नई योजना से नुकसान गांवों का होगा

मनरेगा मामूली योजना नहीं थी। गरीबों के लिए ढाल थी। काम उनका हक था। भीख नहीं। काम मांगने पर पंद्रह दिन में काम न मिले, तो सरकार को भत्ता देना पड़ता था यह कानून कहता था। इसमें सवाल की गंजाइश थी और जवाबदेही तय थी। अब तस्वीर बदल रही है। मनरेगा की जगह ‘जी राम जी’ लाई जा रही है। नाम नया है और ढांचा भी। यहां काम हक नहीं, लक्ष्य है। मिशन है। वायदा है। मगर वायदा टूटे, तो किससे सवाल होगा, यह साफ नहीं है। जवाबदेही धुंधली हो जाती है।

सरकार 125 दिन के रोजगार की बात कर रही है, लेकिन यह संख्या कानून में नहीं लिखी होगी। यह नीति में लिखी जाएगी। नीति बदलती रहती है। आज 125, कल 80 और परसों 50 दिन। गरीब के लिए यह अनिश्चितता है। भरोसा नहीं। नई योजना में नया जॉब कार्ड और नया पंजीकरण होगा। इसका मतलब है कि पुराने कार्ड अपने-आप बेकार हो सकते हैं। लाखों लोग बाहर हो सकते हैं। बुजुर्ग, प्रवासी मजदूर, कागज से दूर लोग और नेटवर्क से कटे गांव सबसे पहले प्रभावित होंगे। तकनीक यहां सहारा नहीं बन रही। तकनीक दरवाजा बनती जा रही है हाजिरी एप से होगी। नेटवर्क नहीं, तो हाजिरी नहीं। हाजिरी नहीं, तो पैसा नहीं। असली चोट जलवायु पर पड़ेगी। मनरेगा ने सिर्फ रोजगार नहीं दिया था। उसने गांवों को संभाला था। तालाब बने। मेड़बंदी हुई। पानी रुका। मिट्टी बची। पेड़ लगे। गांवों ने सांस ली। यह सब जलवायु सापेक्षता का काम था। बाढ़ से लड़ने की तैयारी। सूखे से निपटने की समझ। गर्मी के असर को कम करने का रास्ता। आज जब जलवायु संकट तेज हो रहा है, तब ऐसे कामों की जरूरत और बढ़ गई है। नई योजना में भाषा बदल रही है। उत्पादकता की बात है। आजीविका का जिक्र है। मगर प्रकृति पीछे छूटती दिखती है। सामूहिक और सार्वजनिक काम सिमटने का खतरा है। जल, जंगल और मिट्टी हाशिये पर जा सकते हैं। इससे जलवायु सापेक्षता के प्रयास ढीले पड़ेंगे। पंचायत और ग्रामसभा की भूमिका भी कमजोर पड़ सकती है। पहले जरूरतें नीचे से तय होती थीं। अब फैसले ऊपर से आने का रास्ता खुल रहा है। मिशन मोड में कागज और एप बोलेंगे। गांव की आवाज पीछे रह जाएगी।

जाहिर है, मसला नाम का नहीं है। मसला नीयत और ढांचे का है। मनरेगा ने हक दिया था। जी राम जी भरोसा मांगती है। हक में ताकत होती है, भरोसे में डर। अगर यह बदलाव ऐसे ही हुआ, तो नुकसान सिर्फ रोजगार का नहीं होगा। नुकसान पर्यावरण का होगा। सबसे ज्यादा नुकसान गांवों का होगा।

MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) was not a trivial scheme. It was a shield for the poor. Work was their right, not charity. The law stipulated that if work was not provided within fifteen days of requesting it, the government had to pay an allowance. There was room for questioning, and accountability was clearly defined. Now the picture is changing. MNREGA is being replaced by ‘G Ram Ji’. The name is new, and so is the structure. Here, work is not a right, but a target. It’s a mission. A promise. But if the promise is broken, who will be held accountable? This is unclear. Accountability becomes blurred.

The government is talking about 125 days of employment, but this number will not be written into law. It will be written into policy. Policies keep changing. Today 125, tomorrow 80, and the day after tomorrow 50 days. For the poor, this is uncertainty. No trust. The new scheme will have a new job card and new registration. This means that the old cards may automatically become invalid. Millions of people could be left out. The elderly, migrant workers, people without proper documentation, and villages cut off from the network will be the first to be affected. Technology is not proving to be a support here. Technology is becoming a barrier. Attendance will be taken through an app. No network, no attendance. No attendance, no money. The real blow will fall on the climate. MNREGA didn’t just provide employment. It sustained the villages. Ponds were built. Embankments were constructed. Water was conserved. Soil was saved. Trees were planted. Villages breathed a sigh of relief. All this was climate-resilient work. Preparation for fighting floods. Understanding how to deal with droughts. A way to mitigate the effects of heat. Today, when the climate crisis is intensifying, the need for such work has increased even more. In the new scheme, the language is changing. There is talk of productivity. Livelihood is mentioned. But nature seems to be left behind. There is a risk of collective and public works shrinking. Water, forests, and soil may be marginalized. This will weaken climate resilience efforts. The role of the panchayat and gram sabha (village assembly) could also be weakened. Previously, needs were determined from the bottom up. Now, the path is being cleared for decisions to come from the top down. In this mission-mode approach, paperwork and apps will do the talking, and the voice of the village will be left behind.

Clearly, the issue is not about the name. The issue is about intent and structure. MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) granted rights. The new scheme (G-Ram) demands trust. Rights empower, while trust breeds fear. If this change happens in this way, the loss will not be limited to employment alone. The environment will suffer, and the villages will bear the greatest loss.
