विश्व-युद्ध का खतरा काफी बढ़ गया है। जनरल मेकार्थर ने प्रकट किया है कि दो लाख चीनी सैनिक कोरिया की रणभूमि में कूद पड़े हैं और संयुक्त राष्ट्रीय सेनाओं को बिल्कुल नई लड़ाई लड़नी पड़ रही है। कोरिया की लड़ाई में चीन के हस्तक्षेप की पिछले कुछ दिनों से चर्चा थी। जनरल मेकार्थर ने समझा था कि यह सांकेतिक हस्तक्षेप है। इसीलिए उन्होंने उसकी खास चिन्ता नहीं की और संयुक्त राष्ट्रीय सेनाओं को मंचूरिया की सीमा तक पहुंचने के लिए अपना आक्रमण प्रारम्भ करने का आदेश दे दिया। किन्तु चीनी बड़े पैमाने पर प्रत्याक्रमण की योजना बना रहे थे और उन्होंने यह प्रत्याक्रमण करके संयुक्त राष्ट्रीय सेनाओं के लिए उत्तरी कोरिया में गम्भीर परिस्थिति उत्पन्न कर दी है। जनरल मेकार्थर का कहना है कि चीन के इस व्यापक हस्तक्षेप के कारण कोरिया में जो नई स्थिति पैदा हो गई है, उसका मुकाबला किस प्रकार किया जाये, इसका उत्तर विश्व के विदेश मंत्रियों को देना होगा।

सुरक्षा परिषद में अमरीकी प्रतिनिधि श्री आस्टिन ने चीन की इस कार्रवाई को आक्रमण का नया नाम दिया है। उन्होंने चीन के प्रतिनिधि से कुछ प्रश्न पूछे हैं और कहा है कि इन प्रश्नों के उत्तर पर ही दूर पूर्व में शान्ति का कायम रहना अथवा युद्ध होना निर्भर करता है। उन्होंने पूछा कि कितने चीनी सैनिक कोरिया में प्रविष्ट हुए हैं और उनका संगठन क्या है; क्या पेकिंग सरकार मानती है कि ये सैनिक विशुद्धतया स्वयंसेवक हैं,…. पेकिंग सरकार ने संयुक्त राष्ट्रीय संघ के किन उद्देश्यों को आपत्तिजनक समझकर कोरिया में हस्तक्षेप किया है; उसने संयुक्त राष्ट्रीय संघ और अमरीका के इस आशय के सतत आश्वासनों की क्यों उपेक्षा की कि उनका चीन के प्रदेश अथवा हितों के विरुद्ध कोई बुरा इरादा नहीं है। यदि वह (पेकिंग सरकार) इन आश्वासनों पर भरोसा नहीं करती, तो सुरक्षा परिषद उसे भरोसा देने के लिए क्या कर सकती है; सीमावर्ती समस्या के शान्तिपूर्ण हल के लिए पेकिंग सरकार ने संयुक्त राष्ट्रीय कमीशन पर निर्भर करने के बजाय बल प्रयोग का क्यों आश्रय लिया है; कोरिया के सम्बन्ध में पेकिंग सरकार के कौन से हित हैं; क्या वह संयुक्त और स्वतंत्र कोरिया के साथ शान्तिपूर्वक और पड़ोसी की भांति रह सकती है? पेकिंग सरकार के प्रतिनिधि ने इन प्रश्नों को कोई सीधा उत्तर नहीं दिया।

The threat of World War II has increased significantly. General MacArthur has revealed that 200,000 Chinese troops have entered the Korean battlefield, forcing the United Nations Forces to fight a completely new battle. Chinese intervention in the Korean War had been discussed for some days. General MacArthur believed it to be a symbolic intervention. Therefore, he did not worry much about it and ordered the United Nations Forces to launch their offensive to reach the border of Manchuria. However, the Chinese were planning a large-scale counterattack, and by launching this counterattack, they have created a serious situation for the United Nations Forces in North Korea. General MacArthur says that the world’s foreign ministers will have to answer how to deal with the new situation created in Korea by this extensive Chinese intervention.

Mr. Austin, the US representative to the Security Council, has labeled China’s action as an invasion. He asked the Chinese representative some questions, stating that the maintenance of peace or war in the Far East depended on the answers to these questions. He asked how many Chinese troops had entered Korea and what their organization was; whether the Peking government believed these troops were purely volunteers;… What objectives of the United Nations did the Peking government consider objectionable and what led it to intervene in Korea; why did it ignore the repeated assurances of the United Nations and the United States that they had no ill intentions against China’s territory or interests? If the Peking government did not trust these assurances, what could the Security Council do to reassure it? Why did the Peking government resort to the use of force instead of relying on the United Nations Commission for a peaceful solution to the border problem? What interests did the Peking government have regarding Korea? Could it live peacefully and as neighbors with a united and independent Korea? The representative of the Peking government did not provide any direct answers to these questions.
