबका हित इसी में है कि वे आपस में शान्तिपूर्वक और मिलजुलकर रहें। किन्तु अकाली नेता मास्टर तारासिंह के अनुयायियों ने प्रान्त के वातावरण को बिगाड़ दिया है। वे वास्तव में अलगसिक्खराज्य कायम करने के सपने देख रहे हैं और अपने सपनों को सच्चा बनाने के लिए भाषा की ओट ग्रहण की है।

कांग्रेस ने भाषा के आधार पर प्रान्तों के पुनर्गठन का सिद्धान्त स्वीकार किया है। अपने-आपको साम्प्रदायिकता के आरोप से बचाने के लिए हमारे इन सिक्ख दोस्तों ने पंजाबी भाषा-भाषी प्रान्त बनाने का नारा बुलन्द किया है। जनगणना के अवसर पर उन्होंने जोर-शोर से यह प्रयत्न किया कि पंजाब और पटियाला रियासती संघ में लोग अपनी मातृ भाषा हिन्दी न लिखाकर पंजाबी लिखायें। दूसरी ओर इस प्रदेश में राष्ट्रभाषा हिन्दी का प्रचार करने वाली जो संस्थायें और व्यक्ति हैं, उनकी ओर से भी यह प्रयत्न किया गया कि लोग जनगणना में अधिक से अधिक संख्या में अपनी मातृ भाषा हिन्दी लिखायें। जहां तक शान्ति पूर्वक और वैधानिक तरीके से अपने मत का प्रचार करने का ताल्लुक है, किसी को कोई आपत्ति नहीं हो सकती। किन्तु पंजाब और पटियाला रियासती संघ से इस संबंध में जोर-जबर्दस्ती के समाचार प्राप्त हुए हैं। इस जोर-जबर्दस्ती का शिकार खास तौर पर हरिजनों को बनाया गया बताया जाता है, जो यों ही समाज के हाथों उत्पीड़ित होते रहे हैं।

Punjab’s misfortune continues to haunt it. When the country was partitioned, Punjab witnessed the most bloodshed and looting, and millions were forced to flee their homes. Communal sentiments reached their peak in Punjab, leading to this disastrous outcome. Independent India has left no room for communalism to flourish. However, the mindset of some people remains unchanged, and their old outlook persists. A significant number of people in Punjab and the Patiala State Union appear to be preparing the ground for new unrest. The census has provided them with a suitable opportunity for this. Punjab and the Patiala State Union are predominantly inhabited by Sikhs, Hindus, and Harijans. It is in the best interest of all of them to live peacefully and harmoniously with each other. However, the followers of Akali leader Master Tara Singh have spoiled the atmosphere in the province. They are actually dreaming of establishing a separate Sikh state and have taken the cover of language to make their dreams come true.

Congress has accepted the principle of reorganizing provinces on the basis of language. To protect themselves from the accusation of communalism, these Sikh friends of ours have raised the slogan of creating Punjabi-speaking provinces. During the census, they vigorously tried to ensure that people in Punjab and the Patiala State Union listed their mother tongue as Punjabi instead of Hindi. On the other hand, organizations and individuals promoting the national language Hindi in this state also made efforts to ensure that maximum numbers of people listed Hindi as their mother tongue in the census. As far as peaceful and legal expression of one’s views is concerned, no one can have any objection. However, reports of coercion have been received from Punjab and the Patiala State Union in this regard. It is said that Harijans were especially targeted by this oppression, who have been oppressed by the society.
