नाम में क्या रखा है, यह प्रसिद्ध वाक्य महान नाटककार विलियम शेक्सपियर ने कहा था। चावजूद इसके भारतीय संसद में जो कुछ हो रहा है, वह आंखें खोलने वाला है। सदन में महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना का नाम बदलकर विकसित भारत रोजगार एवं आजीविका गारंटी मिशन करने पर हंगामा मचा है। मनरेगा बनाम जी राम जी पर बहस हो रही है। जी राम जी विधेयक पर विपक्ष ने कड़ा विरोध जताया है। उसके अनुसार, मनरेगा का नाम नहीं बदलना चाहिए, क्योंकि यह राष्ट्रपिता महात्मा गांधी के नाम से जुड़ा है। दुखद है कि हंगामा अब संसद का स्थायी हिस्सा बन चुका है। ऐसा करके जनता के हित बड़ी आसानी से भुला दिए जाते हैं। नाम कुछ भी हो, लेकिन उससे गरीबों को फायदा होना चाहिए। किसी गरीब के लिए यह बात मायने नहीं रखती कि सरकार द्वारा जारी योजना का नाम मनरेगा है या जी राम जी ? उसके लिए यह बात मायने रखती है कि घर के लिए दो वक्त की रोटी कैसे जुटाई जाए? इसलिए, योजना का नाम कुछ भी हो, महत्वपूर्ण यह होना चाहिए कि इसकी जानकारी हर उस जरूरतमंद को हो, जो इसका लाभ उठा सकता है, अन्यथा सरकारी योजनाएं सिर्फ फाइलों और दलालों के बीच फंसकर रह जाती हैं। सरकार नाम बदलने की कवायद जरूर कर रही है, लेकिन उसे यह सुनिश्चित करना चाहिए कि इस योजना का लाभ जरूरतमंदों को मिले, तभी नामकरण सफल साबित हो सकेगा। शैलबाला कुमारी, गृहिणी मोदी सरकार द्वारा पेश नई रोजगार योजना ‘जी राम जी’ न सिर्फ मनरेगा के भ्रष्टाचार पर प्रहार है, बल्कि इसके निहितार्थ कुछ और भी हैं। असल में, आजकल विभिन्न राज्य सरकारों द्वारा मुफ्त की रेवड़ियां बांटने का चलन जोरों पर है। चूंकि मनरेगा में 90 फीसदी फंड केंद्र सरकार द्वारा दिए जाते थे, इसलिए विभिन्न राज्य सरकारें तमाम लोगों को इससे जोड़कर लूट-खसोट में लगी थीं। अब चूंकि जी राम जी में केंद्र सिर्फ 60 प्रतिशत भागीदारी निभाएगा और शेष राज्य सरकारों को देनी होगी, इसलिए कोई भी राज्य सरकार अपना पैसा लुटता देखना नहीं चाहेगी और जरूरतमंदों तक ही यह योजना पहुंचाएगी। इतना ही नहीं, इसमें पूरी तरह से डिजिटल व्यवस्था होगी और बायोमेट्रिक भी, यानी लाभार्थी के नाम पर किसी दूसरे का नाम जोड़ना काफी कठिन होगा। फिर, इस योजना के जरिये सरकार ने आधिकारिक रूप से स्पष्ट कर दिया है कि जो राम का नहीं, वह किसी काम का नहीं। एक तरह से इस योजना को लाकर केंद्र सरकार ने कई शिकार एक साथ किए हैं।

For a poor person, it doesn’t matter whether the government scheme is called MNREGA or G Ram Ji. What matters to them is how to provide two meals a day for their family. Therefore, whatever the name of the scheme, it is crucial that every needy person who can benefit from it is aware of it; otherwise, government schemes remain confined to files and middlemen. The government is certainly undertaking the exercise of changing the name, but it must ensure that the benefits of this scheme reach the needy; only then will the renaming be successful. Furthermore, through this scheme, the government has officially made it clear that whoever is not with Ram is of no use. In a way, by introducing this scheme, the central government has killed several birds with one stone.
