नीट-पीजी में दाखिले को लेकर जो फैसला लिया गया है, उसका दूरगामी असर पड़ेगा। देश भर में हजारों स्नातकोत्तर मेडिकल सीटें खाली रहने के कारण अब कटऑफ स्कोर घटा दिया गया है। खबर है कि राष्ट्रीय चिकित्सा विज्ञान परीक्षा बोर्ड ने काउंसलिंग के दूसरे चरण के बाद योग्यता प्रतिशत में भारी कटौती की है। नए मानक के मुताबिक, सामान्य वर्ग के लिए कटऑफ 50 से घटाकर सात पसेंटाइल और आरक्षित वर्गों के लिए 40 से घटाकर शून्य पसेंटाइल कर दिया गया है। यह करना जरूरी था। दरअसल, इस साल 2.4 लाख से अधिक अभ्यर्थियों ने नीट-पीजी परीक्षा दी थी, जबकि भारत में स्नातकोत्तर पढ़ाई के लिए सीटें लगभग 80 हजार हैं। माना जा रहा है कि इनमें करीब 20 हजार सीटें खाली रह गई थीं। ऐसे वक्त में, जब अस्पतालों पर मरीजों का बोझ अधिक हो और विशेषज्ञ डॉक्टरों की जरूरत महसूस की जा रही हो, तब हजारों सीट खाली रखने का कोई औचित्य नहीं है।

कुछ लोग तर्क दे रहे हैं कि इससे अक्षम चिकित्सक संस्थानों में आ जाएंगे। यह गलत सोच है। सबसे पहले तो यह समझना होगा कि नीट-पीजी की परीक्षा कोई आम नौजवान नहीं देता, बल्कि एमबीबीएस पास चिकित्सक देते हैं। इतना ही नहीं, अभ्यर्थियों के लिए मेडिकल कौंसिल में पंजीकरण भी आवश्यक है। यानी, नीट-पीजी परीक्षा में शामिल होने वाले अभ्यर्थी खुद डॉक्टर होते हैं और उनको सेवा देने के योग्य माना जाता है। ऐसे में, सिर्फ इसलिए कि वे ऊंची डिग्री हासिल करने के लिए जरूरी अंक नहीं पा सके, उनको अक्षम कह देना, उनकी योग्यता पर सवाल उठाना होगा। हम अपने आसपास ही देखें कि कितने एमबीबीएस डॉक्टर प्रैक्टिस करते रहते हैं और हम खुशी-खुशी उनसे इलाज कराते हैं। वे कोई झोला छाप नहीं होते। इस फैसले की जानकारी देते हुए अधिकारियों ने उचित कहा कि इसका मकसद उपलब्ध सीटों का अधिकतम उपयोग सुनिश्चित करना है, ताकि स्वास्थ्य सेवाओं पर पड़ रहे दवाव कम किए जा सकें। कोरोना काल में हमने देखा था कि किस तरह डॉक्टरों की कमी से देश जूझ रहा था। आज डॉक्टरों की संख्या जरूर बढ़ी है, लेकिन गांव-गांव तक जरूरी स्वास्थ्य सेवाओं की उपलब्धता के लिए हमें कई डॉक्टर चाहिए। इसलिए, पसेंटाइल कम करने को लेकर बहस खड़ा करने की जरूरत नहीं है। चिकित्सा की पढ़ाई को केवल अंकों से मत तौलिए। यह मरीज की सुरक्षा और समाज के भरोसे का भी सवाल है। ऐसी बहस खड़ी करने से लोगों का भरोसा चिकित्सकों पर से डिग सकता है। इससे हमें बचना चाहिए।

According to the new criteria, the cutoff for the general category has been reduced from 50 to seven percentile, and for reserved categories from 40 to zero percentile. This was necessary. This year, more than 2.4 lakh candidates appeared for the NEET-PG exam, while there are approximately 80,000 postgraduate seats available in India. It is believed that around 20,000 of these seats remained vacant. At a time when hospitals are overburdened with patients and there is a great need for specialist doctors, there is no justification for leaving thousands of seats vacant.

Some are arguing that this will allow incompetent doctors into the institutions. This is a flawed perspective. First, it must be understood that the NEET-PG exam is not taken by ordinary young people, but by doctors who have already completed their MBBS. Furthermore, registration with the Medical Council is also mandatory for the candidates. This means that the candidates appearing for the NEET-PG exam are already doctors and are considered qualified to provide medical services. Therefore, simply because they could not achieve the required marks to obtain a higher degree, calling them incompetent would be questioning their competence. We can see around us how many MBBS doctors continue to practice, and we happily seek treatment from them. They are not quacks. While announcing this decision, the authorities rightly stated that the objective is to ensure maximum utilization of available seats to reduce the pressure on healthcare services. During the COVID-19 pandemic, we witnessed how the country struggled with a shortage of doctors. While the number of doctors has increased today, we still need many more doctors to ensure the availability of essential healthcare services in every village. Therefore, there is no need to create a debate over lowering the percentile. Do not measure medical education solely by marks. This is also a matter of patient safety and public trust. Raising such debates can erode people’s confidence in doctors. We must avoid this.
