What’s the point of such symbolic politics?

प्रतीकों की ऐसी राजनीति से क्या फायदा

राष्ट्रगीत वंदे मातरम् की 150 वीं जयंती के उपलक्ष्य में लोकसभा में हुई बहस ने फिर निराश किया। अव्वल तो ऐसे प्रतीकात्मक मुद्दों से किसी का भला नहीं होने वाला, इसलिए निचले सदन को देश और देशवासियों के सामने खड़ी आज की चुनौतियों पर बहस करने में ये बेशकीमती 10 घंटे खर्च करने चाहिए थे, ताकि उनके किसी समाधान तक पहुंचा जाता। असल में, हर सरकार और सत्ता यही चाल चलती है कि मौजूदा समस्या की तरफ लोगों का ध्यान न जाए, इसलिए कोई ऐसा मसला उछाल दो, जो बहुसंख्यकों के मर्म को सहलाए। वंदे मातरम् का मुद्दा ऐसा ही था। सरकार को राष्ट्रगीत का जश्न मनाना है और यह अच्छी बात है, तो इसके लिए सबसे मुफीद जगह स्कूल, कॉलेज और यूनिवर्सिटियां हैं, जहां आयोजित कार्यक्रमों में नई नस्लों को यह बताया जाता कि देश की आजादी में वंदे मातरम् की क्या अहमियत थी और हमारे कई पुरखे इसे गाते हुए कैसे सूली पर चढ़ गए थे ? इसके इतिहास और राष्ट्रगीत के रूप में चयन के बारे में उनको बताया जाता। दुर्योग से इरादे तो कुछ और थे। राष्ट्रगीत के इस उत्सव को भी विभाजनकारी राजनीति की भेंट चढ़ा दिया गया। लोकसभा में वक्ताओं ने इस गीत के खास अंशों को चुनने या छोड़ने, इसके साथ हुई तथाकथित राजनीति पर ज्यादा फोकस किया और इस गीत ने किस-किस रूप में भारतीयों को आंदोलित किया, उसे कम से कम शब्दों में समेटा। लिहाजा, फिर वहीं मुस्लिम तुष्टिकरण का मुद्दा उठा, वहीं संकुचित दोषारोपण किया गया और तू-तू-मैं-मैं वाली बहस छिड़ गई। भाजपा के सांसदों ने कांग्रेस पार्टी को घेरा, तो कांग्रेसी सांसदों ने भाजपा और राष्ट्रीय स्वयंसेवक संघ का इतिहास खंगाल दिया। इससे क्या हासिल हुआ ? जिस राष्ट्रगीत ने आजादी के राष्ट्रीय आंदोलन में प्राण फूंका था, उसकी बहस एकता के बजाय सामुदायिक विभाजन का संदेश देकर गया। हमारे राजनीतिक वर्ग की सबसे बड़ी समस्या यह है कि वह राष्ट्रीय मुद्दों को तुच्छ राजनीति से अलग रखने की कला भूल गया है। हम भूल नहीं सकते कि विपक्ष के नेता को कैसे राष्ट्र का प्रतिनिधि बनाकर विदेश भेजने की स्वस्थ परंपरा शुरू की गई: विपक्षी नेताओं के स्वास्थ्य की चिंता सत्ता में बैठे लोग निजी तौर पर करते थे, जब संसद पर आतंकी हमला हुआ, तो प्रधानमंत्री की खैरियत जानने के लिए पहला टेलीफोन कॉल विपक्ष की नेता का गया था, मगर इस स्वस्थ संबंध को बदरंग कर दिया गया। राजनीतिक वर्ग से उदारता दिन-ब-दिन विलोपित होती जा रही है और इसका साफ असर लोकतंत्र पर दिखने लगा है। ऐसे में, वंदे मातरम् का असली मर्म ये लोग क्या जाने?

The debate in the Lok Sabha, commemorating the 150th birth anniversary of the national anthem, Vande Mataram, once again disappointed. First, such symbolic issues will not benefit anyone. Therefore, the lower house should have spent these precious 10 hours debating the challenges facing the country and its citizens today, so that solutions could be reached. In fact, every government and ruling party uses this tactic: to divert public attention from current problems, they raise an issue that appeals to the sentiments of the majority. The Vande Mataram issue was one such example. The government wants to celebrate the national anthem, and while this is a good thing, the most appropriate place for this is in schools, colleges, and universities. They should have organized programs to educate the new generation about the importance of Vande Mataram in the country’s independence and how many of our ancestors were crucified while singing it. They should have been informed about its history and its selection as the national anthem. Unfortunately, the intentions were different. This celebration of the national anthem was also sacrificed to divisive politics. Speakers in the Lok Sabha focused more on the so-called politics surrounding the song, choosing or omitting specific parts of it, and summarizing in minimal terms the various ways in which the song agitated Indians. Consequently, the issue of Muslim appeasement was raised again, narrow blame was leveled, and a heated debate ensued. BJP MPs cornered the Congress Party, while Congress MPs delved into the history of the BJP and the Rashtriya Swayamsevak Sangh. What was achieved by this? The debate over the national anthem, which breathed life into the national movement for independence, sent a message of communal division rather than unity. The biggest problem with our political class is that it has forgotten the art of separating national issues from petty politics. We cannot forget how the healthy tradition of sending the opposition leader abroad as a representative of the nation was started: those in power used to personally care for the health of opposition leaders. When the terrorist attack on Parliament occurred, the first telephone call to inquire about the Prime Minister’s well-being was made by the opposition leader. But this healthy relationship has been tarnished. Generosity is disappearing from the political class day by day, and its clear impact on democracy is becoming visible. In such a situation, how can these people know the true meaning of Vande Mataram?
