The Purpose of Farmers’ Day Remains Unfulfilled

किसान दिवस का मकसद अब तक अधूरा

• 23 दिसंबर को राष्ट्रीय किसान दिवस मनाया जाता है। किसानों के मसीहा कहलाने वाले चौधरी चरण सिंह के जन्मदिन पर हर साल यह दिवस मनाया जाता है, हालांकि अब उनकी तरह किसानों की समस्याओं की तरफ गंभीरता दिखाने वाले कम और इनके मुद्दों पर राजनीति करने वाले नेता अधिक हो गए हैं। अब तक शायद ही किसी सरकार ने किसानों की समस्याओं को हल करने और उन्हें आधुनिक तकनीक से जोड़ने के ठोस प्रयास किए हैं, जबकि चौधरी साहब इसकी हिमायत लगातार करते रहे?

सरकारें किसानों की हमदर्द बनने के दावे तो करती हैं, पर जान-बूझकर राजनीतिक रोटियां सेंकने के लिए उनके मुद्दों को हवा देने का काम करती रहती हैं। अगर किसान अपने हक के लिए यूं ही सड़कों पर उतरते रहेंगे, तो खेती-बाड़ी में सुधार करने या पैदावार बढ़ाने पर कब ध्यान दे सकेंगे? अगर किसानों के हित वाली योजनाएं कारगर होतों और उनका लाभ छोटे किसानों को मिलता होता, तो आज हमारे देश में सबका पेट भरने वाले अन्नदाता खुद भूखे न रहते, और न ही उनका जीवन विपन्न होता। वे आत्महत्या जैसे गलत कदमों के बारे में भी नहीं सोचते। जीडीपी में कृषि का बहुत महत्वपूर्ण योगदान रहा है, लेकिन किसानों को कभी प्राकृतिक प्रकोप का सामना करना पड़ता है, तो कभी सरकार की गलत नीतियों का। नतीजतन, लोगों का मन अब कृषि से ऊबने लगा है। जब किसानों को उनकी मेहनत का उचित फल नहीं मिलेगा, तो वे निराश ही होंगे न ।

ऐसे में, सभी सत्ताधारियों और राजनेताओं को चाहिए कि वे किसानों की समस्याओं पर राजनीति करना बंद करें और किसानों की मुश्किलों को दूर करें। आज भी अपने देश में कमोबेश बारिश पर ही सिंचाई निर्भर है, जबकि प्रकृति से छेड़छाड़ के कारण मौसम का चक्र बिगड़ गया है। लिहाजा, सरकार को कुछ बंदोबस्त करना चाहिए। इसी तरह, पानी के प्राकृतिक स्रोतों को पुनर्जीवित करने के प्रयास भी होने चाहिए। कृषि वैज्ञानिकों को चाहिए कि वे ऐसी तकनीक विकसित करें कि देश के हर राज्य में मौसम की बेरुखी से होने वाले फसलों के नुकसान से किसानों को बचाया जा सके, अर्थात जिस तरह मौसम का चक्र बदला है, उसी हिसाब से फसलों को चक्र भी बदला जाए। इसके साथ-साथ बाजार का लाभभी किसानों को मिलना चाहिए कि औने-पौने दाम पर वे अपनी फसलें बेचने पर मजबूर न हो सकें। जाहिर है, किसानों को समस्याओं के समग्र समाधान की जरूरत है। तभी किसान दिवस का भी औचित्य है, अन्यथा ऐसे दिवसों का कोई महत्व नहीं।

• National Farmers’ Day is celebrated on December 23rd. This day is celebrated every year on the birthday of Chaudhary Charan Singh, who was known as the messiah of farmers. However, unlike him, there are now fewer leaders who show genuine concern for farmers’ problems and more who use their issues for political gain. To date, hardly any government has made concrete efforts to solve farmers’ problems and connect them with modern technology, even though Chaudhary Charan Singh consistently advocated for this.

Governments claim to be sympathetic to farmers, but deliberately fuel their issues for political advantage. If farmers continue to take to the streets to demand their rights, when will they be able to focus on improving agriculture or increasing production? If schemes meant to benefit farmers were effective and their benefits reached small farmers, then the food producers of our country, who feed everyone, would not be hungry themselves, nor would their lives be so impoverished. They wouldn’t even contemplate taking drastic steps like suicide. Agriculture has made a very significant contribution to the GDP, but farmers constantly face either natural calamities or the wrong policies of the government. As a result, people are becoming disillusioned with agriculture. When farmers don’t receive a fair return for their hard work, they will naturally become disheartened.

Therefore, all those in power and all politicians should stop politicizing farmers’ problems and work towards resolving their difficulties. Even today, irrigation in our country is largely dependent on rainfall, while the weather cycle has been disrupted due to human interference with nature. The government should therefore make some arrangements. Similarly, efforts should be made to revive natural water sources. Agricultural scientists should develop technologies that can protect farmers in every state of the country from crop losses due to erratic weather patterns; that is, the crop cycle should be adjusted according to the changing weather patterns. Along with this, farmers should also receive the benefits of the market so that they are not forced to sell their crops at distress prices. Clearly, farmers need comprehensive solutions to their problems. Only then will Farmers’ Day have any meaning; otherwise, such days are pointless.
