रेलवे बजट

रेल मंत्री श्री गोपाल स्वामी आयंगर ने भारतीय संसद के सामने सन् 1951-52 का रेलवे बजट पेश कर दिया। बजट प्रस्तुत करते हुए रेलवे मंत्री श्री आयंगर ने जो भाषण दिया है, वह भारतीय रेलों की सुधरती अवस्था का द्योतक है।… रेल मंत्री ने भारतीय रेलों की मौजूदा स्थिति का जो चित्र प्रस्तुत किया है, उस पर संतोष ही प्रकट किया जा सकता है। सन् 1949-50 में भारतीय रेलों की कुल आय सबसे अधिक रही। रेलों पर यात्रा करने वालों की संख्या भी इतनी रही, जितनी पहले कभी नहीं रही।

सन् 1950-51 में रेलों ने और भी उन्नति की है और यह आशा की जाती है कि अगला वर्ष भी रेलों के लिए सतत प्रगति और समृद्धि का वर्ष साबित होगा।… मुसाफिरों की सुविधाओं में वृद्धि की जा रही है। रेलवे कर्मचारियों और रेलवे प्रबंध के संबंध सौहार्दपूर्ण हैं और दोनों एक-दूसरे की कठिनाइयों को समझने की कोशिश करते हैं। रेलवे प्रबंध की कार्यक्षमता धीरे-धीरे बढ़ रही है और व्यापार और उद्योग तथा यात्रा करने वाली जनता के प्रति रेलवे कर्मचारियों के व्यवहार में अनुकूल परिवर्तन हो रहा है।… भारतीय रेलों की आर्थिक स्थिति ठोस है। सन् 1949-50 में बचत 11 करोड़ 2 लाख होने का अनुमान किया’ गया था, किन्तु वास्तव में बचत 14 करोड 59 लाख रुपये हुई। सन् 1950-51 के संशोधित अनुमान के अनुसार, जहां बजट अनुमान की अपेक्षा आय अधिक होगी, वहां खर्च भी बढ़ जायेगा। सन् 50-51 के बजट में 232 करोड़ 50 लाख की आय का अनुमान किया गया था, किन्तु ताजा अनुमानों के अनुसार, आय 263 करोड़ 40 लाख रुपये होगी। दूसरे शब्दों में आय में करीब 31 करोड़ की वृद्धि होगी। खर्च की ओर बजट के मूल अनुमान की तुलना में 13 करोड़ 72 लाख की वृद्धि होगी। चालू वर्ष में भारतीय रेलों का कुल व्यय 180 करोड़ 31 लाख तक पहुंचने का अनुमान लगाया गया है।

रेलवे मंत्री ने खर्च में वृद्धि होने के जो कारण दिये हैं, वे समझ में आने योग्य हैं और इस व्यय-वृद्धि के लिए रेलवे प्रबंध को कोई दोष नहीं दिया जा सकता। चालू वर्ष में रेलें 32 करोड़ 57 लाख रुपये सरकार के सामान्य कोष को देंगी और उन्हें 14 करोड़ 24 लाख की बचत होगी। इसमें से 10 करोड़ रुपये रेलों के विकास कोष में और शेष 4 करोड़ 24 लाख रेलवे रिजर्व फंड में जायेगा।

The speech delivered by Shri Ayyangar while presenting the budget reflects the improving state of Indian Railways. … The picture presented by the Railway Minister of the current state of Indian Railways deserves only satisfaction. In 1949-50, the total revenue of Indian Railways was the highest ever. The number of passengers travelling on trains was also as high as ever before.

The railways have made further progress in 1950-51, and it is hoped that the next year will also prove to be a year of continued progress and prosperity for the railways. … Passenger amenities are being increased. Relations between railway employees and railway management are cordial, and both try to understand each other’s difficulties. The efficiency of railway management is gradually increasing, and there is a favorable change in the attitude of railway employees towards trade and industry and the traveling public. … The financial position of Indian Railways is solid. Savings were estimated at 110 million rupees in 1949-50, but the actual savings were 145.9 million rupees. According to the revised estimates for 1950-51, where income exceeds the budget estimate, expenditure will also increase. The budget for 1950-51 estimated income at 232.5 million rupees, but according to the latest estimates, income will be 263.4 million rupees. In other words, income will increase by approximately 31 crore rupees. Expenditure will increase by 137.2 million rupees compared to the original budget estimate. The total expenditure of Indian Railways in the current year is estimated to reach 180.31 million rupees.

The reasons given by the Railway Minister for the increased expenditure are understandable, and the railway management cannot be blamed for this increase. In the current year, the railways will contribute ₹325.7 million to the government’s general fund, saving ₹142.4 million. Of this, ₹100 million will go to the Railway Development Fund, and the remaining ₹42.4 million will go to the Railway Reserve Fund.
